The Economics of the Environment is a working collection of the leading papers in the field of environmental economics. It presents within the compass of a single volume the two central issues in environmental economics: the theory and practice of economic regulation and the valuation of environmental amenities. Wallace E. Oates has included both the classics, the seminal papers in the field, and some of the recent work that is making an important contribution to the economic analysis of environmental problems.

This book is a collection of stories, reflections and advice written by proficient scientists. They address the question of what doing science means to them, and describe attitudes and working practices that have proved effective and rewarding. The book is aimed in particular at young people who are attracted by science or already undertaking undergraduate studies, and who are considering making science their long-term profession. It will also be helpful and revealing to early-career scientists who are searching for their own best route to success. The book serves as a platform for experienced scientists to describe their original inclination, how that subjective disposition found its expression in their way of doing science, whether their expectations were met, and what achievements they can claim. But it is not restricted to success: contributors also share details of the limitations and failures they have encountered. Last but not least they describe how they see science now, how they think it will be in the near future, and what advice they would give to the their much younger colleagues. Readers will appreciate the diversity of the individual paths shaped by different education, motivation, ambition, inclination, intuition, feeling, belief and eligibility. At the same time the stories confirm that science relies on a translation of this subjective level into an objective level, one that is shared and accepted by the international scientific community, and whose results are produced with a commonly accepted and fully rational scientific method of investigation.

A challenge facing society today is how to develop a meaningful strategy for integrated hazardous waste management. Meeting this challenge was the principal motivation for the conference on "Risk Assessment and Risk Management Strategies for Hazardous Waste Storage and Disposal Prob lems," held at the Wharton School of the University of Pennsylvania on May 18-19, 1988. The conference brought together representatives from the major interested parties - environmentalists, government, insurance, law, manufacturing, and the university community - who have been con cerned with the waste management process. The conference was the third cosponsored by the Wharton Center for Risk and Decision Processes addressing the knotty problem of hazardous waste. The first, held at the International Institute for Applied Systems Analysis in 1985, examined the transportation, storage, and disposal of hazardous materials. It suggested steps that industry, insurers, and gov ernment agencies could take to improve the safety and efficiency with which hazardous materials are produced and controlled in industrialized societies. Specifically, it focused on the risk-management tools of insurance, com pensation, and regulation. xv xvi PREFACE The second conference, held at the Wharton School, University of Penn sylvania in 1986, concentrated on the role of insurance and compensation in environmental pollution problems. It characterized a set of problems related to the environmental pollution liability insurance crisis as presented by key interested parties and proposed a set of research needs for providing a sound basis for constructing socially appropriate measures to deal with the problem."
The tropics is an area of enormous opportunity and potential. The countries situated between the Tropics of Cancer and Capricorn are largely developing in nature. There is huge interest in the types of business investments made in Southeast Asia, Central Africa, and the Amazonian tropical belts. These tropical regions continue to face opportunities and challenges in attracting foreign direct investments as well as the need to complement and/or compete with larger economies external to the tropics. This book provides an empirical assessment of the key sociocultural, economic, environmental, and political factors that influence the business dynamics of organizations operating within the tropics. It will address but is not limited to topics such as attracting businesses to the tropics, facilitating smooth, stable conditions for business operations and sustainability, national institutions, and regulations that shape the way business is done, and the increasing deployment of new technologies and entrepreneurial innovations which are defining the global tropics as a distinct business region. It will offer readers a key focus for developing a deeper understanding of the factors and frameworks that influence and shape business activity in the area. We have undertaken this volume in the belief that there is now sufficient research completed on environmental risk to justify a retrospective assessment of what is known. Our authors and our intended audience are eclectic indeed. Environ mental risk assessment receives increasing attention in the media today. The populace is practically assaulted with stories, with anecdotes, and with conflicting evidence. It is our hope that these chapters will provide the reader with a comprehensive glimpse of a fast-growing field in public policy. No complete survey of the literature would be possible or meaningful. In recent decades, the intensification of unpredictable events including the Covid-19 outbreak, Brexit, trade warfare, religion-inspired terrorism and civil wars, and climate change has resulted in serious loss of human lives and property, a decrease in biodiversity and natural hazards (with long-term negative impacts on environment), and impeded social and economic development. Economics and Engineering of Unpredictable Events: Modelling, Planning and Policies provides an integrated view of the management of unpredictable events incorporating three major perspectives: economic management, environmental planning and engineering models. This book uses resource economics costing approaches incorporating externalities to estimate the returns for the country's irrigation and demonstrates how underestimating the cost of water leads farmers to overestimate profits. The importance of the subject can be judged in light of the fact that India is the largest user of groundwater both for irrigation and for drinking purposes, pumping twice as much as the United States and six times as much as Europe. Despite water's vital role in ensuring economic security for the nation and farmers alike by supporting more than 70% of food production, water resource economists are yet to impress upon farmers and policymakers the true value of water and the urgent need for its sustainable extraction, recharge and use. In an endeavor to promote more awareness, the book further delineates the roles of the demand side and supply side in the economics of irrigation, and explains how the cost of water varies with the efforts to recharge it, crop patterns, degrees of initial and premature well failure and degrees of externalities. It also discusses the importance of micro-irrigation in the economics of saving water for irrigation, estimating the marginal productivity of water and how it improves with drip irrigation, the economics of water sharing and water markets, optimal control theory in sustainable extraction of water, payment of ecosystem services for water and how India can effectively recover. In closing, the book highlights the role of socioeconomic and hydrogeological factors in the economics of irrigation, which vary considerably across hard rock areas and the resulting limitations on generalizing.
Trans-boundary water resources are often a cause of conflict among riparian entities. Increasing demand for water resources and deterioration of existing water sources underscore the need to resolve conflicts over the allocation of consumption and pollution rights among conflicting uses and users. Because economic growth of the entities that share a water resource depends on sustainability of the resource, water has great potential as a basis for cooperation among political entities. However, enforcement of cooperation particularly in international settings is limited. Thus, parties sharing a water resource will form and remain in a cooperating coalition only when economic incentives for each can be identified. This book offers an economic approach to resolution of conflicts by identifying economic mechanisms that encourage sustainable cooperation. The book includes discussions on international, interstate, and intrastate disputes regarding both water quantity and water quality issues. It presents mechanisms for facilitating cooperation among users from agricultural, industrial, domestic, and environmental sectors. It considers the experience and potential in many regions around the world including Australia (the Muray-Darling Basin), Latin America (Chile), the Middle East (Israel and the Palestinian Authority), the U.S. (California, Florida's Everglades, Hawaii, and the Chesapeake Bay), and Africa (South Africa, Lesotho). Part I of the book discusses international experience in forming water coalitions and offers an illustrative model of water quality coalitions. It emphasizes the dependence of sustainability of international agreements on the practical ability to create incentivesthrough economic mechanisms and political linkages that overcome the problem of limited enforcement due to sovereignty claims. Part II of the book discusses management of intrastate U.S. water resources involving competing local jurisdictions or user groups and the U.S. and Australian attempts to facilitate state management of interstate water resources through federal cooperation. Part III of the book explores the expanding scope of trans-boundary water resource issues that contribute to complexity of conflict beyond traditional interests such as allocation and navigation rights. In particular, it analyzes the economic implications of nutrient, land, and airshed management in an environment where the interaction of trans-boundary water resources with the ecological system is considered. Trans-boundary water usage and infrastructure are discussed in the context of privatization and political uncertainty. Part IV of the book examines economic solutions to trans-boundary water allocation including water markets, tradable water permits, contractual arrangements, and coordinated management. The interaction between ground and surface water and the interaction between desalinated, recycled, and fresh water is analyzed in the context of optimal water allocation. The book concludes with a critical discussion of the role and potential of the economics profession in contributing to conflict resolution and management of trans-boundary water resources. Building on the World3-03 Limits to Growth model, the ERRE links the financial system with the energy, agriculture and climate systems through the real economy, by means of feedback loops, time lags and non-linear rationally bounded decision making. The model allows for the stress-testing of fat tail extreme risk scenarios, such as climate shocks, energy transition, monetary policies and carbon taxes. The book outlines the case for a government led system change within this decade, where the market alone cannot lead to sustainable prosperity. The potential conflict among economic and ecological goals has formed the central fault line of environmental politics in the United States and most other countries since the 1970s. The accepted view is that efforts to protect the environment will detract from economic growth, jobs, and global competitiveness. Conversely, much advocacy on behalf of the environment focuses on the need to control growth and avoid its more damaging effects. This offers a stark choice between prosperity and growth, on the one hand, and ecological degradation on the other. Stopping or reversing growth in most countries is unrealistic, economically risky, politically difficult, and is likely to harm the very groups that should be protected. At the same time, a strategy of unguided "growth above all" would cause ecological catastrophe. Over the last decade, the concept of green growth - the idea that the right mix of policies, investments, and technologies will lead to beneficial growth within ecological limits - has become central to global and national debates and policy due to the financial crisis and climate change. As Daniel J. Fiorino argues, in order for green growth to occur, ecological goals must be incorporated into the structure of the economic and political systems. This book examines China's resource endowment and the country's current exploitation and use of resources and analyzes the main challenges and potential opportunities facing the country. It then discusses how to improve the efficiency with which resources are used by taking a 'full-life-cycle' approach to resource use.
