Significant advances have occurred in recent years in Europe and in North America in addressing agri-environmental policies. Land use issues tend to be more pressing in Europe than in the US as a whole because of different spatial exigencies. Because these advances have taken place within individual academic disciplines, there has been something of a loss of synergy and often efforts are duplicated. While important institutional and legal differences still exist between the two continents, the sharing of recent scientific advances will benefit scientists on both sides of the Atlantic and this is the main purpose of this book. The primary features of the book are threefold. First, the authors aim to identify options for policy to overcome the challenges ahead related to future agri-environmental policies. Second, they synthesize existing knowledge and identify gaps in current knowledge along with future research needs. Finally, they explicitly compare agri-environmental interactions and approaches to their resolution in Europe and in the US. This is the only major book of its kind that focuses specifically on the intersection between agricultural and environmental policies and issues. Furthermore, the multi-disciplinary approach taken in the volume, as well as the inclusion of authors from both sides of the Atlantic Ocean, makes the book unique. This book will be of most value to university faculty and students interested in agriculture and the environment on both sides of the Atlantic, the text should also be of interest to informed laypersons as well as policymakers.
To date, research on the economic implications of climate change on fisheries has been both limited and fragmented. The contributors to this volume remedy the lack of attention by investigating the economic consequences of pelagic fish fluctuations in the recent past in order to understand how to adapt and respond to future climate changes. Small pelagic fish constitute approximately 30 per cent of the world's fish catch, have a global distribution, and are characterized by dramatic fluctuations in response to ocean climate. Despite this, countries adjust to changes in fish abundance, regardless of the cause, at variable time scales. These adjustments are often uncoordinated. The contributors address these concerns in chapters that cover a range of topics including: historical fluctuations of Atlanto-Scandian herring, management adaptations to climate regime shifts, differential consequences of pelagic fishery collapses in Southeast Asia, and the globalized nature of fishmeal markets. The case studies are complementary and yet self-standing, highlighting the need for a more coordinated assessment of impacts, and calling for more focused research. Students and scholars of climate change and environmental and resource economics will find this cohesive volume an instructive and enlightening resource. The environmental impacts of acid rain: on human health, on buildings and materials, on forests, freshwaters, crops and biodiversity and on global warming have been well-documented. Less is known about the extent and economic costs of these impacts. This book describes the first major implementation of an integrated scientific and economic assessment of the consequences of acid rain. It provides an extensive data review and examines how this unique approach to assessment modelling can be can be used to calculate an acidification cost per unit of pollutant in monetary terms. Part One focuses on the methodological issues of scientific measurement of acidification, dose-response relationships and economic approaches to acidification control. Part Two looks at the environmental impacts and economic consequences of acidification. Affected environmental media and human health are investigated in separate chapters, each including both scientific and economic analyses. Part Three provides a summary of the findings and makes recommendations for further application of these types of results to policy actions.
Drylands are a sizeable part of the world's potentially arable land. This book aims to show that economics in general and non-market valuation methods in particular, together with participatory and engineering tools, can facilitate the design and implementation of the different European policies in relation to mitigation of water stress. The results presented in this book derive from AquaStress, an EU funded integrated project, delivering interdisciplinary methodologies to help mitigate water stress problems. The project draws on both academic and practitioner skills to generate knowledge in technological, operational management, policy, socio-economic, and environmental domains. The book is divided in three parts and as the AquaStress project, is case study driven. Part I begins with a review of the up-to-date use of non-market valuation economic methods in the design and implementation of EU water policies. Part II of the book proceeds to discuss and analyze participatory and engineering tools that can facilitate the determination of efficient water resources policies and the consequent implementation of the EU WFD, using case studies of test sites from Bulgaria, Italy, Morocco and Poland. Part III of the book, brings us back to the use of economic tools and focuses on policy appraisal through social cost-benefit analyses and the choice/estimation of the socially efficient discount rate to be used in such analyses. The book concludes with specific policy recommendations for all case-studies considered in previous chapters. Over the past decades, considerable debate has emerged surrounding the use of cost-benefit analysis (CBA) to analyze and make recommendations for environmental and safety regulations. Critics argue that CBA forces values on unquantifiable factors, that it does not adequately measure benefits across generations, and that it is not adaptable in situations of uncertainty. Proponents, on the other hand, believe that a well-done CBA provides useful, albeit imperfect, information to policymakers precisely because of the standard metrics that are applied across the analysis. Largely absent from the debate have been practical questions about how the use of CBA could be improved. Relying on the assumption that CBA will remain an important component in the regulatory process, this new work from Resources for the Future brings together experts representing both sides of the debate to analyze the use of CBA in three key case studies: the Clean Air Interstate Rule, the Clean Air Mercury Rule, and the Cooling Water Intake Structure Rule (Phase II). Each of the case studies is accompanied by critiques from both an opponent and a proponent of CBA and includes consideration of complementary analyses that could have been employed. How did one group of indigenous societies, on the Northwest Coast of North America, manage to live sustainably with their ecosystems for over two thousand years? Ecosystem services can be broadly defined as the aspects of ecosystems that provide benefits to people. This book provides guidance on the valuation of ecosystem services, using the case of multifunctional wetlands to illustrate and make recommendations regarding the methods and techniques that can be applied to appraise management options. A discerning analysis of the future effects of climate change on Russia, the major power most dependent on the fossil fuel economy. Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia's territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia's south, threatening the country's agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia's export revenues. Yet Russia has no substitutes for oil and gas revenues.
