This book explores the growing role of cities and regions as sub-national actors in shaping global governance. Far from being merely carried along by global forces, cities have become active players in making and maintaining the networks and connections that give shape to contemporary globalization. Exploring examples from Europe, North America and beyond, the authors reconcile the two separate, yet complimentary, theoretical and analytical lenses adopted by Urban Studies and International Relations, as they address the nature of 'cities' and 'internationality'. The authors challenge academic debate that is reluctant to cross disciplinary boundaries and thus offer more relevant answers to the new phenomenon of international city action, and how it weakens the traditional prerogative of the state as primary actor in the international realm. Conclusions focus on how this new internationality opens opportunities for cities and regions but also contains potential pitfalls that can constrain policy options and challenge the legitimacy of policy making at all scales.
This volume explores the Western-led liberal order that is claimed to be in crisis. Currently, the West appears less as a modernizing or civilizing entity leading the way and more as being engulfed in a deep crisis. Simultaneously, the West still appears to be needed in order to imagine the global order by promoters of liberal peace as well as its opponents. This book asks how and why "crisis" is needed for constituting "the West," liberal, and global order and how these three are conjoined and reinvented. The book encompasses narratives endorsing and rejecting the West and the liberal international order, as well as alternative visions for a post-Western world conceived within the rising and challenging powers. The study is of interest to scholars and students of international relations, critical security studies, peace and conflict research, and social sciences in general.
This book offers an in-depth case study on the leading international refugee agency, the United Nations High Commissioner for Refugees (UNHCR), and its approach to environmentally displaced persons. This book takes a new approach to answering the question of how NATO survived after the Cold War by examining its complex relationship with the United States. A closer look at major NATO engagements in the post-Cold War era, including in the Balkans, Afghanistan, Iraq, and Libya, reveals how the US helped comprehensively reshape the alliance. In every conflict, there was tension between the United States and its allies over mission leadership, political support, legal precedents, military capabilities, and financial contributions. This book examines cooperation on shared environmental concerns across national boundaries in the Southern Cone region of South America, specifically Argentina, Brazil, Paraguay and Uruguay. It covers regional environmental cooperation in the Southern Cone since the early 1990s. By using the marginalised issues of ecological and socio-environmental concerns as an analytical lens, the author makes a significant contribution to the study of regional cooperation in Latin America. Her book also presents the first detailed study of how environmental cooperation across national boundaries takes place in a region of the South, and thus fills a lacuna in global environmental governance. Developing an original theoretical approach to understanding the roots of regional conflict and cooperation, International Relations in the Middle East explores domestic and international foreign policy dynamics for an accessible insight into how and why Middle Eastern regional order has changed over time. Highlighting interactions between foreign policy trajectories in a range of states including Egypt, Iran, Iraq, Israel, Saudi Arabia, Syria and Turkey, Ewan Stein identifies two main drivers of foreign policy and alignments: competitive support-seeking and ideological externalisation. Clearly linking political, ideological and foreign policy dynamics, Stein demonstrates how the sources of regional antagonisms and solidarities are to be found not in the geopolitical chessboard, but in the hegemonic strategies of the region's pivotal powers. Making the case for historical sociology - in particular the work of Antonio Gramsci and Louis Althusser - as the most powerful lens through which to understand regional politics in the Middle East, with wider implications for the study of regional order elsewhere.
This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its 'primary responsibility for promoting peace, security and stability in Africa', thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians' human rights. The implementation of this broad mandate, which goes well beyond the traditional 'peacekeeping approach', requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

This book is a researched study of land issues in American Samoa that analyzes the impact of U.S. colonialism and empire building in the nineteenth and twentieth centuries. Carefully tracing changes in land laws up to the present, this volume also draws on a careful examination of legal traditions, administrative decisions, court cases and rising tensions between indigenous customary land tenure practices in American Samoa and Western notions of individual private ownership. It also highlights how unusual the status of American Samoa is in its relationship with the U.S., namely as the only "unincorporated" and "unorganized" overseas territory, and aims to expand the U.S. empire-building scholarship to include and recognize American Samoa into the vernacular of Americanization projects.

The book aims at informing and educating the public at large about the intricacies of the Negotiation Dynamics at the WTO. It traces the period from the launch of the Uruguay Round in 1986 to its conclusion at Marrakesh in 1994 and the subsequent entry into force of the WTO on 1 January 1995. The book shows how WTO Ministerial Conference in Seattle was doomed to fail and its failure led to "trust deficit" between the developed countries on the one hand and certain key developing and least-developed countries on the other. Thus tracing the WTO saga that began in the wake of the failure at Seattle and the difficult path that led to the launch of a new Round at Doha in November 2001. The book throws light on India's domestic decision-making structure as well as some of the factors driving India's negotiating stance at the WTO. It also describes the current impasse at the WTO and offers some ideas to revive an institution that is so crucial for the smooth functioning of the multilateral trading system.

This book explores the images and perceptions of the EU in the eyes of their Strategic Partners. Spanning four continents, these ten important global actors - the BRICS together with the USA, Canada, Japan, South Korea and Mexico - are of profound significance to the EU in economics, politics, security and global governance. In 2015, the volume's editors and contributors were commissioned by the European External Action Service to research these countries' perceptions towards the EU. The research highlights how in changing multilateral settings, images and perceptions significantly influence the behaviour and foreign policy choices of actors. The findings presented in this book helped to inform the content and focus of the 2016 EU Global Strategy, and will be of interest to scholars, students and practitioners of EU foreign policy, European integration and public diplomacy.

The research presented in this book provides a stakeholder analysis of human rights protection at a time when the region appears to be regressing into an insidious and deep authoritarianism. As political space shrinks in Southeast Asia, the book provides an insight into how civil society engaged with the Universal Periodic Review (UPR) of the United Nations Human Rights Council during the first (2008-2011) and second (2012-2016) cycles. Through evidence-based research, the authors in this volume identify gaps in human rights reporting and advocacy during the UPR, notably on civil and political issues such as the right to life, freedom of expression, freedom of religion and belief, extrajudicial killings, arbitrary detention and claims for greater autonomy. In short, The Universal Periodic Review of Southeast Asia: Civil Society Perspectives, highlights the need for more engagement on civil and political issues during the third cycle of the UPR in 2017-2020. Failing this, the UPR process risks being reduced to a platform where civil society only engages on issues that States are willing to cooperate on. If this is the case, Southeast Asia's democratic transition will suffer a long term set back.
This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. This reading of strategies lies behind the analysis of the policy-making processes of the ESS and the EUGS, unpacked into four phases: agenda-setting, policy formulation, policy output and implementation. By looking at the shifting policy-making dynamics from foreign and security policy to external action, the author sheds light on the current shape of EU integration.
This book offers a theoretically informed study of recent Chinese initiatives to provide forms of regional economic governance; or as it is often termed in Chinese discourses, regional "public goods". It does so by considering the evolution of Chinese thinking on international relations and the global order, and by considering how the development of the Asian Infrastructure Investment Bank, the Belt and Road Initiative, and the putative Regional Comprehensive Economic Partnership reflect this change in thinking - and the change in both Chinese objectives and tactics.
This book takes up one of the key theoretical challenges in the English School's conceptual framework, namely the nature of the institutions of international society. It theorizes their nature through an analysis of the relationship of primary and secondary levels of institutional formation, so far largely ignored in English School theorizing, and provides case studies to illuminate the theory. Hitherto, the School has largely failed to study secondary institutions such as international organizations and regimes as autonomous objects of analysis, seeing them as mere materializations of primary institutions. Building on legal and constructivist arguments about the constitutive character of institutions, it demonstrates how primary institutions frame secondary organizations and regimes, but also how secondary institutions construct agencies with capacities that impinge upon and can change primary institutions. Based on legal and constructivist ideas, it develops a theoretical model that sees primary and secondary institutions as shared understandings enmeshed in observable historical processes of constitution, reproduction and regulation.
This volume summarizes, synthesizes, updates, and contextualizes Turkey's multiple roles in global governance. As a result of various political, economic, cultural and technological changes occurring in the international system, the need for an effective and appropriate global governance is unfolding. In such an environment, Turkey's and other rising/middle powers' initiatives appear to be indispensable for rendering the existing global governance mechanisms more functional and effective. The authors contribute to the assessment of changing global governance practices of secondary and/or middle power states with a special focus on Turkey's multiple roles and issue-based global governance policies.
Russia's intervention in the Ukraine, Donald Trump's presidency and instability in the Middle East are just a few of the factors that have brought an end to the immediate post-Cold War belief that a new international order was emerging: one where fear and uncertainty gave way to a thick normative and institutional architecture that diminished the importance of material power. This has raised questions about the instruments we use to understand order in Europe and in international relations. The chapters in this book aim to assess whether foreign policy actors in Europe understand the international system and behave as realists. They ask what drives their behaviour, how they construct material capabilities and to what extent they see material power as the means to ensure survival. They contribute to a critical assessment of realism as a way to understand both Europe's current predicament and the contemporary international system.
This book critically engages with NATO's two main referent objects of security: civilisation and individuals. By rethinking the seemingly natural assumption of these two referent objects, it suggests the epistemological importance of an unconscious dimension to understand meaning formation and behaviour change in international security. The book provides a historicised and genealogical approach of the idea of civilisation that is at the core of the Alliance, in which human needs, narratives, and security arrangements are interconnected. It suggests that there is a Civilised Subject of Security at the core of modern Western security that has constantly produced civilised and secure subjects around the world, which explains NATO's emergence around a civilisational referent. The book then proceeds by considering the Individualisation of Security after the Cold War as another stage of the civilising process, based on NATO's military operations in Bosnia-Herzegovina, Kosovo and Afghanistan. |
