This edited collection provides a comprehensive geographic and chronological overview of the decentralisation processes in the successor states of former Yugoslavia and Albania during their transition and EU integration years, from 1990 until 2016. These countries present a unique laboratory for the analysis of economic, social and political change, having traversed armed conflicts, dramatic economic and political changes, and EU pre-accession processes involving deep institutional reform. They have also endured the Eurozone crisis, which has led to high levels of unemployment, wide fiscal gaps and dangerously high levels of indebtedness. Observing the quarter century-long transition from socialism to capitalism through the prism of decentralisation sheds new light on studying the political economy of the region and the current status of the individual countries in terms of economic development and their EU integration progress. The contributors enrich the wider literature on fiscal decentralisation in transition countries by exploring several broad questions on democratisation, the political economy of post-communist transition, the role of external actors in policy transfer and the issue of financial stability in the post-crisis period.
This book investigates the new representation unfolding in Chinese local congresses. Drawing qualitative fieldwork and data analysis from original surveys of 5,130 township, county, and municipal congressmen and women and constituents, Melanie Manion shows the priorities and problems of ordinary Chinese significantly influence both who gets elected to local congresses and what the congresses do once elected. Candidates nominated by ordinary voters are 'good types', with qualities that signal they will reliably represent the community. By contrast, candidates nominated by the communist party are 'governing types', with qualities that reflect officially valued competence and loyalty. However, congressmen and women of both types now largely reject the Maoist-era role of state agent. Instead, they view themselves as 'delegates', responsible for advocating with local government to supply local public goods. Manion argues that representation in Chinese local congresses taps local knowledge for local governance, thereby bolstering the rule of autocrats in Beijing.

Bargaining between states in the international system is governed by rules which shape and constrain their bargaining behavior. However, these rules can be changed. When, why, and how do states bargain differently? Drawing on original qualitative and quantitative evidence, this book demonstrates how the rules of the game influence the cooperative or coercive nature of the strategies adopted by all states in a negotiation. These effects influence each state's incentives regarding whether to play by the rules or to change them. Examining these incentives, as well as the conditions under which states can act on them, McKibben explains the wide variation in states' bargaining strategies. Several bargaining interactions are analyzed, including decision-making in the European Union, multilateral trade negotiations, climate change negotiations, and negotiations over the future status of Kosovo. This book explores new forms of popular organisation that emerged from strikes in India and Brazil between 2011 and 2014. This book argues that South Africa is haunted by the spectre of reparation. The failure of the South African Truth and Reconciliation Commission to secure adequate reparation for the victims of colonisation and apartheid continues to drastically undermine the commission’s processes and legacy. Investigating the TRC’s key processes of amnesty, archiving and forgiveness in turn, the book demonstrates that each process is fundamentally thwarted by the terminal lack of reparation. These multiple forms of the spectre of reparation haunt post-apartheid society in deeply traumatogenic ways. The book proposes a new ethic of "reparative citizenship" as a means of encountering the spectres of reparation in a productive and transformative manner, generating hope even in the face of the irreparable. This book will be an important read for South Africans interested in overcoming the impasses and injustices that haunt the country, but it will also be of interest to post-conflict transitional justice and politics researchers more broadly.
This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

This book analyzes Latin American regional integration with a novel conceptual approach grounded in extensive field research. The proper management of library records is an important legal issue for all librarians. This professional reference work outlines laws regarding the retention and confidentiality of library records. Part I explains why some library records should be saved and not routinely discarded. It also explains why public record retention laws apply to library records, and it then examines the variety of laws state by state. Part II discusses the need for strong confidentiality laws and traces the evolution of current laws. It then examines the current status of state confidentiality laws and demonstrates their weaknesses. While librarians often believe that confidential records are privileged and may be destroyed at will, this book clearly explains that this is not the case.

Local government affects us all. Wherever we live, in towns, cities, villages or in the smallest of communities, there are locally elected councils tasked with representing people's interests in the running of the local area. This involves, inter alia, providing public services, maintaining local spaces and acting as a level of democratic governance within the broader constitutional and executive structure of the state. To fulfil these responsibilities, though, local government must be democratically legitimate; it must have at its disposal reasonable means and resources to function; and it must enjoy a healthy and balanced relationship with central government.
