The restoration of the Florida Everglades, the largest ecosystem restoration project in the world, is now underway. Missing from the original plan, however, is a study of the region's cities and farms and the economic impact their growth will make on this already endangered ecosystem. This book provides that analysis. Richard Weisskoff applies the widely-used Regional Economic Modeling Inc. (REMI) model to forecast the future of South Florida's six million-person, $300 billion economy. In addition, he supplies four significant pieces to the model, namely, detailed projections for agriculture, investment, tourism, and restoration spending. By integrating these and the results of a second economic modeling system (IMPLAN), he traces out three development paths for the region to the year 2030, and the demands for water and urban land required for each path. This book first provides a comprehensive guideline for future disaster-resistant city planning in large cities in disaster-prone countries such as Japan. It is a compilation of knowledge and know-how obtained through the author's work in the national government for one and half years in the Earthquake Reconstruction Headquarters, right after the Great Hanshin-Awaji Earthquake on 17 January 1995. The author has carefully examined the various ad hoc measures taken just after the earthquake, which were criticized because they did not work as well as expected. Additionally, he has examined the later revisions in disaster and risk management systems made at the levels of local and national governments through experience in the Hanshin-Awaji Earthquake, to which the author had long been committed. The author argues that the rescue activities, rehabilitation, and reconstruction plans for disaster countermeasures implemented once a disaster has occurred and the city planning established in ordinary times should be extremely tightly connected with each other. City planning that subsumes rescue activities, rehabilitation, and reconstruction plans against what ought to have happened would critically improve the capability of crisis management and, consequently, protect life and property once a disaster has occurred. Such city planning eventually creates disaster-resistant cities. This book assumes readers to be graduate students who study city planning. It is also beneficial for practitioners and policy makers who are in charge of the construction of disaster-resistant cities at the national and local levels of governments, especially in disaster-prone countries.

It is widely accepted that limiting climate change to 2 DegreesC will require substantial and sustained investments in low-carbon technologies and infrastructure. However, the dominance of market fundamentalism in economic thinking for the past three decades has meant that governments have generally viewed large spending programs as politically undesirable. In this context, the Global Financial Crisis (GFC) represented a huge opportunity for proponents of public investment in environmental projects or "Green Keynesianism". This book examines the experience of Australia, Canada, Japan, Korea, and the United States with Green Keynesian stimulus programs in the wake of the GFC. Unfortunately, on the whole, the cases do not provide much optimism for proponents of Green Keynesianism. Much less funding than was originally allocated to green programs was actually spent in areas that would produce an environmental benefit. Furthermore, a number of projects had negligible or even detrimental environmental outcomes. While the book also documents several success stories, the research indicates overall that more careful consideration of the design of green stimulus programs is needed. Water scarcity is an increasing problem in many parts of the world, yet conventional supply-side economics and management are insufficient to deal with it. In this book the role of water trading as an instrument of integrated water resources management is explored in depth. It is also shown to be an instrument for conflict resolution, where it may be necessary to reallocate water in the context of increasing scarcity. Recent experiences of implementation in different river basins have shown their potential as instruments for improving allocation.
