Jack Crittenden examines the debate in political theory about the true conception of human nature. On the one hand is the concept of the liberal self which is self-contained, atomistic, even selfish; on the other hand is the notion of the communitarian self which is socially situated and defined in part by one's community. Crittenden argues that neither view is acceptable and draws on recent psychological research to develop a theory of `compound individuality'. The compound individual retains the liberal emphasis on personal autonomy, without the association of autonomy with self-sufficiency. Crittenden concludes by reflecting on what kinds of political institutions will invite commitment and reflection from `compound individuals'.

During the war in Sierra Leone (1991 2002), members of various rebel movements kidnapped thousands of girls and women, some of whom came to take an active part in the armed conflict alongside the rebels. In a stunning look at the life of women in wartime, Chris Coulter draws on interviews with more than a hundred women to bring us inside the rebel camps in Sierra Leone.

When these girls and women returned to their home villages after the cessation of hostilities, their families and peers viewed them with skepticism and fear, while humanitarian organizations saw them primarily as victims. Neither view was particularly helpful in helping them resume normal lives after the war. Offering lessons for policymakers, practitioners, and activists, Coulter shows how prevailing notions of gender, both in home communities and among NGO workers, led, for instance, to women who had taken part in armed conflict being bypassed in the demilitarization and demobilization processes carried out by the international community in the wake of the war. Each year, natural disasters threaten the strength and stability of communities worldwide. Yet responses to the challenges of recovery vary greatly and in ways that aren't explained by the magnitude of the catastrophe or the amount of aid provided by national governments or the international community. The difference between resilience and disrepair, as Daniel P. Aldrich shows, lies in the depth of communities' social capital. "Building Resilience" highlights the critical role of social capital in the ability of a community to withstand disaster and rebuild both the infrastructure and the ties that are at the foundation of any community. Labyrinths explores the origins of thirteen books I have written in the past few decades, texts that have helped to define the emerging parameters of relief operations that inevitably follow armed conflicts or natural disasters. Widely used in international training programs, these books provide practical, specific approaches and solutions-to complex problems in a multidisciplinary field. But how, and why, and even when certain editorial decisions were made required a deeper probe, and Labyrinths looks back at the formative influences of childhood, adolescence, education, and early professional experiences. Many of the pieces in this volume predate the Fordham University Press Humanitarian Book series. They were written in a library in our beach home, overlooking sand dunes and the Atlantic Ocean, with the rhythmic sound of waves and bird song as background music. In the quiet isolation of a seaside town I find respite from a busy life devoted to clinical medicine, public health, teaching, travel, and a global network of international humanitarian assistance projects. This book is dedicated "For the People of Point Lookout," who have respected my privacy while I develop initiatives that have spread from this tiny hamlet to reach millions of vulnerable people around the world.

Administration and the Other examines the social construction of groups of people and resultant policy impacts in the discourse of the American Republic from before its founding to the present. The book suggests that from pre-revolutionary interactions between early colonialists and Native Americans to recent immigration debates, discourse on The Other has resulted in the development of policies that have led to further marginalization, community division, and harm to scores of innocents within the public sphere. Ultimately, Administration and the Other examines the construction of The Other from a sociological and historical framework to engage students and scholars of political and administrative processes in using the often unspoken history of the field, as part of a larger historical framework, to explore how policy has been shaped in relation to marginalized communities. By presenting elements of history that are frequently not entered into the administrative and political discourse, the book aims to frame a conversation that might lead to the integration of thoughts about the often marginalized Other into discussions of policy-making and policy-implementation processes.

Chapter 1 provides a short overview of issues Congress may consider in its oversight of the Federal Emergency Management Agency's (FEMA's) federal assistance during the 2017 hurricane season (e.g., Harvey, Irma, and Maria) and other disasters (e.g., fires in California). In 2017, Hurricanes Irma and Maria damaged much of the electricity grids' transmission and distribution systems in USVI and Puerto Rico. Chapter 2 provides information on federal support for restoring the electricity grids in Puerto Rico and USVI and factors affecting this support. In 2017 two major hurricanes -- Irma and Maria -- caused extensive damage throughout Puerto Rico. Chapter 3 describes FEMA's Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and initial challenges with the recovery process. Chapter 4 provides information on DRF funding provided to Puerto Rico as a result of assistance associated with a major disaster. The primary focus of the territorial and federal efforts thus far has largely been on restoring electric power in Puerto Rico as reported in chapter 5. In September 2017, two major hurricanes -- Irma and Maria -- struck the USVI, causing billions of dollars in damage to its infrastructure, housing, and economy. Chapter 6 describes the status of FEMA's Public Assistance program funding provided to the USVI in response to the 2017 hurricanes as of October 1, 2018, and the USVI's transition to implementing the Public Assistance alternative procedures in the territory. Chapter 7 provides information on DRF funding provided to the U.S. Virgin Islands as a result of assistance associated with a major disaster. Chapter 8 provides information on DRF funding provided to Florida as a result of assistance associated with a major disaster. Chapter 9 provides a brief overview of the major disaster declaration process and federal assistance programs potentially available to those affected by the 2019 flooding in the Midwest. Following Hurricane Katrina, Congress required FEMA to establish advance contracts for goods and services to enable the government to quickly and effectively mobilize resources in the aftermath of a disaster. Chapter 10 assesses FEMA and USACE's use of advance contracts, FEMA's planning and reporting of selected advance contracts, and challenges, if any, with FEMA's use of these contracts. Chapter 11 addresses the extent to which federal agencies obligated funds on post-disaster contracts in response to the these events, and selected agencies experienced challenges in the planning of selected contracts.

Haitian writers have made profound contributions to debates about the converging paths of political and natural histories, yet their reflections on the legacies of colonialism, imperialism, and neoliberalism are often neglected in heated disputes about the future of human life on the planet. The 2010 earthquake only exacerbated this contradiction. Despite the fact that Haitian authors have long treated the connections between political violence, precariousness, and ecological degradation, in media coverage around the world, the earthquake would have suddenly exposed scandalous conditions on the ground in Haiti. This book argues that contemporary Haitian literature historicizes the political and environmental problems brought to the surface by the earthquake by building on texts of earlier generations, especially at the end of the Duvalier era and its aftermath. Informed by Haitian studies and models of postcolonial ecocriticism, the book conceives of literature as an "eco-archive," or a body of texts that depicts ecological change over time and its impact on social and environmental justice. Focusing equally on established and less well-known authors, the book contends that the eco-archive challenges future-oriented, universalizing narratives of the Anthropocene and the global refugee crisis with portrayals of different forms and paths of migration and refuge within Haiti and around the Americas.

Puerto Rico lies approximately 1,000 miles southeast of Miami and 1,500 miles from Washington, DC. Despite being far outside the continental United States, the island has played a significant role in American politics and policy since the United States acquired Puerto Rico from Spain in 1898. On 20 September 2017, Hurricane Maria made landfall in Puerto Rico as a Category 4 storm with sustained wind speeds of over 155 miles per hour. At that time, the Commonwealth of Puerto Rico was already in recovery mode following the glancing blow struck by Hurricane Irma on 6 September 2017, which left 70% of electricity customers without power. Chapter 1 deals with the challenges to recovery in Puerto Rico and the role of the Financial Oversight and Management Board. Even before the 2017 hurricane season, Puerto Ricos electric power infrastructure was known to be in poor condition, due largely to underinvestment and the perceived poor maintenance practices of the Puerto Rico Electric Power Authority (PREPA).Chapter 2 focuses on the recovery of Puerto Rico from the hurricanes, and the restoration of power. The two hurricanes that hit may have been historic, but they exposed a state of affairs in Puerto Rico that existed well before any of the hurricanes made landfall.
