Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional 'ecosystem services', from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.
This collection examines the important and topical issue of the economic, social and environmental implications of concerted attempts to diversify energy sources away from fossil fuels. The book expertly examines this issue by focussing on the contrasting experiences of two major economies; one developed, and the other a rapidly expanding, emerging market. Energy, Bio Fuels and Development evaluates the experience of Brazil, with elements of that of the US highlighted for the purpose of comparison. A key area of concern surrounds the causes and consequences of the contrasting routes to biofuel production represented by sugar cane (in Brazil) and corn (in the US). The book also places the recent biofuels drive in perspective by discussing the broader energy policy context. The book shows the complexity and interdependence of the issues involved in moving a society reliant on non-renewable energy sources to one based on alternative sources of energy. The key conclusion to emerge is that Brazil, in pursuing a flexible mix of fossil fuels and bio-fuels, has greatly diminished its exposure to exogenous energy shocks. The US experience - in particular its development of corn-based ethanol - has been more problematic, though by no means without successes. It is argued that bio fuels should not be seen as a panacea. There are clear limits to the efficiency and cost effectiveness of current biofuel production technologies while there remain concerns surrounding potentially adverse effects on food production and rural livelihoods. This book should be an excellent resource for students focussing on economic development, particularly in the areas of energy, biofuels, rural development and food supply.

The impact of climate change is global both in its cause and its effect. Thus there is a global responsibility for international cooperation to tackle the causes through mitigation strategies such as those agreed at the Durban Platform of December 2011. This climate regime aims to define responsibilities, mechanisms, funding and compliance in order to achieve a clear objective regarding the reduction of greenhouse gas emissions. Although tackling the causes of climate change through mitigation is necessary, it is also essential to examine the effect of climate change and what international cooperation can take place to ensure global adaptation measures. This pioneering book deals exclusively with the politics of why adaptation as a global responsibility continues to be ignored. Scientific consensus is that the impacts of climate change are increasing, as evident from the greater frequency, intensity and magnitude of climate disasters in recent years. This book asks why anticipatory and planned measures for reducing vulnerability to the impacts of climate change should not be regarded as a global responsibility in the same way as mitigation. Input-Output Analysis (IOA) is widely used in the field of ecological economics, industrial ecology, and environmental sciences. This book sheds light on how global warming has caused the ongoing environmental disaster in the Arctic, namely its melting. This development, if left unabated, will have a major negative environmental impact, not only on the Arctic itself, but on the entire planet, including the worsening of global warming and rising sea levels. The latter is a major threat to all island countries and all countries having coastlines with open seas with major environmental, social, economic, political and military/security implications. The Arctic melting is bringing about challenges while opening doors for certain opportunities. These are the accessibility of the region's large oil, gas and coal reserves and minerals, including rare earth elements. They are in demand both in the Arctic littoral states (Canada, Denmark/Greenland, Norway, Russia and USA) and the Greater Arctic countries (Iceland, Finland and Sweden) as well as in other parts of the world. In particular, major oil and gas importers (China, India, Japan and South Korea) are interested in the Arctic energy resources, the main non-regional countries with a capability to engage in the region. The obvious importance of the regional energy and mineral resources makes the division of the region among the regional countries crucial. The melting of the Arctic ice will also lead to the availability for at least a few months a year of a Northern Sea Route and a Northwest Passage connecting Europe to North America and the North-Eastern part of Asia. The importance of these northern routes and the Arctic mineral and energy resources is contributing to a growing military presence of mainly the USA and Russia in this region, which could lead to an arms race. This book offers invaluable insights on the issues that have grave implications for energy security and geopolitics in the arctic.
The development of an international substantive environmental right on a global level has long been a contested issue. To a limited extent environmental rights have developed in a fragmented way through different legal regimes. This book examines the potential for the development of a global environmental right that would create legal duties for all types of decision-makers and provide the bedrock for a new system of international environmental governance. Taking a problem solving approach, the book seeks to demonstrate how straightforward and logical changes to the existing global legal architecture would address some of the fundamental root causes of environmental degradation. It puts forward a draft global environmental right that would integrate duties for both state and non-state actors within reformed systems of environmental governance and a rational framework for business and industry to adhere to in order that those systems could be made operational. It also examines the failures of the existing international climate change regime and explains how the draft global environmental right could remedy existing deficits. It is now well accepted that deforestation is a key source of greenhouse gas emissions and of climate change, with forests representing major sinks for carbon. As a result, public and private initiatives for reducing emissions from deforestation and forest degradation (REDD) have been widely endorsed by policy-makers. A key issue is the feasibility of carbon trading or other incentives to encourage land-owners and indigenous people, particularly in developing tropical countries, to conserve forests, rather than to cut them down for agricultural or other development purposes. This book presents a major critique of the aims and policies of REDD as currently structured, particularly in terms of their social feasibility. It is shown how the claims to be able to reduce greenhouse gas emissions as well as enhance people's livelihoods and biodiversity conservation are unrealistic. There is a naive assumption that technical or economic fixes are sufficient for success. However, the social and governance aspects of REDD, and its enhanced version known as REDD+, are shown to be implausible. Instead to enhance REDD's prospects, the author provides a roadmap for developing a new social contract that puts people first.
Chinese water resource managers face a challenge that is both immense and unique. They must balance limited water supplies against the needs of the world's largest population; demands for rapid economic growth with calls for improved environmental management; and the desire for a market-based approach to the allocation of water with a history of State ownership and strict government control of all resources. In China, changes are occurring in water resources management that are representative of many of the fundamental changes occurring within Chinese society, on issues such as property rights, community participation, improved environmental management, and the shift towards market-based decision making. This book describes the development of a water rights system in the People's Republic of China. It covers different aspects of water resources management in China - including water planning, the provision of environmental flows, urban water management, and irrigation district management - and examines how these are being addressed through a rights-based approach. This book highlights the roles of inter-regional networks in regional economies to explore the drivers of sustained regional economic growth. Many industrialized countries are currently undergoing a period of population decline. To enhance sustainability in the regional economy, it is necessary to increase productivity and improve energy efficiency. This book provides new approaches to describing the economic effects of inter-regional networks, which are key to enhancing regional economic growth, using productivity analysis. In addition, it also furnishes considerable evidence on the formation of high-speed transportation infrastructure. Traditional studies on agglomeration economies have focused on external economies that occur in spatially limited areas and have not considered agglomeration economies from a broader perspective, i.e., from the perspective of inter-regional networks. In particular, recent studies have identified that the actual spatial range that would benefit from agglomeration economies is broader than that covered by conventional studies. This volume explains the phenomenon using Alonso's concept of borrowed size. This is the first book to show the impact of inter-regional networks on Japan's regional economy using the concept of the borrowed-size effect. Based on empirical evidence, the roles of inter-regional networks are determined in the context of the regional economy that faces population decline and environmental constraints. A deeper consideration of the analytical methods and understanding the results of detailed analyses will make it possible to propose desirable regional economic policies in the face of population decline. China has achieved rapid economic growth since the market-oriented reform in 1978 and became the second largest economy in the world in 2010. However, the growth model in China is still extensive in nature and may be characterized with high energy consumption and heavy environmental pollutions etc. In fact, China has successively become the largest carbon emitter since 2007 and the largest energy consumer since 2009 in the world. This book endeavors to analyze whether such energy driven and environment restricted economic growth can be sustainable in China in the long run. The book describes the basic situations of energy consumption and environmental pollution in China from the dimensions of industries, regions and energy-types. It also introduces the evolution of energy and environmental policies implemented in China. In particular, this book makes use of the environmental activity analysis model to assess the sustainable transformation of economic model in Chinese industries and regions. This model captures the negative externalities of pollutants and estimates the environmental total factor productivity accurately. The possibilities of win-win development and double dividend are also forecasted. This book proposes new methods to measure the environmental total factor productivity, evaluate the process of low carbon transformation, quantify the structural bonus, estimate the abating cost and forecast the win-win development and so on. Researchers may find these methodologies useful for measuring other pollutants and for analysis in other countries.
Developed countries have committed to provide financial support for climate change mitigation and adaptation activities in developing countries. Current financial support is of the order of $10 to $15 billion per year, but over the past few years studies of the cost of mitigation and adaptation in developing countries have estimated the amounts as high as several hundred billion dollars per year. Drylands are a sizeable part of the world's potentially arable land. Pollution Under Environmental Regulation in Energy Markets provides a study of environmental regulation when energy markets are imperfectly competitive. This theoretical treatment focuses on three relevant cases of energy markets. First, the residential space heating sector where hybrid regulation such as taxation and emissions trading together are possible. The utilization of natural resources to satisfy worldwide growing consumption of goods and services has severe ecological consequences. Aside from the projected doubling of food consumption in the next fifty years, the growing trade of biofuels and other commodities is a global challenge as the economic activities in the primary sector (i.e. mining, fisheries, aquaculture, forestry and agriculture) can damage biodiversity and ecosystem services. This should be taken into account in the decision-making affecting the global value chains linking consumer, retailer, processor, and producer in the North and the South. To cover the topic of ecosystem services and global trade this book is organized into four major parts. Part 1 gives the theoretical framework from an ecological, economic and political perspectives. Part 2 explores how internationally traded biophysical commodities from agriculture, forestry and fisheries translates into a virtual flow of land, freshwater, and marine ecosystems. Part 3 describes how two widely used accounting tools (i.e., Life Cycle Assessment and Green National Accounts) deal with international aspects of ecosystem services, and Part 4 shows how instruments like labelling, bans, or payments for ecosystem services in the private and public sector can influence trade patterns and the management of ecosystem services.
