As demand for natural resources increases due to the rise in world population and living standards, conflicts over their access and control are becoming more prevalent. This book critically assesses different approaches to and conceptualizations of resource fairness and justice and applies them to the analysis of resource conflicts. Approaches addressed include cosmopolitan liberalism, political economy and political ecology. These are applied at various scales (local, national, international) and to initiatives and instruments in public and private resource governance, such as corporate social responsibility instruments, certification schemes, international law and commodity markets. In doing so, the contributions contrast existing approaches to fairness and justice and extend them by taking into account the interplay between political scales, regions, resources, and power structures in "glocalized" resource politics. Various case studies are included concerning agriculture, agrofuels, land grabbing, water resources, mining and biodiversity. The volume adds to the academic and policy debate by bringing together a variety of disciplines and perspectives in order to advance both a research and policy agenda that puts notions of resource fairness and justice center-stage.
River systems around the world are degraded and are being used unsustainably. Meeting this challenge requires the development of flexible regimes that have the potential to meet essential consumptive needs while restoring environmental flows. This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions. Rather, the role of law in this context needs to be reconceptualised within the paradigm of regulatory capitalism as establishing and maintaining the limits within which regulatory participants can operate, innovate and collaborate.
This book presents a new approach to recurrent property taxation based on occupancy, size, and location, that will strengthen local governments. Reflecting on the concept of "beneficial property taxation" first proposed by Alfred Marshall, the political economy constraints faced by traditional property taxation are examined and compared with evidence for beneficial property tax seen in China, Mexico, and sub-Saharan Africa. The benefits of this form of taxation are highlighted in relation to the financing of local public services and infrastructure that are required for sustainable development. This book provides a policy-oriented look at property taxation that engages with the sustainable development goals and lay the foundations for a post-pandemic recovery. Can insurance be used as a means to obtain compliance with environmental policy? Answering this question requires examination of a broad mosaic of academic issues, including current systems available for providing compensation and deterrence, use of contracts (including insurance) as substitutes for tort law, limitations of regulatory policy-making by government agencies, pre-conditions for creation of insurance products, and market mechanisms necessary for insurance to be purchased or sold. The purpose of Managing Environmental Risk Through Insurance is to highlight the potential role that insurance and performance standards can play in managing environmental risk. Insurance can play a significant role in dealing with one of the most problematic issues facing society today - how to compensate for environmental exposures. This book analyzes the ability of insurance to play a role in managing environmental risk. It begins by outlining the role insurance plays in society in contrast to other societal tools for addressing risk: government benefit programs and imposition of involuntary liability using the court system. By so doing, the book describes the comparative advantages of insurance. The book then analyzes the insurability of the risks. Finally, the book applies the insurability analysis to three concrete environmental examples.
By making available the almost unlimited energy stored in prehistoric plant matter, coal enabled the industrial age - and it still does. Coal today generates more electricity worldwide than any other energy source, helping to drive economic growth in major emerging markets. Anarchism and Ecological Economics: A Transformative Approach to a Sustainable Future explores the idea that anarchism - aimed at creating a society where there is as much freedom in solidarity as possible - may provide an ideal political basis for the goals of ecological economics. It seems clear that it is going to be impossible to solve the problems connected to environmental degradation, climate change, economic crashes and increasing inequality, within the existing paradigm. The anarchist aims of reducing the disparities of rank and income in society and obtaining a high standard of living within environmentally sound ecosystems chime well with the ecological economists' goal of living within our environmental limits for the betterment of the planet and society. The book refers to the UN's sustainability development goals, and the goals expressed in the Earth Charter, viewing them through an anarchist's lens. It argues that in order to establish ecological economics as a radical new economy right for the 21st century, neoliberal economics needs to be replaced. By connecting ecological economics to a solid philosophical tradition such as anarchism, it will be easier for ecological economics to become a far more potent alternative to "green" economic thinking, which is based on, and supports, the dominant political regime. Whilst China's growing economy is widely regarded as being responsible for severe environmental degradation and a high reliance on energy from fossil fuels, China is emerging as a potential leader in new green energy technologies. Outlining the extraordinary growth in China's wind power capacity since 2005, this book explores the deliberate creation of a whole industry and the strategy of transitioning the power sector to renewable energy by accelerated experimentation and through literally pushing the emerging wind power sector to its limits. This book reviews the history and evolution of district heating networks, with a focus on current and future issues of the district heating sector. Novel developments in the field of low temperature district heating are studied, limitations for safe operation and avoidance of bacteria are considered, and the associated improved performance of the system with fewer network losses is presented. Sustainable development, albeit a fashionable phrase, covers several substantive issues. In essence, as the Bruntlandt Report has it, it is "development that meets the needs of the present without compromising the ability of future generations to meet their own needs". Underlying this concern is the issue of modelling and evaluating alternative long-term dynamic paths open to an economy which, in an essential way, is dependent on environmental inputs. section one of this book presents two non-technical surveys of some of the questions in the areas of dynamics and uncertainty. The papers in section two then go on to model and evaluate alternative development paths of an economic - environmental system, especially with reference to their long-run properties. Of course, many of the processes and relationships underlying such models are uncertain, and the types of uncertainty and how to model them are considered in section three. There are many complex and interesting economic issues that arise when we consider how best to manage the "global commons" as privately produced public goods, and the present book deals with many of the related issues in an informative way.

This book focuses solely on the issues of agriculture and forest productivity analysis with advanced modeling approaches to bring solutions to food-insecure regions of South and Southeast Asia. Advanced modeling tools and their use in regional planning provide an outstanding opportunity to contribute toward food production and environments. In this book, leading-edge research methodologies related to remote sensing and geospatial variability of soil, water, and regional agricultural production indicators and their applications are introduced together-a unique feature of the book is the domain of regional policy perspectives and allied fields. In regional policy planning, agriculture and forestry have a key role in food security and environmental conservation that depends on the geo-spatial variability of these factors. Over the years, nature and climate have determined the variability of soil type, soil quality, geographical deviation for habitat, water quality, water sources, urban influences, population growth, carbon stock levels, and water resources with rain-fed or irrigated land use practices. In addition, human nutritional values and dietary habits have brought cultural adaptation of either mono- or multi-cropping patterns in the region. To encompass all these above mentioned factors and classify regional variability for policy planning, satellite remote sensing and geographical information systems have the immense potential to increase agricultural and forest productivity to ensure the resilience of its sustainability. Therefore, the 13 chapters presented in this book introduce modeling techniques using the signatures of vegetation and water indices, land use and land change dynamics, climatic, and socioeconomic criteria through spatial, temporal, and statistical analysis. As well, remote sensing and in-depth GIS analysis are integrated with machine and deep learning algorithms to address natural uncertainties such as flash floods, droughts, and cyclones in agricultural production management.
Poor people in developing countries are often affected by droughts, floods, illness, crop failure, job loss, and economic downturns. Much of their energy goes into coping with these shocks and into day-to-day survival. While insurance and credit markets, combined with widespread social security, provide an important cushion against poverty in rich countries, the need for immediate survival may lock the poor into persistent poverty in developing countries. The poor in developing countries do have informal mechanisms to cope with risk and misfortune. These are based on income diversification, risk avoidance, self-insurance by saving together with family, and community-based mutual assistance. Nevertheless, the scope of these mechanisms remains limited. Repeated individual-specific shocks such as illness or pests, or covariate risks associated with drought, flood, or recession, undermine the ability of individuals and their families to cope with risk. We now know much more about vulnerability to risk and how poor people cope. Even more importantly, we have learned much about the large long-term consequences of these risks, which condemns many to persistent poverty and excludes them from economic growth. But there is much that can be done. The micro-level studies that underpin this book offer new insights on how effective public action could be more effective in protecting the vulnerable against persistent poverty. Policy should focus on providing a comprehensive menu of ex-ante and post-crisis protection mechanisms, including new forms of insurance, savings, safety nets, and the means to strengthen the poor's asset base. Local communities have a big role to play: public funds should not be used to replace indigenous community-based support networks; rather they should be used to build on the strengths of these networks to ensure broader and more effective protection. With numerous thematic chapters and case studies of both best practice and of failure, from a mix of low-income and middle-income countries across the developing world, this book evaluates alternatives in widening insurance and protection provision, and makes an important contribution to the topical field of insurance and risk.
Although the negotiation of the Kyoto Protocol focused world attention on the global climate, it was just one step in the ongoing process of addressing climate change in all its facets. Research by the UN's Intergovernmental Panel on Climate Change (IPCC) has been ongoing since 1988. An extensive IPCC Working Group report published in 1995 examined the economic and social aspects of climate change. In this volume, eminent analysts assess that IPCC report and address the questions that emerge from it. The response of the international community to the pressing socio-ecological problems has been framed around the concept of 'sustainable development'. The ecological pressure, however, has continued to rise and mainstream sustainability discourse has proven to be problematic. It contains an instrumental view of the world, a strong focus on technological solutions, and the premise that natural and human-made 'capitals' are substitutable. The relationship between economic and environmental systems is an important one which affects all living organisms directly or indirectly and is becoming increasingly recognised in policy arena. The more this relationship is studied analytically and empirically, the more aware we become of the gap in our existing knowledge of environmental data and process parameters. While important empirical questions are unanswered in environmental economics literature, work on the environmental science of ecological systems largely fails to raise all the right questions and to identify key variables in human-exploited ecosystems. Monographs on environmental economics tend to focus on a single resource or group of resources with an emphasis on either micro level or macro level. This volume is the product of the authors, recognition of all of these gaps. The central theme of this book is how economic frameworks and features of environmental systems can be integrated within formal models to address changes and associated resource management issues at appropriate levels: micro level and national or global level. The authors have published extensively in resource and environmental modelling and resource and environmental economics, including the edited volume by Jakeman et al. (Ed.) Common wealth dividends are universal cash payments funded by fees on the private use of common resources like land, minerals, and the atmosphere as a carbon sink. The science is clear: climate change is a fact and the probability is extremely high that it has been caused by humans. At the same time, policy responses are hesitant, rather lukewarm and differ substantially between nation-states. The question is, what drives and what blocks radical action? Water conflicts in India have now percolated to every level. They are aggravated by the relative paucity of frameworks, policies and mechanisms to govern the use of water resources. Based on the premise that understanding and documenting different types of water conflict cases in all their complexity would contribute to informed public debate and facilitate their resolution, Forum for Policy Dialogue on Water Conflicts in India, a collaborative initiative of the WWF project 'Dialogue on Water, Food and Environment', documented a number of such case studies. One of its kind in India, this book brings together an impressive sixty-three case studies - summarized status of the conflicts, the issues involved and their current position - and gives us a glimpse into 'the million revolts' that are brewing around water. While recognizing that each conflict is a microcosm of wider conflicts, the editors have classified these cases into eight broad themes that try to capture the dominant aspect of the conflict. These are: contending water uses; dams and displacement; equity-access-allocations; micro-level conflicts; water quality; trans-boundary conflicts; privatization; sand excavation and mining. First published in 2005, this book examines the contribution of planning and integrated landscape management to the process of reversing the continuing deterioration of our natural environment. Planning for integrated buffer zones is important to conserve national parks, nature reserves, threatened habitats, other ecologically sensitive areas and heritage sites. This book begins with an examination of the role and nature of planning. It identifies the main types of planning problems and details a 'model' planning process that can be usefully applied to resolve them. Several theoretical and practical approaches to buffering environmentally sensitive areas are evaluated and a classification of existing approaches is detailed. Case studies are included to illustrate and test some of these approaches. The book concludes by recommending that integrated buffer zone planning should become a standard tool in real-life environmental planning and management. To facilitate this, an innovative approach to the design and implementation of integrated buffers is offered, including a step-by-step planning guide. |
