This book shows that Hong Kong's protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China's effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors' strategies. The protests triggered the national security concerns of Beijing, which mobilized the People's Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of "one country, two systems." The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing's sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. This is a valuable read for China watchers, political scientists and all those interested in the future of East Asia.

The authors address themselves to the basic challenge of planning in a democracy and consider issues such as how those elected to exercise choice on our behalf can preserve and expand their capacity to choose discriminatingly, when the sheer complexity of the issues facing them tends all the time to make them increasingly dependent on the skills and judgements of their professional advisers. This question is explored in relation to the many different, yet interdependent, aspects of the planning process which impinge on any local community - with particular reference to the planning of housing, transport, education, and shopping, of land use and local government finance. These volumes provide an essential comprehensive work of reference for the annual municipal elections that took place each November in the 83 County Boroughs of England and Wales between 1919 and 1938. They also provide an extensive and detailed analysis of municipal politics in the same period, both in terms of the individual boroughs and of aggregate patterns of political behaviour. Being annual, these local election results give the clearest and most authoritative record of how political opinion changed between general elections, especially useful for research into the longer gaps such as 1924-29 and 1935-45, or crisis periods such as 1929-31. They also illuminate the impact of fringe parties such as the Communist Party and the British Union of Fascists, and also such questions as the role of women in politics, the significance of religious and ethnic differentiation and the connection between occupational and class divisions and party allegiance. Analysis at the ward level is particularly useful for socio-spatial studies. A major work of reference, County Borough Elections in England and Wales, 1919-1938 is indispensable for university libraries and local and national record offices. This book explores the complex web of federal-state working relationships and their effect on the implementation of environmental policies. Scheberle develops an analytical framework to help understand the interactions among the federal agencies--the Office of Surface Mining (Department of the Interior) and the central and regional EPA offices--and state environmental officials. This book is unusual in that it looks at the implementation, at the extent to which the state and federal offices work together effectively, and not just the content of environmental policies. The four cases are asbestos (updated to include the fallout from the WTC), surface coal mining, drinking water, and radon. The material on the wellhead protection program has been deleted to keep the size of the book down. Since the first edition was published, there have been some major developments in the implementation of environmental policy. One is the devolution of environmental policy to states in the 1990s (as with so many other policy areas). There were also two new major directives that changed federal-state interactions, the National Environmental Performance Partnership System (NEPPS) for the EPA (1996) and the new oversight policy for the Office of Surface Mining, the REG-8 directive of 1997. Her conceptual framework now includes two new elements, refocusing events and implementation energizers. This revised edition has been extensively updated--Scheberle says that hardly a paragraph has remained unchanged. She has re-interviewed and surveyed the officials (or their replacements) who provided information for the first edition, and she compares their previous and current attitudes and opinions about state-federal working relationships.
This book reviews and analyzes the innovative measures introduced, lessons learned and problems encountered by selected and representative provinces, cities and counties with regard to the openness of local government affairs. To do so, it focuses on fields that are closely related to economic and social development and to the vital interests of the people, and which have thus aroused great social concerns, such as the pre-disclosure of major decision-making, policy interpretation, optimization of the business environment, and education. In turn, the book addresses standardization concerning the openness of government affairs; in this regard, numerous departments under the State Council and local governments at various levels have already engaged in pilot work, so as to provide a basis for pursuing the openness of government affairs throughout the country. The book subsequently analyzes current problems in this regard, considers the future prospects, and puts forward suitable solutions.
This book examines the foundation and progress of the Rochester Monroe Anti-Poverty Initiative (RMAPI). Poverty has once again become a major issue in American cities, and nowhere more so than Rochester, which has one of the highest rates of poverty in the nation. RMAPI was established to reduce poverty, yet in the five years since its formation the poverty rate is essentially unchanged. Analyzing the reasons behind its failure, this book argues that the very nature of the organizational framework is part of the problem, and that RMAPI's project is caught up with contradictory imperatives of neo-liberal welfare reforms. More than just a study of local interest, the book uses Rochester as a case study to illuminate the limits of the neo-liberal approach to poverty. It will appeal to all those interested in political science, urban politics, community studies, welfare policy and public administration.
Medicaid is the largest grant-in-aid program in the United States. Reform in this area, therefore, provides a unique opportunity to study the intersection between federal and state policy making in an area recently characterized by substantial uncertainty deriving from the lingering effects of the Great Recession, ongoing debate over the federal budget, and implementation of the Patient Protection and Affordable Care Act. Invariably states reform the way health care is delivered, regulated, and financed within broader parameters established by federal statutes and regulations. It is critical therefore that effective strategies be put into place if both current and future health and long-term care reform efforts are to have their greatest chances at success. Rhode Island is the first state to receive permission to operate its entire Medicaid program under a global cap. As a consequence, it has entered the national consciousness as a key data point potentially supporting the block grant approach to Medicaid reform. In this book, Edward Alan Miller identifies factors that either facilitated or impeded the design and implementation of Rhode Island's Global Consumer Choice Compact Medicaid Waiver in order to draw broader lessons for the Medicaid block grant debate and health and long-term care reform more generally. Evidence gathered from archival sources and in-depth interviews with key stakeholders exposes the role that provider capacity has played in the implementation process, including adult day care, assisted living, home maker, and other home- and community-based services. The impact of the Global Waiver on the nursing home sector is examined as well, in addition to new authority to obtain federal matching dollars for previously state-only funded programs. By providing a sophisticated understanding of factors enhancing or impeding state health reform, this book will contribute to improvements in the development and administration of policy development at both the state- and federal-levels.
Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Yet despite regulation's increased presence in current politics and media, The Politics of Regulatory Reform argues that the regulatory process and its influence on the economy is misunderstood by the general public as well as by many politicians. In this book, two experienced regulation scholars confront questions relevant to both academic scholars and those with a general interest in ascertaining the effects and importance of regulation. How does regulation impact the economy? What roles do politicians play in making regulatory decisions? Why do politicians enact laws that require regulations and then try to hamper agencies abilities to issue those same regulations? Rather than focusing on the federal government, Shapiro and Borie-Holtz have gathered a unique dataset on the regulatory process and output in the United States. They use state-specific data from twenty-eight states, as well as a series of case studies on regulatory reform, to question widespread impressions and ideas about the regulatory process. The result is an incisive and comprehensive study of the relationship between politics and regulation that also encompasses the effects of regulation and the reasons why regulatory reforms are enacted.

The effects of neoliberal economic reforms in the Southern Mediterranean are now widely regarded as a main underlying cause of the Arab uprisings. An often neglected dimension is that of the reforms' implications for local governance. The contributions to this edited volume examine how state power is being re-articulated but also challenged at sub-national levels in Morocco, Egypt, Jordan, Israel, Lebanon and Turkey. They explore the effects of neoliberal economic and local governance reforms such as decentralization, public-private partnerships, and outsourcing in the area of public service delivery, poverty alleviation, and labor market reforms on local patronage networks, public accountability, and state-society relations. The findings show that such reforms are often subordinated to established patterns of political contestation among actors who seize on the opportunities that reforms offer to advance their political agendas, thereby illustrating the local specificity of 'actually existing neoliberalisms'. The book thus fills an important knowledge gap by combining public policy and management theories with those on patron-client networks and public accountability at the local level, and situating them within the critical literature on neoliberalism. This collection shifts the focus away from this to examine the conflicts and realities of development at a local, empirical level. It provides a series of case studies which illuminate the attitudes and actions of those involved in local development schemes. The material is drawn from Southern and Eastern Europe, Asia and Africa. All the contributors use rigorous anthropological methods of analysis to shed light on the place of feelings of personal sentiment and identity in reactions to planned development schemes. In a world where direct action and public protest are routine responses to local development schemes, they show how protesters, developers and politicians often hold very different fundamental views about the environment, society, government and development which go beyond partisan economic and political interests. This collection provides a comparative perspective on the context of development, and should be of interest to social anthropologists, planners, development workers and specialists in development studies.
Power and Party in an English City provides an account of how decisions are taken by the state at the level of locality. More specifically, it is an account of the private policy-making activities of a ruling Labour group of councillors in the major English city of Newcastle-Upon-Tyne. Despite the fact that local government in most of the towns and cities of England is one-party government, very little is known abotu the private behaviour of ruling party groups. In this book David Green provides a penetrating empirical study of the realities of local government. The author seeks to examine and analyse the importance of party discipline, the relationship between the Labour group of councillors and the party outside the council, the power of the committee chairmen, the role of local patronage and the openness of the local policy-making process. The government of Newcastle is perhaps the most closely association in the public mind with T. Dan Smith, the corrupt local politician. In fact, Smith had left local politics in Newcastle in teh mid-1960s. How was the city being run a decade or so later? This study is however much more than an inside view of the affairs of a single authority. The last part of the book is devoted to a discussion of aspects of some traditional and modern theories of democracy and specifically to what author sees as the inadequate advocacy of participatory democracy in recent years. Green makes a major contribution to our thinking about the kind of democracy that is possible in modern large-scale societies, explores weaknesses of moder theories and puts forward some original modifications to modern democratic theory, in the light of a theory of knowledge which is seen as more appropriate for modern natural and social scientific activity. Local government passed unscathed through the political and economic upheavals which followed the Great Depression. Contemporary commentators had every reason to look forward to continued growth and expansion in the role of local government, which was seen as the main vehicle for the social programmes of the comeing Welfare State. That optimism was misplaced. Many of the trends of the early twentieth century have been reveresed. From the vantage point of 1985, local government was in crisis so severe that its continued existence was called into question. In this unique book eleven authors explain what happened and how the local government system weakened. Using the historic Minnesota state government shutdown of 2011 as a backdrop, Interfaith Advocacy describes the work of the Joint Religious Legislative Coalition, an interfaith advocacy group that brings together leaders from Catholic, Protestant, Jewish, and Muslim traditions to advocate on behalf of a range of policies. which finally brought freedom of speech and democracy to postapartheid
South Africa, but historically, the position of the press was more
complicated.This book dives into the history of slavery at the
Chris McNickle argues that New York City Mayor David Dinkins failed to wield the power of the mayor with the skill required to run the city. His Tammany clubhouse heritage and liberal political philosophy made him the wrong man for the time. His deliberate style of decision-making left the government he led lacking in direction. His courtly demeanor and formal personal style alienated him from the people he served while the multi-racial coalition he forged as New York's first African-American mayor weakened over time. Dinkins did have a number of successes. He balanced four budgets and avoided a fiscal takeover by the unelected New York State Financial Control Board. Major crime dropped 14 percent and murders fell by more than 12 percent. Dinkins helped initiate important structural changes to the ungovernable school system he inherited. His administration reconfigured health care for the poor and improved access to medical treatment for impoverished New Yorkers. McNickle argues that David Dinkins has received less credit than he is due for his successes because they were overshadowed by his failure to fulfill his promise to guide the city to racial harmony. This stimulating review of a transitional period in New York City's history offers perspective on what it takes to lead and govern. |
