Everyone knows the old adage, "an ounce of prevention is worth a pound of cure," but we seem not to live by it. In the Western world's health care it is commonly observed that prevention is underfunded while treatment attracts greater overall priority. This book explores this observation by examining the actual spending on prevention, the history of health policies and structural features that affect prevention's apparent relative lack of emphasis, the values that may justify priority for treatment or for prevention, and the religious and cultural traditions that have shaped the moral relationship between these two types of care.
Economists, scholars of public health and preventive medicine, philosophers, lawyers, and religious ethicists contribute specific sophisticated discussions. For example, the imbalance between prevention and treatment may not be as great as is often thought, and we may be spending excessively on many preventive measures just as we do on treatments compelled by the felt demands of rescue. The first English hospitals appeared soon after the Norman Conquest. This chapter maintains that while poverty undermines individual and household access to suf?cient food through market p- chase, land inequalities, corruption, structural adjustment programs, civil con?ict, HIV/AIDS and the role of the World Trade Organization Agreement on Agric- ture are decisive. Health Care is a central pillar of the Welfare State, in fact, the second pillar in terms of expenditure after pensions. However, we know little about how they perform. European Health Care Systems have been put increasingly under pressure during the last two decades. They have had to face a quadrilemma: to control costs and the increase in public expenditure; to guarantee equality of access; to maximize the quality of care; and to guarantee the responsiveness of the health system and the satisfaction of patients and professionals working in the field. Achieving good results on all these four objectives is extremely difficult and often trade-offs arise among different objectives. Using in-depth case study analysis on eight health care systems, belonging to different Welfare State traditions, and comparative statistical analysis on a broader group of countries, the book connects the main policy reforms of the last two decades with how well these systems perform, in terms of economic efficiency, medical achievements, social inequalities, and patients' and workers' conditions.

In the middle decades of the twentieth century, Asia was at the heart of international efforts to create a new utopia: a world free from disease. Positioned at the unexplored boundary between international history and the history of colonial/postcolonial medicine, the book is a political, intellectual, and social history of public health in Asia, from the 1930s to the early 1960s. Developments in telepathology are progressing at a great speed. As a consequence, there is a need for a broad overview of the field. The outsourcing of clinical trials to Latin America by the transnational innovative pharmaceutical industry began about twenty years ago. Using archival information and field work in Argentina, Brazil, Costa Rica, Mexico and Peru, the authors discuss the regulatory contexts and the ethical dimensions of human experimentation in the region. More than 80% of all clinical trials in the region take place in these countries, and the European Medicines Agency has defined them as priority countries in Latin America. The authors raise questions about the quality of data obtained from the trials and the violation of human rights during their implementation. Their findings are presented in this volume, the first in-depth analysis of clinical trials in the region.

Medical Professionals: Conflicts and Quandaries in Medical Practice offers a fresh approach to understanding the role-related conflicts and quandaries that pervade contemporary medical practice. Now, more than ever, the field of rehabilitation psychology is growing. Research programs are focusing on involving consumer participation from communities and society at large. Interventions are now designed to make fundamental changes so that all people - regardless of sensory, physical, or cognitive capacity - can fully participate.
