The scientific community has voiced two general concerns about the future of the earth. This book contains some of the papers which were presented at the NATO Science, Environmental Security, Advanced Research Workshop on "Implementing Ecological Integrity: Restoring Regional and Global Environmental and Human Health" held in Budapest from June 26 to July 1, 1999. All papers presented are summarized in the Introduction and, in some cases, shorter versions are published. A mUltidisciplinary core of American and Western European participants had met over the preceeding years to discuss the concept of ecological integrity. The term "ecological integrity" is found in environmental policy documents but, generally, is not defined. It competes with other recent terms, or environmental narratives, such as "ecosystem health" and "sustainable development" and also with older ones such as "conservation." Therefore, it is deemed important not only to sort out the definitions of these concepts but also to find out whether their practical implications differ. Moreover, it was interesting to find out whether participants from Central and Eastern European Countries (CEEC) and, more generally, from NATO partner countries would be, first, responsive to this concept and, second, would hold different views of it. This explains the broad, albeit not always consistent, range oftopics which are covered in this book. The core group learned that CEEC and other NATO partners participants were responsive to the concept but that they were less exclusive of human influence.
Numerous scholars, in particular anthropologists, historians, economists, linguists, and biologists, have, over the last few years, studied forms of knowledge and use of nature, and of the ways nature can be protected and conserved. Some of the most prominent scholars have come together in this volume to reflect on what has been achieved so far, to compare the work carried out in the past, to discuss the problems that have emerged from different research projects, and to map out the way forward.
Biodiversity, sometimes simply understood as "diversity of species," is a specific quality of life on our planet, the dimensions and importance of which have just lately been fully realized. Today we know that "biological diversity is a global asset of incalculable value to present and future generations" (Kofi Annan). Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue."

A Shadowy backlash against environmentalists has begun to emerge in America, the most visible element of which calls itself the "Wise Use" movement. Among its stated goals are the unregulated use of timber, oil, gas, minerals, and range land, and the abolition of all environmental laws and agencies. In this first in depth investigation of the "Wise Use" backlash, author David Helvarg visits rallies, conferences, and confrontations that are the fronts in its war against the greens. Helvarg shows the dimensions of this struggle as it is being waged in the courts; in the media, through popular mouthpieces like Rush Limbaugh and sympathetic coverage in influential newspapers such as the New York Times; in the heretical claims of the movement's "counterscience"; and in the growing number of physical confrontations and threats used against environmental activists. Helvarg also documents the failure of the FBI to prevent such violence.
USDA Forest Service Experimental Forests and Ranges (EFRs) are scientific treasures, providing secure, protected research sites where complex and diverse ecological processes are studied over the long term. This book offers several examples of the dynamic interactions among questions of public concern or policy, EFR research, and natural resource management practices and policies. Often, trends observed - or expected -- in the early years of a research program are contradicted or confounded as the research record extends over decades. The EFRs are among the few areas in the US where such long-term research has been carried out by teams of scientists. Changes in society's needs and values can also redirect research programs. Each chapter of this book reflects the interplay between the ecological results that emerge from a long-term research project and the social forces that influence questions asked and resources invested in ecological research. While these stories include summaries and syntheses of traditional research results, they offer a distinctly new perspective, a larger and more complete picture than that provided by a more typical 5-year study. They also provide examples of long-term research on EFRs that have provided answers for questions not even imagined at the time the study was installed.
There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. By bridging the gap between field practice and conservation, the analysis should lead to more effective integrated conservation and development interventions. The book represents one of the first attempts to apply the evidence-based approach to conservation and development.
This edited volume is a comprehensive examination of the legal framework in which environmental policy is fashioned in the major English-speaking federations-the United States, Canada, and Australia. The need for national solutions to environmental problems emerged long after the largest share of governmental power was allotted to states or provinces. This volume attempts to solve the paradox of how a country can have effective laws protecting the environment, vigorously enforced, when legislative and administrative powers are divided between two tiers of government. The contributors analyze environmental lawmaking along three dimensions. Part I describes the formal constitutional allocation of powers between states or provinces and the federal government, concluding that on paper environmental protection is essentially a local responsibility, although the reality is far different. In Part II the contributors explore the extent to which governments resort to informal negotiations among themselves to resolve environmental disputes. Part III is a thorough canvassing of the judiciary's role in making environmental policy and resolving disputes between levels and branches of government. In Australia and Canada, the courts play a relatively less important role in formulating policy than in the United States. In conclusion, the work shows that the level of environmental protection is relatively high in these three federations. Environmental politics, the work suggests, may be less divisive in federations than in unitary systems with comparable levels of development.
This book highlights the importance of diversity in overcoming issues of social and environmental degradation. It presents conceptual and practical strategies to celebrate local and Indigenous knowledge for improved community development and environmental management. David Harvey has proclaimed, "The geography we make must be a peoples' geography." This clarion call challenges geographers around the world to consider the power and potential of geographic knowledge as the basis for social action - a call this book answers, providing readers the theoretical and conceptual tools needed to understand the social world and empowering them to mobilize social change. The author uses empirical case studies of two environmental management and community development projects to document how knowledge generation is "essentially locally situated and socially derived." In doing so she charts a path for moving beyond what Vandana Shiva so aptly describes as "monocultures of the mind." The book argues that local and Indigenous knowledge must not be seen in opposition to scientific knowledge, as none of these knowledge traditions hold all the answers to localized socio-environmental problems. Rather, as the author explores through a set of processes and strategies to enable, support and celebrate 'cultural hybridity' at the local environmental governance scale, these respective knowledge systems can learn to speak to each other. Such dialogue has the potential to support more sustainable outcomes at multiple environmental governance locales. This book will be of interest to everyone involved in environmental policy, planning or politics, and for those who want to make this planet a more sustainable and just place.
Tourism is now known as the world's largest industry and a major foreign exchange earner for many countries. With continuously growing tourist numbers, pressure on resources increases, and there is a need to preserve and protect natural, cultural and historic resources. Various more sensitive forms of tourism have emerged and in recognition of the need for this development the United Nations proclaimed 2002 as the International Year of Ecotourism. This book introduces the reader to a number of case studies from different parts of the world and illustrates opportunities and constraints associated with the implementation of the ecotourism concept.
In many parts of the world, climatic variations are recognized as one of the major factors contributing to land degradation impacting on agricultural systems performance and management. To accurately assess sustainable land management practices, the climate resources and the risk of climate-related or induced natural disasters in a region must be known. Only when climate resources are paired with management or development practices can the land degradation potential be assessed and appropriate mitigation technologies be developed. This book is based on an International Workshop held in Arusha, Tanzania and should be of interest to all organizations and agencies interested in sustainable land management to arrest land degradation.
