Named after Lapindo Brantas, a gas exploration company that was drilling at the eruption site, the Lapindo mudflow initially burst in 2006 and continues to flow today, becoming the most expensive disaster in Indonesia's history. Using this environmental incident in Indonesia as a case study, this book explores representations of disaster in scientific reports, public discourse, literature, and other cultural forms, observing the impact of these portrayals on the ways people both understand and respond to complicated environmental disasters. The author argues that power is expressed and contested in every representation of a disaster and its stakeholders. This book develops terminologies and perspectives that not only probe the social and ecological conditions that make disaster possible but also foster more effective and equitable strategies for adapting to a world fraught with hazards. Today, governmental efforts at long-term community recovery from a natural disaster consist primarily of rebuilding the physical artifact of the community. This entails reestablishing vital community services and infrastructure and creating housing to replace that which has been lost. While restoring the built environment of a disaster area is essential, alone it is not sufficient to achieve complete recovery. Long-Term Community Recovery from Natural Disasters presents what the authors have learned over two decades from more than two dozen community disasters in and outside the United States. Based on their experiences, they provide a set of practical, cost-effective steps for both reducing the consequences of extreme natural hazard events on communities and for facilitating community recovery. To achieve long-term recovery, it is essential that we understand how communities develop and/or decay in the absence of an extreme natural hazard event. Then, by recognizing how these events disrupt "normal" development and change, we can determine which parts of the community have to become reestablished or made more functional so that the community can achieve long-term viability. The authors explain how this appreciation of community dynamics and the consequences of extreme natural hazard events enables us to identify those critical points for policy intervention at appropriate levels of government. The combined practical and philosophical insight presented in this book will be valuable not only to policy makers but to scholars as well.

At the present time, the deepening of our understanding about the nature of extreme and catastrophic natural and man-induced events, in particular hydrologic ones, becomes very topical. This book addresses the development of advanced methods for the prediction, the estimation of occurrence probabilities and the risk related to extreme hydrological events. Reduction of the vulnerability of social, economic, and engineering systems to extreme hydrologic events and the decrease of their effects on such systems is also being discussed in this book.

Hurricane Katrina is the latest in a series of major disasters that were not well managed, but it is not likely to be the last. Category 4 and category 5 hurricanes will, according to most predictions, become both more frequent and more intense in the future due to global warming and/or natural weather cycles. In addition, it is often said that another terrorist attack on the United States is inevitable; that it is a question of when, not whether. Add to that the scare over a possible avian flu pandemic. As a result, the United States should expect that disaster response--to natural and other types of disasters--will continue to be of vital concern to the American public and the policymakers and officials who deal with disaster response and relief, including the military. The U.S. disaster relief program reflects a basic division of responsibility between federal, state, and local governments that has generally stood the test of time. At the federal level, a single agency, FEMA--now under the Department of Homeland Security--has been charged with the responsibility for coordinating the activities of the various federal agencies that have a role in disaster relief. A successful disaster response requires three things: timely and effective coordination between state and federal governments; effective coordination among the federal agencies; and effective coordination between and among state and local government agencies. Miskel examines the effects that operational failures after Hurricanes Agnes, Hugo, Andrew, and Katrina have had on the organizational design and operating principles of the disaster response system program. This volume is the proceedings of a NATO-sponsored Advanced Study Institute (ASI) entitled "Coping with Flash Floods" held in Ravello, Italy on 8-17 November 1999. Thirty-five participants from nine countries attended the ASI, representing both developed (United States, England, Italy, and Mexico) and developing (Poland, Uganda, Greece, Ukraine, and Slovenia) countries. Participants from a variety of professions and disciplines were involved including a hydraulics engineering professor from Slovenia, four members from the Polish Institute of Meteorology and Water Management, and a U. S. Geological Survey research hydrologist from Puerto Rico. Although the ASI was officially composed of lecturers and students, these roles were blurred as each person shared information and ideas, and learned from the other participants during the 10 days. One of the highlights of the ASI was the collaborative effort of participants from different countries and disciplines. It was particularly extraordinary that the two engineers from Greece made the most passionate pleas for long term sustainable solutions to flash floods. A further example is that while there were only three participants with social science backgrounds, most of the recommendations focus on the policy and societal priorities, more than the engineering, hydrologic or meteorologic efforts.

In 1997 disastrous flooding running through the Czech Republic, Poland, Germany took the lives of a great number of people and caused economic damage estimated in tens of billions of dollars. Flooding of the Yangtze river in 1998 killed more than 3000 people, dislocated 230 million souls, and caused direct damage of more than $ 45 billion. Both the general public and the experts are asking what we can learn from these recent events to reduce loss of life and flood damage. The 1997 floods were dealt with by experts from the Czech Republic, Poland and Germany, who presented timely reports on combatting floods, both success stories and shortcomings. This experience is further extended by reports from experts drawn from 13 other countries, developing a broad overview of flood risk management, covering the ecosystem approach to flood management, including socioeconomic issues, flood impacts on water quality, human health, and natural ecosystems.

Ranging widely, essayists here examine the 1900 storm that ravaged Galveston, Texas, the Great Chicago Fire of 1871, the Titanic sinking, the Northridge earthquake, the crash of Air Florida Flight 90, the 1977 Chicago El train crash, and many other devastating events. These catastrophes elicited vastly different responses, and thus raise a number of important questions. How, for example did African Americans, feminists, and labor activists respond to the Titanic disaster? Why did the El train crash take on such symbolic meaning for the citizens of Chicago? In what ways did the San Francisco earthquake reaffirm rather than challenge a predominant faith in progress?

Taken together, these essays explain how and why disasters are transformative, how people make sense of them, how they function as social dramas during which communities and the nation think aloud about themselves and their direction.
