This Brief presents a benefit-cost analysis of the National Flood Insurance Program (NFIP) as well as an evaluation of its cumulative socioeconomic effects. Created by Congress in 1968, the NFIP provides flood insurance protection to property owners, in return for local government commitment to sound floodplain management. Since 1994, the NFIP has included a Flood Mitigation Assistance (FMA) program to provide local communities with support for flood mitigation. This book offers quantitative evidence of the net social benefit of the NFIP for the years 1996-2010, including an independent assessment of the consumer benefit. Second, it provides distributionally weighted analysis to show the socioeconomic effects of payments and claims. Finally, this Brief includes an analysis of the change in government revenue attributable to the NFIP and FMA programs. The models used in each component of the analysis are usable by others for extending and revising the analysis. Providing a comprehensive analysis of this increasingly important federal policy, this Brief will be of use to students of environmental economics and public policy as well as those interested in risk management in the era of climate change.

"Intelligent Transportation and Evacuation Planning: A Modeling-Based Approach" provides a new paradigm for evacuation planning strategies and techniques. Humanitarian logistics has received increasing interest both from logistics academics and practitioners as a result of the dramatic increase in both natural and man-made disasters. The impact on affected populations can be all the more limited as much as the logistics operations in response to emergencies are effective and efficient. Collaboration with various relevant actors involving in the emergency resolution can help to reduce costs, increase speed, and improve the leanness/agility level in the humanitarian supply chain, and viceversa, poor coordination among them is cited as an explanation for performance gaps. As disasters become increasingly complex better collaboration not only with government agencies, military units, humanitarian organizations, but also through partnerships with private business becomes more and more important. However, such partnerships are not easy as organizations in the two sectors are extremely different. The main aim of this study is exploring more in depth the partnership between profit and non-profit in emergency relief operations, with a specific attention to the cross-learning potential for both the logistics service provider (profit) and the humanitarian organization (non-profit).

Neither government programs nor massive charitable efforts responded adequately to the human crisis that was Hurricane Katrina. In this study, the authors use extensive interviews with Katrina evacuees and reports from service providers to identify what helped or hindered the reestablishment of the lives of hurricane survivors who relocated to Austin, Texas. Drawing on social capital and social network theory, the authors assess the complementary, and often conflicting, roles of FEMA, other governmental agencies and a range of non-governmental organizations in addressing survivors' short- and longer-term needs. While these organizations came together to assist with immediate emergency needs, even collectively they could not deal with survivors' long-term needs for employment, affordable housing and personal records necessary to rebuild lives. Community Lost provides empirical evidence that civil society organizations cannot substitute for an efficient and benevolent state, which is necessary for society to function.
