In November 2019, a new strain of coronavirus appeared in Wuhan, China, and quickly spread across the world. Since then, the pandemic has exposed the brutal limits of care and health under capitalism. Pandemonium underscores the turning-points between neoliberalism and authoritarian government, crystallised by ineffective responses to the pandemic. In so doing, it questions capitalist understandings of order and disorder, of health and disease, and the new world borders which proliferate through distinctly capitalist definitions of risk and uncertainty. From the origins of the crisis at the crossroads of fossil-fuelled pollution and the privatisation of healthcare in China, Angela Mitropoulos follows the virus' spread as governments embraced reckless strategies of 'containment' and 'herd immunity.' Exoticist explanations of the pandemic and the recourse to quarantines and travel bans racialised the disease, while the reluctance to expand healthcare capacity displaced the risk onto private households and private wealth. Tracing iterations of borders through the histories of population theory, the political contract and epidemiology, Mitropoulos discusses the circuits of capitalist value in pharmaceuticals, protective equipment and catastrophe bonds. These and the treatment of populations as capitalist 'stock' in demands to 'reopen the economy' reveal a world where the very definition of 'the economy' and infrastructure are fundamentally shifting. This Brief presents a benefit-cost analysis of the National Flood Insurance Program (NFIP) as well as an evaluation of its cumulative socioeconomic effects. Created by Congress in 1968, the NFIP provides flood insurance protection to property owners, in return for local government commitment to sound floodplain management. Since 1994, the NFIP has included a Flood Mitigation Assistance (FMA) program to provide local communities with support for flood mitigation. This book offers quantitative evidence of the net social benefit of the NFIP for the years 1996-2010, including an independent assessment of the consumer benefit. Second, it provides distributionally weighted analysis to show the socioeconomic effects of payments and claims. Finally, this Brief includes an analysis of the change in government revenue attributable to the NFIP and FMA programs. The models used in each component of the analysis are usable by others for extending and revising the analysis. Rebounding after disasters like tsunamis, hurricanes, earthquakes, and floods can be daunting. Communities must have residents who can not only gain access to the resources that they need to rebuild but who can also overcome the collective action problem that characterizes post-disaster relief efforts. Community Revival in the Wake of Disaster argues that entrepreneurs, conceived broadly as individuals who recognize and act on opportunities to promote social change, fill this critical role. Using examples of recovery efforts following Hurricane Katrina in New Orleans, Louisiana, and Hurricane Sandy on the Rockaway Peninsula in New York, the authors demonstrate how entrepreneurs promote community recovery by providing necessary goods and services, restoring and replacing disrupted social networks, and signaling that community rebound is likely and, in fact, underway. They argue that creating space for entrepreneurs to act after disasters is essential for promoting recovery and fostering resilient communities.

This book contributes to a better understanding of the relationship between migration, vulnerability, resilience and social justice associated with flooding across diverse environmental, social and policy contexts in Southeast Asia. The term 'natural disaster' is often used to refer to natural events such as earthquakes, hurricanes or floods. However, the phrase 'natural disaster' suggests an uncritical acceptance of a deeply engrained ideological and cultural myth.

At Risk questions this myth and argues that extreme natural events are not disasters until a vulnerable group of people is exposed. It also focuses on what makes people vulnerable. Often this means analyzing the links between poverty and vulnerability. But it is also important to take account of different social groups that suffer more in extreme events, including women, children, the frail and elderly, ethnic minorities, illegal immigrants, refugees and people with disabilities.

Vulnerability has also been increased by global environmental change and economic globalization - it is an irony of the 'risk society' that efforts to provide 'security' often create new risks. Fifty years of deforestation in Honduras and Nicaragua opened up the land for the export of beef, coffee, bananas, and cotton. It enriched the few, but endangered the many when hurricane Mitch struck these areas in 1998. Rainfall sent denuded hillsides sliding down on villages and towns.

This new edition of At Risk confronts a further ten years of ever more expensive and deadly disasters since it was first published and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. It was the deadliest building collapse in the United States until the fall of New York's Twin Towers on 9/11. In Skywalks R. Gordon died in 2008 without ever seeing his book published or the full truth told. Humanitarian logistics has received increasing interest both from logistics academics and practitioners as a result of the dramatic increase in both natural and man-made disasters. The impact on affected populations can be all the more limited as much as the logistics operations in response to emergencies are effective and efficient.
