In 2013, former U.S. National Security Agency (NSA) contractor Edward Snowden leaked secret documents revealing that state agencies like the NSA had spied on the communications of millions of innocent citizens. International outrage resulted, but the Snowden documents revealed only the tip of the surveillance iceberg. Apart from insisting on their rights to tap into communications, more and more states are placing citizens under surveillance, tracking their movements and transactions with public and private institutions. The state is becoming like a one-way mirror, where it can see more of what its citizens do and say, while citizens see less and less of what the state does, owing to high levels of secrecy around surveillance. In this book, Jane Duncan assesses the relevance of Snowden’s revelations for South Africa. In doing so she questions the extent to which South Africa is becoming a surveillance society governed by a surveillance state. Duncan challenges members of civil society to be concerned about and to act on the ever-expanding surveillance capacities of the South African state. Is surveillance used for the democratic purpose of making people safer, or is it being used for the repressive purpose of social control, especially of those considered to be politically threatening to ruling interests? She explores the forms of collective action needed to ensure that unaccountable surveillance does not take place and examines what does and does not work when it comes to developing organised responses. This book is aimed at South African citizens, academics as well as the general reader, who care about our democracy and the direction it is taking.
Strategy is not a modern invention. It is an essential and enduring feature of human history that is here to stay. In this original essay, Colin S. Gray, world-renowned scholar of strategic thought, discusses the meaning of strategy and its importance for politicians and the military as a means of achieving desired outcomes in complex, uncertain conditions. Drawing on a wide range of examples from the Great Peloponnesian War to the Second World War, Vietnam, and the ongoing conflicts in Iraq and Afghanistan, Gray ably shows how great military thinkers of the past and present have acted strategically in their various ideological, political, geographical and cultural contexts. This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor. The EU claims that 'internal and external security are inseparable' and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework - the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU's integrated approach and, therefore, its management of transboundary security threats. Yet, the EU's pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century's internal-external security continuum. This book will be of much interest to students of European Security, EU politics, and international relations.

This book undertakes an in-depth examination of the diversity in international approaches to the navy-coastguard nexus. This book scrutinizes how contemporary practices of security have come to rely on many different translations of security, risk, and danger. Institutions of national security policies are currently undergoing radical conceptual and organisational changes, and this book presents a novel approach for how to study and politically address the new situation. Complex and uncertain threat environments, such as terrorism, climate change, and the global financial crisis, have paved the way for new forms of security governance that have profoundly transformed the ways in which threats are handled today. Crucially, there is a decentralisation of the management of security, which is increasingly handled by a broad set of societal actors that previously were not considered powerful in the conduct of security affairs. This transformation of security knowledge and management changes the meaning of traditional concepts and practices, and calls for investigation into the many meanings of security implied when contemporary societies manage radical dangers, risks, and threats. This book explores how different publics make sense of and evaluate anti-terrorism powers within the UK, and the implications of this for citizenship and security. Drawing on primary empirical research, the book argues that whilst white individuals are not unconcerned about the effects of anti-terrorism, ethnic minority citizens (including, but not only those identifying as Muslim) believe that anti-terrorism powers have impacted negatively on their citizenship and security. This book thus offers the first systematic engagement with 'vernacular' or 'everyday' understandings of anti-terrorism policy, citizenship and security. It argues that while transformations in anti-terrorism frameworks impact on public experiences of security and citizenship, they do not do so in a uniform, homogeneous, or predictable manner. Analyzes the cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces throughout American history While traditionally, Americans view expensive military structure as a poor investment and a threat to liberty, they also require a guarantee of that very freedom, necessitating the employment of armed forces. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American "liberty dilemma," the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. With the termination of large-scale operations in Iraq and the winnowing of forces in Afghanistan, the United States military once again faces a significant drawdown in standing force structure and capabilities. The political and military debate currently raging around how best to affect this force reduction continues to lack a proper historical perspective. This volume aspires to inform this dialogue. Not a traditional military history, Drawdown analyzes cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces.
Formulating a military strategy is a complex interaction between politicians, strategic commanders and generals. Formulating such a strategy within a multinational organization is even more complex. In this book, Edstrom and Gyllensporre explore a range of case studies, based on UN documents, and individually analyse their de facto military strategy in terms of ends, ways, means, and the interaction between the political strategic level (UN Security Council) and the military strategic level (UN Secretary General). Some 100,000 UN soldiers deployed all over the world not only deserve but need to be properly directed. Military strategy is hence a necessity, not an option. Moreover the military strategy should be percieved as a complementary effort to a robust integrated mission concept, including other instruments than the military."
This book scrutinises how political actors in the Israeli parliament (the Knesset) have articulated the security-democracy nexus in their discourses. Security crises expose political leaders to an uncomfortable dilemma: guaranteeing the safety of citizens while at the same time preserving democratic principles, basic rights and liberties. In this respect, Israel represents an archetypical case. Defining itself as a democracy, the state of Israel has been in quasi-constant conflict with its neighbouring countries while facing terror attacks repeatedly. This situation has resulted in the upholding of the state of emergency since the establishment of the state in 1948 and in the enactment of security measures that are often in conflict with democratic values. The tension between security and democracy is not a new question: it has been at the centre of political thought from Rousseau and Locke to Lasswell and Dahl and stood at the core of political debates after 9/11 and the 2005 terror attacks in London. Many studies have questioned how political actors manage this tension or how they could - properly - balance security and democracy. Yet, in spite of the abundant literature on the issue, the manner in which political actors conceptualise and frame this tension has been rarely explored. Even less has been said on the effects of this conceptualisation on the democratic regime. Drawing on discourse theory and on an innovative narrative analysis, the book examines 40 debates held in the Knesset on security-oriented laws enacted in two different contexts: the period of relative calm preceding the first Palestinian intifada (1987) and the period following the eruption of the second intifada (2000). More specifically, three types of laws and discussions are examined: laws establishing a relation between freedom of expression and security; laws linking the category of 'the enemy' to democracy; and finally those connecting the right to family unification and residence of Palestinians with terrorism. Through a comparative analysis of the political actors' discourses in 1985 and between 2000 and 2011, the study demonstrates that two main narratives have constantly competed: on the one hand a marginal narrative anchored in basic rights and on the other a defensive democracy narrative, which has become dominant. The latter has legitimised the restriction of freedom of expression, freedom to participate in elections, freedom of movement or the right to citizenship. The book shows how the increasing dominance of the defensive democracy narrative has had a fundamental impact in reshaping the polity and the identity of Israel's democratic regime. The analysis ultimately opens the possibility to rethink the conventional approach of the security-democracy dilemma and to reflect on processes in other states, such as the United Kingdom or the United States during different security crises. This book will be of much interest to students of critical security studies, Israeli politics, democracy studies, political theory and IR in general.
This book offers a fresh assessment of George W. Bush's foreign policies. It is not designed to offer an evaluation of the totality of George W. Bush's foreign policy. Instead, the analysis will focus on the key aspects of his foreign and security policy record, in each case considering the interplay between principle and pragmatism. The underpinning contention here is that policy formulation and implementation across Bush's two terms can more usefully be analysed in terms of shades of grey, rather than the black and white hues in which it has often been painted. Thus, in some key policy areas it will be seen that the overall record was more pragmatic and successful than his many critics have been prepared to give him credit for. The president and his advisers were sometimes prepared to alter and amend their policy direction, on occasion significantly. Context and personalities, interpersonal and interagency, both played a role here. Where these came together most visibly - for instance in connection with dual impasses over Iraq and Iran - exigencies on the ground sometimes found expression in personnel changes. In turn, the changing fortunes of Bush's first term principals presaged policy changes in his second. What emerges from a more detached study of key aspects of the Bush administration - during a complicated and challenging period in the United States' post-Cold War history, marked by the dramatic emergence of international Islamist terrorism as the dominant international security threat - is a more complex picture than any generalization can ever hope to sustain, regardless of how often it is repeated. This book will be of much interest to students of US foreign policy, international politics and security studies.

This book traces the activities of the Secret Intelligence Service (SIS/MI6) and the Joint Intelligence Committee (JIC) during the Suez Crisis, one of the most infamous episodes of British foreign policy. In doing so it identifies broader lessons not only about the events of 1956, but about the place of intelligence in strategy itself. It provides both an exploration of the relationship between intelligence and strategy at the conceptual level, and also a historical account, and strategic analysis of, the performance of the Joint Intelligence Committee and the Secret Intelligence Service during this time. Focusing on the period immediately before, during, and after the crisis, Danny Steed brings together a complete picture of intelligence story in Britain that has so far eluded comprehensive treatment in the Suez historiography. Through extensive consultation of declassified archival sources, a re-examination of often referred to sources, and the employment of oral history, this study identifies the most significant lessons about the use of intelligence revealed by the Suez Crisis.
Why do presidents and their advisors often make sub-optimal decisions on military intervention, escalation, de-escalation, and termination of conflicts? The leading concept of group dynamics, groupthink, offers one explanation: policy-making groups make sub-optimal decisions due to their desire for conformity and uniformity over dissent, leading to a failure to consider other relevant possibilities. But presidential advisory groups are often fragmented and divisive. This book therefore scrutinizes polythink, a group decision-making dynamic whereby different members in a decision-making unit espouse a plurality of opinions and divergent policy prescriptions, resulting in a disjointed decision-making process or even decision paralysis. The book analyzes eleven national security decisions, including the national security policy designed prior to the terrorist attacks of 9/11, the decisions to enter into and withdraw from Afghanistan and Iraq, the 2007 "surge" decision, the crisis over the Iranian nuclear program, the UN Security Council decision on the Syrian Civil War, the faltering Kerry Peace Process in the Middle East, and the U.S. decision on military operations against ISIS. Based on the analysis of these case studies, the authors address implications of the polythink phenomenon, including prescriptions for avoiding and/or overcoming it, and develop strategies and tools for what they call Productive Polythink. The authors also show the applicability of polythink to business, industry, and everyday decisions.
