While French laicite is often considered something fixed, its daily deployment is rather messy. What might we learn if we study the governance of religion from a dynamic bottom-up perspective? Using an ethnographic approach, this book examines everyday secularism in the making. How do city actors understand, frame and govern religious diversity? Which local factors play a role in those processes? In Urban Secularism: Negotiating Religious Diversity in Europe, Julia Martinez-Arino brings the reader closer to the entrails of laicite. She provides detailed accounts of the ways religious groups, city officials, municipal employees, secularist actors and other civil-society organisations negotiate concrete public expressions of religion. Drawing on rich empirical material, the book demonstrates that urban actors draw and (re-)produce dichotomies of inclusion and exclusion, and challenge static conceptions of laicite and the nation. Illustrating how urban, national and international contexts interact with one another, the book provides researchers with a deeper understanding of the multilevel governance of religious diversity.
This book seeks to trace the main dimensions of recent conflicts
between central departments of governments and local authorities
and to reveal something of their significance. It does so by
focusing on the role of law in shaping the central-local government
relations which is neglected in many contemporary studies and yet
is of vital importance in identifying the character of that
relationship. Precisely why they should be so is not self-evident.
The main objective of this introduction therefore is to highlight
the importance of this dimension to the study of central-local
relations and then to explain the way in which the key themes of
the study are to be addressed.

At this juncture in American history, some of our most hard-fought state-level political struggles involve control of state supreme courts. New Hampshire witnessed one of the most dramatic of these, culminating in the impeachment of Chief Justice David Brock in 2000, but the issues raised by the case are hardly confined to New Hampshire. They involved the proper nature and operation of judicial independence within a "populist" civic culture that had long assumed the primacy of the legislative branch, extolled its "citizen legislators" over insulated and professionalized elites, and entrusted those legislators to properly supervise the judiciary. In the last few decades of the 20th Century, New Hampshire's judiciary had been substantially reconfigured: constitutional amendments and other measures endorsed by the national judicial-modernization movement had secured for it a much higher level of independence and internal unification than it had historically enjoyed. However, a bipartisan body of legislators remained committed to the principle of legislative supremacy inscribed in the state constitution of 1784. The 1980s and 1990s witnessed a series of clashes over court administration, allegations of judicial corruption, and finally a bitter and protracted battle over Court decisions on educational funding. Chief Justice Brock publicly embodied the judicial branch's new status and assertiveness. When information came to light regarding some of his administrative actions on the high court, deepening antipathy toward him exploded into an impeachment crisis. The struggle over Brock's conduct raised significant questions about the meaning and proper practice of impeachment itself as a feature of democratic governance. When articles of impeachment were voted by the House of Representatives, the state Senate faced the difficult task of establishing trial protocols that would balance the political and juridical responsibilities devolved on them, simultaneously, by the state constitution. Having struck that balance, the trial they conducted would finally acquit Brock of all charges. Nevertheless, David Brock's impeachment was a highly consequential ordeal that provided a needed catalyst for reforms intended to produce a productive recalibration of legislative-judicial relations.
This book examines how China's decentralization process has affected and will affect the country's macroeconomic performance and the functioning of the market. With an innovative application of game theory, the author develops an analytical framework that can explain the behaviour of the central and local governments under alternative institutional environments. The study also suggests how to establish desirable rules of games in China's political and economic institutions through appropriate reforms.
This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.

The role of inspectors has changed. Their task is no longer to merely inspect and enforce, but also to educate, to negotiate, and to make compromises. This is the second of five ambitious volumes theorizing the structure of governance above and below the central state. This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that jurisdictional design is shaped by the functional pressures that arise from the logic of scale in providing public goods and by the preferences that people have regarding self-government. The first has to do with the character of the public goods provided by government: their scale economies, externalities, and informational asymmetries. The second has to do with how people conceive and construct the groups to which they feel themselves belonging. In this book, the authors demonstrate that scale and community are principles that can help explain some basic features of governance, including the growth of multiple tiers over the past six decades, how jurisdictions are designed, why governance within the state has become differentiated, and the extent to which regions exert authority. The authors propose a postfunctionalist theory which rejects the notion that form follows function, and argue that whilst functional pressures are enduring, one must engage human passions regarding self-rule to explain variation in the structures of rule over time and around the world. The purpose of the book is to elaborate a planning theory which departs from the plethora of theories which reflect the conditions of developed countries of the North-West. The empirical material of this effort is derived from a country, Greece, which sits on the edge between North-West and South-East, at the corner of Europe. No doubt, there is extensive international literature on planning theory in general from a bewildering variety of viewpoints. The interested professional or student of urban and regional planning is certainly aware of the dizzying flood of books, articles and research reports on planning theory and of their never-ending borrowing of obscure concepts from more respectable scientific disciplines, from mathematics to philosophy and from physics to economics, human geography and sociology. He or she probably observed that there is a growing interest in theoretical approaches from the viewpoint of the so-called "Global South". The author of the present book has for many decades faced the impasse of attempting to transplant theories founded on the experience of the North-West to countries with a totally different historical, political, social and geographical background. He learned that the reality that planners face is unpredictable, patchy, and responsive to social processes, frequently of a very pedestrian nature. Planning strives to deal with private interests which planners are keen to envelop in a single "public interest", which is extremely hard to define. The behaviour of the average citizen, far from being that of the neoclassical model of the homo economicus, is that of an individual, a kind of homo individualis, who interacts with the state and the public administration within a complex web of mutual dependence and negotiation. The state and its administrative apparatus, i.e., the key-determinants and fixers of urban and regional planning policy, bargain with this individual, offer inducements, exemptions, derogations and privileges, deviate unhesitatingly from their grand policy pronouncements, but still defend the rationality and comprehensiveness of the planning system they have legislated and operationalized. It is by and large a successful modus vivendi, but only thanks to a constant practice of compromise. Hence, the term compromise planning, which the author coined as an alternative to all the existing theoretical forms of planning. This is the sort of planning, and of the accompanying theory, with which he deals in this book. It is the outcome of experience and knowledge accumulated in a long personal journey of academic teaching in England and Greece, research, and professional involvement.

This volume describes and analyzes alternative and emerging models of non-territorial autonomy (NTA), particularly in relation to decentralization. The authors push the NTA debate in new directions by offering a re-conceptualization based on ethno-cultural bottom-up decentralized action that redefines autonomy into its true sense of autonomous action. Through description, critical analysis, and evaluation of several case studies, this book assesses the potential for new paradigms within decentralized systems. The authors explore two approaches to political decentralization which add to the theoretical debate on NTA - network governance, which focuses on new dynamics in policy processes, and normative pluralism, which focuses on accommodating the distinctness of the groups through the subsidiarity principle with regard to their own affairs. The book explores the potential ramifications of ethno-cultural NTA institutions acting within the wider framework of state institutions and assesses the functions of these institutions as another dimension of decentralization and thus another 'layer' of democracy. With contemporary examples from Europe, the Middle East, Asia and South Africa, as well as theoretical aspects of the conceptualization of autonomy, this book offers a truly global perspective. Distance, in its traditional sense, connotates "estrangement" and "division". But in the context of modern political studies, it means a controllable resource which can be manipulated to change the relationship between the government and the public. Drawing on this concept from western political science, the author explores the law and mechanisms of China's political communication. In this volume, the author introduces the empirical investigation of the distance between government and the public in China. First, it discusses how the use of online social media, such as Weibo, can be used strategically to mediate the distance of offline communication. Then, it points out that social media can also lead to unlimited expression of general will, to which governments should pay attention. An empirical study on how rural residents of five provinces in China obtain political information is used to illustrate the point. From 1979 to 1997 Britain was a laboratory for experiments in local governance as the control and delivery of local services was switched from elected councils to appointed boards (guangos), private companies or self-management. This book is about four models of local governance: the traditional "localist" model, the New Right's "individualist" model, the New Left's "mobilization" model, and government's own "centralist" model. It tests them against public opinion as expressed in 2203 interviews with ordinary citizens, 788 with councilors, and 903 with members of appointed boards.
Current international discourse on the new state of South Sudan seems fixated on the "state construction." This book aims to broaden the debate by examining the character of regulatory authority in South Sudan's borderlands in both contemporary and historical perspective. The contributions gathered here show that emerging border governance practices challenge the bounded categorization of "state" and "non-state," especially in the complex interactions between state, military, and business actors and power structures. It thus provides a timely and sophisticated contribution to the literature on African borderlands, examining a new state in creation at its borders, and providing an anthropologically and historically informed view of a rapidly evolving situation.

Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Yet despite regulation's increased presence in current politics and media, The Politics of Regulatory Reform argues that the regulatory process and its influence on the economy is misunderstood by the general public as well as by many politicians. In this book, two experienced regulation scholars confront questions relevant to both academic scholars and those with a general interest in ascertaining the effects and importance of regulation. How does regulation impact the economy? What roles do politicians play in making regulatory decisions? Why do politicians enact laws that require regulations and then try to hamper agencies abilities to issue those same regulations? The authors answer these questions and untangle the misperceptions behind regulation by using an area of regulatory policy that has been underutilized until now. Rather than focusing on the federal government, Shapiro and Borie-Holtz have gathered a unique dataset on the regulatory process and output in the United States. They use state-specific data from twenty-eight states, as well as a series of case studies on regulatory reform, to question widespread impressions and ideas about the regulatory process. The result is an incisive and comprehensive study of the relationship between politics and regulation that also encompasses the effects of regulation and the reasons why regulatory reforms are enacted.
