How are metropolitan regions governed? What makes some regions more effective than others in managing policies that cross local jurisdictional boundaries? Political coordination among municipal governments is necessary to attract investment, rapid and efficient public transit systems, and to sustain cultural infrastructure in metropolitan regions. In this era of fragmented authority, local governments alone rarely possess the capacity to address these policy issues alone. This book explores the sources and barriers to cooperation and metropolitan policy making. It combines different streams of scholarship on regional governance to explain how and why metropolitan partnerships emerge and flourish in some places and fail to in others. It systematically tests this theory in the Frankfurt and Rhein-Neckar regions of Germany and the Toronto and Waterloo regions in Canada. Discovering that existing theories of metropolitan collective action based on institutions and opportunities are inconsistent, the author proposes a new theory of "civic capital", which argues that civic engagement and leadership at the regional scale can be important catalysts to metropolitan cooperation. The extent to which the actors hold a shared image of the metropolis and engage at that scale strongly influences the degree to which local authorities will be willing and able to coordinate policies for the collective development of the region. What happens to the citizen when states and nations come into being? How do the different ways in which states and nations exist define relations between individuals, groups, and the government? Are all citizens equal in their rights and duties in the newly established polity? Addressing these key questions in the contested and ethnically heterogeneous post-Yugoslav states of Bosnia and Herzegovina, Macedonia and Montenegro, this book reinterprets the place of citizenship in the disintegration of Yugoslavia and the creation of new states in the Western Balkans. Carefully analysing the interplay between competing ethnic identities and state-building projects, the author proposes a new analytical framework for studying continuities and discontinuities of citizenship in post-partition, post-conflict states. The book maintains that citizenship regimes in challenged states are shaped not only by the immediate political contexts that generated them, but also by their historical trajectories, societal environments in which they exist, as well as the transformative powers of international and European factors.
Using the historic Minnesota state government shutdown of 2011 as a backdrop, Interfaith Advocacy describes the work of the Joint Religious Legislative Coalition, an interfaith advocacy group that brings together leaders from Catholic, Protestant, Jewish, and Muslim traditions to advocate on behalf of a range of policies. As the nation's first statewide interfaith lobbying group, the story of the JRLC facilitates an examination of the role of political advocacy groups in state level American politics: what they are, how and why they form, how they mobilize citizens to participate in the political process, how they work to influence government, and what their impact is on American democracy. With research based on two years of in-depth interviews, participant observation, and analysis of archival records, this volume offers proof that it is possible to build successful long term political coalitions among improbable allies. The book investigates both the strengths and weaknesses of this model of advocacy and concludes that the presence of religious advocacy groups in the political process offers substantial benefits of representation, concern for underrepresented issues and groups, and the development of networks of social capital. Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.
Multinational federations rest on the coexistence of two or more nations within a single polity. Within these federations, minority nations play a significant role as their character differs from the other building blocks of the federation. Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs? The articles in this book provide insightful answers to these questions. In addition, the contributions in the book identify lines of research that invite further investigation, namely: problems related to the degree of risk transfer; the challenges posed by renegotiation; and evaluation of PPPs' results. One important tradition in political science conceives of the Civil War in the United States serving as the functional equivalent of the English and French Revolutions, bringing with it the victory of liberal democratic industrialism over aristocratic agriculturalism. Despite a centralized formal structure, Chinese politics and policy-making have long been marked by substantial degrees of regional and local variation and experimentation. American cities experienced an extraordinary surge in downtown development during the 1970s and 1980s. This book shows that Hong Kong's protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China's effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors' strategies. The protests triggered the national security concerns of Beijing, which mobilized the People's Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of "one country, two systems." The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing's sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. This is a valuable read for China watchers, political scientists and all those interested in the future of East Asia.
Urban Governance Under the Ottomans focuses on one of the most pressing topics in this field, namely the question why cities formerly known for their multiethnic and multi- religious composition became increasingly marked by conflict in the 19th century. These volumes provide an essential comprehensive work of reference for the annual municipal elections that took place each November in the 83 County Boroughs of England and Wales between 1919 and 1938. They also provide an extensive and detailed analysis of municipal politics in the same period, both in terms of the individual boroughs and of aggregate patterns of political behaviour. Being annual, these local election results give the clearest and most authoritative record of how political opinion changed between general elections, especially useful for research into the longer gaps such as 1924-29 and 1935-45, or crisis periods such as 1929-31. They also illuminate the impact of fringe parties such as the Communist Party and the British Union of Fascists, and also such questions as the role of women in politics, the significance of religious and ethnic differentiation and the connection between occupational and class divisions and party allegiance. Analysis at the ward level is particularly useful for socio-spatial studies. A major work of reference, County Borough Elections in England and Wales, 1919-1938 is indispensable for university libraries and local and national record offices. This book explores the complex web of federal-state working relationships and their effect on the implementation of environmental policies. Scheberle develops an analytical framework to help understand the interactions among the federal agencies--the Office of Surface Mining (Department of the Interior) and the central and regional EPA offices--and state environmental officials. This book is unusual in that it looks at the implementation, at the extent to which the state and federal offices work together effectively, and not just the content of environmental policies. The four cases are asbestos (updated to include the fallout from the WTC), surface coal mining, drinking water, and radon. The material on the wellhead protection program has been deleted to keep the size of the book down. Since the first edition was published, there have been some major developments in the implementation of environmental policy. One is the devolution of environmental policy to states in the 1990s (as with so many other policy areas). There were also two new major directives that changed federal-state interactions, the National Environmental Performance Partnership System (NEPPS) for the EPA (1996) and the new oversight policy for the Office of Surface Mining, the REG-8 directive of 1997. Her conceptual framework now includes two new elements, refocusing events and implementation energizers. This revised edition has been extensively updated--Scheberle says that hardly a paragraph has remained unchanged. She has re-interviewed and surveyed the officials (or their replacements) who provided information for the first edition, and she compares their previous and current attitudes and opinions about state-federal working relationships. |
