Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account.

"NATO in Afghanistan" explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops.

Providing critical insights into the realities of alliance and coalition warfare, "NATO in Afghanistan" also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.

This book is a study of the multiple meanings of European citizenship, which has been represented and publicly communicated by the European Commission in five distinctive ways - Homo Oeconomicus (1951-1972), A People's Europe (1973-1992), Europe of Transparency (1993-2004), Europe of Agorai (2005-2009) and Europe of Rights (2010-2014). The public communication of these five distinct representations of European citizenship reveal how the European Commission conceived of and attempted to facilitate the development of a Civil Europe. Ultimately this history, which is based upon an analysis of public communication policy papers and interviews with senior European Commission officials past and present, tells a story about changing identities and about who we as Europeans might actually be and what kind of Europe we might actually belong to.

Research on international norms has yet to answer satisfactorily some of our own most important questions about the origins of norms and the conditions under which some norms win out over others. The authors argue that international relations (IR) theorists should engage more with research in moral psychology and neuroscience to advance theories of norm emergence and resonance. This Element first provides an overview of six areas of research in neuroscience and moral psychology that hold particular promise for norms theorists and international relations theory more generally. It next surveys existing literature in IR to see how literature from moral psychology is already being put to use, and then recommends a research agenda for norms researchers engaging with this literature. The authors do not believe that this exchange should be a one-way street, however, and they discuss various ways in which the IR literature on norms may be of interest and of use to moral psychologists, and of use to advocacy communities.

Attacks on humanitarian aid operations are both a symptom and a weapon of modern warfare, and as armed groups increasingly target aid workers for violence, relief operations are curtailed in places where civilians are most in need. This book provides an in-depth analysis of the challenges to humanitarian action in warzones, the risk management and negotiation strategies that hold the most promise for aid organizations, and an ethical framework from which to tackle the problem. By combining rigorous research findings with structural historical analysis and first-person accounts of armed attacks on aid workers, the author proposes a reframed ethos of humanitarian professionalism, decoupled from organizational or political interests, and centered on optimizing outcomes for the people it serves.

The interconnection between international organizations (IOs) membership and democratization has become a topic of intense debate. However, the main focus of the literature so far has been on IOs created by democratic states and comprised mostly of democracies, for examples the European Union. In contrast to existing studies, this book focuses on another group of regional IOs, referred to as 'non-democratic IOs' which are organizations founded by autocracies. How do these newly emerged organizations interrelate and interact with the outside world? How do they counteract and confront the danger of democratization in their own member states and neighboring states? This book aims to address these questions by developing a new theory of authoritarian regionalism, and by combining both quantitative and qualitative analysis to test it. The quantitative analysis uses a large dataset of all regional organizations worldwide for the post-World War II period, with the aim of defining historical trends in development and the modification of regionalism over the last seven decades (1945-2015). Qualitative analysis refines and develops the argument by looking at the case of post-Soviet Eurasia. The book uncovers a new type of regionalism - 'authoritarian regionalism' and traces its historical roots as well as its implications for modern politics. The book is the first attempt to systematically investigate the functioning and the impact of authoritarian regionalism as a new phenomenon as well as its implications for democratization world-wide. The book contributes to the theory of regionalism, international organizations, studies of autocracies, foreign policy, and democratization world-wide.

Environmentalism and Global International Society reveals how environmental values and ideas have transformed the normative structure of international relations. Falkner argues that environmental stewardship has become a universally accepted fundamental norm, or primary institution, of global international society. He traces the history of environmentalism's rise from a loose set of ideas originating in the nineteenth century to a globally applicable norm in the twentieth century, which has come to redefine international legitimacy and states' global responsibilities. He shows how this deep norm change came about as a result of the interplay between non-state and state actors, and how the new environmental norm has interacted with the existing primary institutions of global international society, most notably sovereignty and territoriality, diplomacy, international law, and the market. This book shifts the attention from the presentist focus in the study of global environmental politics to the longue duree of global norm change in the greening of international relations.

This book assesses the important role of the Association of Southeast Asian Nations (ASEAN) in the management of regional political, security and economic relations. The author argues that ASEAN's prominent role in the region, spanning 50 years, is largely due to the acquiescence of the great powers who endorsed ASEAN, accepted its regional position and accorded the institution a legitimacy and durability that, otherwise, it would not have. This text offers a key intervention into the debate regarding ASEAN and regional order by showing how ASEAN's contribution to order management is part of a negotiated division of labour with the great powers. The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice.

The Ebb and Flow of Global Governance challenges the traditionally dichotomous distinction between international intergovernmental organizations and international nongovernmental organizations. Alexandru Grigorescu argues that international organizations are best understood as falling on an 'intergovernmental-nongovernmental continuum'. The placement of organizations on this continuum is determined by how much government involvement factors into their decision-making, financing, and deliberations. Using this fine-grained conceptualization, Grigorescu uncovers numerous changes in the intergovernmental versus nongovernmental nature of global governance over the past century and a half. These changes are due primarily to ideological and institutional domestic shifts in powerful states. The Ebb and Flow of Global Governance assesses the plausibility of these arguments through archival research on a dozen organizations from the global health, labor, and technical standards realms. Grigorescu concludes that there has been a continuous ebb and flow in world politics, rather than an inexorable movement towards greater roles for nongovernmental actors, as existing literature argues.

China-Africa economic tie has experienced lasting rapid growth since the 2000s, attracting lots of discussion on its nature and effects. A key question is whether Chinese engagements provide an alternative paradigm to existing mainstream models, like Washington Consensus, for developing countries. However, theories on state-market dichotomy can hardly explain the strong momentum of bilateral cooperation. By examining a broad range of practices with solid field research, including trade, infrastructure, agriculture, manufacturing, industrial zones, labor and socio-environmental preservation, this book proposes a new angle of non-linear circular causality to understand Chinese approaches to work with Africa. Guided by the pursuit for sustainable growth rather than by specific models, Chinese actors are able to experiment diverse methods to foster structural transformation in Africa. In particular, the author carefully records mutual influences between Chinese and African stakeholders at all levels, from grassroots to policy making, to illustrate the effects of coevolving industrialization.

DEVELOPMENT AND CHANGE Studies on war and violence in Bosnia, Somalia and other regions, their effect on ethnic minorities, and the intervention of political and other agencies. The great majority of today's wars take place within rather than between states and are often explained and justified by participants as the result of deep and ineradicable differences between "them" and "us". The contributors tothis book, whose disciplinary backgrounds include history, political science, international relations and anthropology, explore the growing importance of such 'ethnic' differences in a world that is also becoming more unified, politically, economically and culturally. They discuss the causes of internal war, the techniques used by nationalist politicians and intellectuals to turn ethnicity into a powerful political resource, the response of the UN and of non-governmental agencies to such "complex" political emergencies as those in former Yugoslavia and Somalia and the constitutional strategies that can be used to acknowledge and accommodate ethnic diversity. Taken together, the papers demonstrate that the relationship between ethnicity and war is not a simple matter of cause and effect. Ethnic differences are not given in nature, ethnicity does not arise suddenly andspontaneously but only in specific historical circumstances and it is unlikely to become a lethal force in human affairs except through the deliberate calculation of political elites. How did France and Australia develop a deep strategic partnership, when only about two decades ago, a group of Australians bombed the French consulate in Perth to protest against French nuclear testing in the Pacific? Which interests, which personalities, which elements of the global context have led France and Australia to engage in a regional and global rapprochement, and what have been the human, economic and political prerequisites which enabled it? This book aims to investigate the dynamics behind this historically ambiguous relationship. More precisely, this study explains why and how France and Australia are currently engaged in a process of strategic and economic mutual empowerment and how this rapprochement has been possible, owing to thirty years of diplomatic efforts to overcome ongoing culturally and historically constructed misunderstandings and conflicts. This book demonstrates how French and Australian foreign policy-makers have understood that, in regard to their numerous common interests, both countries had to mutually empower each other in order to strengthen their own power, regionally and globally. This book argues that these inclusive dynamics of empowerment constitute the response of two diverse middle powers to current global threats and represent a tool suitable for modernising the strategies and practices of both countries' diplomacies. Soyez' research is the first to propose an answer to these questions through the development of the French-Australian strategic partnership.

International parliaments are on the rise. An increasing number of international organizations establishes 'international parliamentary institutions' or IPIs, which bring together members of national parliaments or - in rare cases - elected representatives of member state citizens. Yet, IPIs have generally remained powerless institutions with at best a consultative role in the decision-making process of international organizations. Why do the member states of international organizations create IPIs but do not vest them with relevant institutional powers? This study argues that neither the functional benefits of delegation nor the internalization of democratic norms answer this question convincingly. Rather, IPIs are best understood as an instrument of strategic legitimation. By establishing institutions that mimic national parliaments, governments seek to ensure that audiences at home and in the wider international environment recognize their international organizations as democratically legitimate. At the same time, they seek to avoid being effectively constrained by IPIs in international governance. The Rise of International Parliaments provides a systematic study of the establishment and empowerment of IPIs based on a novel dataset. In a statistical analysis covering the world's most relevant international organizations and a series of case studies from all major world regions, we find two varieties of international parliamentarization. International organizations with general purpose and high authority create and empower IPIs to legitimate their region-building projects domestically. Alternatively, the establishment of IPIs is induced by the international diffusion of democratic norms and prominent templates, above all that of the European Parliament. This book takes a new approach to answering the question of how NATO survived after the Cold War by examining its complex relationship with the United States. A closer look at major NATO engagements in the post-Cold War era, including in the Balkans, Afghanistan, Iraq, and Libya, reveals how the US helped comprehensively reshape the alliance. In every conflict, there was tension between the United States and its allies over mission leadership, political support, legal precedents, military capabilities, and financial contributions. The author explores why allied actions resulted in both praise and criticism of NATO's contributions from American policymakers, and why despite all of this and the growing concern over the alliance's perceived shortcomings the United States continued to support the alliance. In addition to demonstrating the American influence on the alliance, this works demonstrates why NATO's survival is beneficial to US interests.

What explains contemporary variations in African legislative institutions - including their strengths and weaknesses? Compared with the more powerful executive branches, legislatures throughout the continent have historically been classified as weak and largely inconsequential to policy-making processes. But, as Ken Ochieng' Opalo suggests here, African legislatures actually serve important roles, and under certain conditions, powerful and independent democratic legislatures can emerge from their autocratic foundations. In this book, Opalo examines the colonial origins of African legislatures, as well as how postcolonial intra-elite politics structured the processes of adapting inherited colonial legislatures to local political contexts and therefore continued legislative development. Through case studies of Kenya and Zambia, Opalo offers a comparative longitudinal study of the evolution of legislative strength and institutionalization as well as a regional survey of legislative development under colonial rule, postcolonial autocratic single-party rule, and multiparty politics throughout Africa.

As they signed NATO into being after World War II, its founders fervently believed that only if the West's democracies banded permanently together could they avoid a catastrophic global atomic conflict. Over the 75 years since, the alliance has indeed avoided war with Russia, also becoming a major political, strategic and diplomatic player well beyond its borders. It has survived disagreements between leaders from Eisenhower, Churchill and de Gaulle to Trump, Stoltenberg and Merkel, faced down Kremlin foes from Stalin to Putin and endured unending questions and debate over what new nations might be allowed to join.

Deterring Armageddon takes the reader from backroom deals that led to NATO's creation, through the Cold War, the Balkans and Afghanistan to the current confrontation with the Kremlin following the invasion of Ukraine. It examines the tightrope walked by alliance leaders between a powerful United States sometimes flirting with isolationism and European nations with their ever-evolving wishes for autonomy and influence. Having spent much of its life preparing for conflicts that might never come, NATO has sometimes found itself in wars that few had predicted - and with its members now again planning for a potential major European conflict.

In recent decades, new international courts and other legal bodies have proliferated as international law has broadened beyond the fields of treaty law and diplomatic relations. This development has not only triggered debate about how authority may be held by institutions beyond the state, but has also thrown into question familiar models of authority found in legal and political philosophy. The essays in this book take a philosophical approach to these developments, debates and questions. In doing so, they seek to clarify the relevant issues underpinning, as well as develop possible solutions to the problem of how legal authority may be constructed beyond the state.

Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most important challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.
