The EU as a democratic polity has been invented: it is a product of creative and innovative actors and thinkers that conceptualized and by and by helped to realise it, from the beginning up to the present. But the concepts, ideas, and utopias of a democratic Europe differ considerably. The processes of inventing and building a democratic EU are marked by conceptual controversies in both public and academic debates. These are the resource for the present book, which focuses on the concepts, actors and controversies related to inventing the EU as a democratic polity. The chapters study exemplary long-term and detail cases related to inventing and institutionalizing the decisive elements of representative democracy in the EU-a parliament, citizens that vote for it in universal suffrage and governmental bodies that are linked to parliament in much the same way as government is in a parliamentary democracy.
This book argues that the Responsibility to Protect (R2P) the Libyan people played an important role in the U.S.'s decision to act, both in terms of how the language of deliberation was framed and the implementation of the actual intervention once all preventive means had been exhausted. While the initial ethos of the intervention followed international norms, the author argues that as the conflict continued to unfold, the Obama administration's loss of focus and lack of political will for post-conflict resolution, as well as a wider lack of understanding of ever changing politics on the ground, resulted in Libya's precipitation into chaos. By examining the cases of Rwanda and Darfur alongside the interventions in Kosovo, Iraq and Afghanistan, the book discusses how these cases influenced current decision-making with regards to foreign interventions and offers a triangular framework through which to understand R2P: responsibility to prevent, react and rebuild.

International Organizations as Orchestrators reveals how IOs leverage their limited authority and resources to increase their effectiveness, power, and autonomy from states. By 'orchestrating' intermediaries - including NGOs - IOs can shape and steer global governance without engaging in hard, direct regulation. This volume is organized around a theoretical model that emphasizes voluntary collaboration and support. An outstanding group of scholars investigate the significance of orchestration across key issue areas, including trade, finance, environment and labor, and in leading organizations, including the GEF, G20, WTO, EU, Kimberley Process, UNEP and ILO. The empirical studies find that orchestration is pervasive. They broadly confirm the theoretical hypotheses while providing important new insights, especially that states often welcome IO orchestration as achieving governance without creating strong institutions. This volume changes our understanding of the relationships among IOs, nonstate actors and states in global governance, using a theoretical framework applicable to domestic governance.
This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work-or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts-Kosovo and Afghanistan-by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.
This book narrates the integration of consumer culture into transnational human rights advocacy and explores its political impact. By examining tactics that include benefit concerts, graphic imagery of suffering, and branded outreach campaigns, the book details the evolution of human rights into a mainstream moral cause. Drawing inspiration from the critical theory of the Frankfurt School, the author argues that these strategies are effective in attracting masses of supporters but weaken the viability of human rights by commodifying its practices. Consumer capitalism co-opts the public's moral awakening and transforms its desire for global engagement into components of a lifestyle expressed through market transactions and commercial relationships, rather than political commitments. Reclaiming human rights as a subversive idea can reconnect the practice of human rights with its principles and generate a movement bound to the radical spirit of human rights.
The book aims at informing and educating the public at large about the intricacies of the Negotiation Dynamics at the WTO. It traces the period from the launch of the Uruguay Round in 1986 to its conclusion at Marrakesh in 1994 and the subsequent entry into force of the WTO on 1 January 1995. The book shows how WTO Ministerial Conference in Seattle was doomed to fail and its failure led to "trust deficit" between the developed countries on the one hand and certain key developing and least-developed countries on the other. Thus tracing the WTO saga that began in the wake of the failure at Seattle and the difficult path that led to the launch of a new Round at Doha in November 2001. The book throws light on India's domestic decision-making structure as well as some of the factors driving India's negotiating stance at the WTO. It also describes the current impasse at the WTO and offers some ideas to revive an institution that is so crucial for the smooth functioning of the multilateral trading system.
This book offers a theoretically informed study of recent Chinese initiatives to provide forms of regional economic governance; or as it is often termed in Chinese discourses, regional "public goods". It does so by considering the evolution of Chinese thinking on international relations and the global order, and by considering how the development of the Asian Infrastructure Investment Bank, the Belt and Road Initiative, and the putative Regional Comprehensive Economic Partnership reflect this change in thinking - and the change in both Chinese objectives and tactics.
This book critically engages with NATO's two main referent objects of security: civilisation and individuals. By rethinking the seemingly natural assumption of these two referent objects, it suggests the epistemological importance of an unconscious dimension to understand meaning formation and behaviour change in international security. The book provides a historicised and genealogical approach of the idea of civilisation that is at the core of the Alliance, in which human needs, narratives, and security arrangements are interconnected. It suggests that there is a Civilised Subject of Security at the core of modern Western security that has constantly produced civilised and secure subjects around the world, which explains NATO's emergence around a civilisational referent. The book then proceeds by considering the Individualisation of Security after the Cold War as another stage of the civilising process, based on NATO's military operations in Bosnia-Herzegovina, Kosovo and Afghanistan.
This book depicts the role of both formal and informal institutions in achieving long-term economic efficiency and development. Die Berichte belegen, dass muslimische Fluchtlinge den Scharia-Vorbehalt mitbringen, weil sie in islamischen Gesellschaften sozialisiert wurden. UN-Gremien versehen Landerberichte mit Empfehlungen. Teilweise erfolgen Antworten nur noch auf Arabisch. Scharia-Vorbehalte mit Hilfe der Vienna Convention auszuraumen, ist nicht gelungen, weil sich die Verantwortlichen nicht bemuhen, Arabisch oder die Scharia zu verstehen. Ein gemeinsamer Anknupfungspunkt ware die Sunnah des Propheten. Danach soll islamisches Recht jedes Jahrhundert an seine Gesellschaft angepasst werden, ohne die islamische Legitimitat zu verletzen. This book challenges the common perception that global politics is making progress on indigenous issues and argues that the current global care for indigeneity is, in effect, violent in nature. Examining the inclusion of indigenous peoples in the United Nations Permanent Forum on Indigenous Issues and the Arctic Council, the authors demonstrate how seemingly benevolent practices of international political and legal recognition are tantamount to colonialism, the historical wrong they purport to redress. By unveiling the ways in which contemporary neoliberal politics commissions a certain type of indigenous subject-one distinguished by resilience in particular-the book offers a pioneering account of how international politics has tightened its grip on indigeneity.

This book reveals how conflicting worldviews are at the root of public controversies on policy and trade issues. It highlights the particularly controversial disputes at the level of the World Trade Organization in the case of regulating beef-hormones and GMOs, aiming to show how negotiators of international agreements, members of dispute settlement bodies, and policy makers in general could have recourse to concepts of other disciplines such as epistemology and philosophy in order to address deadlocked legal disputes. Ultimately, the book is a manifesto for independent and critical research.
Through a detailed historical and empirical account of post-independence years, this book offers a new assessment of the role of the judiciary in Pakistani politics. Instead of seeing the judiciary as helpless or struggling against an authoritarian state, it argues that the judiciary has been a crucial link in the creation of state and political inequality in Pakistan. This rubs against the central role given to the judiciary in developing countries to fix the 'corrupt politicians and stubborn bureaucracies' in the World Bank's 'Good Governance' paradigm and rule of law initiatives. It also challenges the contemporary legal and judicial discourse that extols the virtues of Public Interest Litigation. While the book's core analysis is a critique of the contemporary liberal legal project, it also adds to the critical tradition of social theory by linking political economy to a social theory of law. The theoretical aspect of the study is applicable to any developing society whose judiciary is going through foreign-sponsored 'rule of law' judicial reforms.

The first part of the book conceptualizes unrecognized states as entities with a national identity and which have achieved political independence, yet are not internationally recognized as independent states. It also addresses topics such as the role of superpowers in secessionist conflicts, ontological security in post-Soviet states, and factors influencing the legitimacy of secession referenda. This book provides a comprehensive study into the promotion of regional integration as a central pillar of European Union (EU) relations with the rest of the world. It is a strategy to deal with a core security challenge: the transformation of conflicts and, in particular, regional conflicts. Yet to what extent has the promotion of regional integration been successful in transforming conflicts? What can we regard as the core mechanisms of such an impact? This volume offers a comprehensive assessment of the nexus between promoting integration and conflict transformation. The authors systematically compare the consequences of EU involvement in eight conflicts in four world regions within a common framework. In doing so, they focus on the promotion of integration as a preventative strategy to avoid conflicts turning violent and as a long-term strategy to transform violent conflicts by placing them in a broader institutional context. The book will be of use to students and scholars interested in European foreign policy, comparative regionalism, and conflict resolution.
This book explores and explains the reasons why the idea of universal history, a form of teleological history which holds that all peoples are travelling along the same path and destined to end at the same point, persists in political thought. Prominent in Western political thought since the middle of the eighteenth century, the idea of universal history holds that all peoples can be situated in the narrative of history on a continuum between a start and an end point, between the savage state of nature and civilized modernity. Despite various critiques, the underlying teleological principle still prevails in much contemporary thinking and policy planning, including post-conflict peace-building and development theory and practice. Anathema to contemporary ideals of pluralism and multiculturalism, universal history means that not everyone gets to write their own story, only a privileged few. For the rest, history and future are taken out of their hands, subsumed and assimilated into other people's narrative.
This book examines the main reasons and challenges for the success of the human development approach both in theory and practice as an alternative to the economic growth model. Unlike the preceding research which has typically been either theoretical/prescriptive or empirical/descriptive, it follows a pragmatic historical and institutional methodology, since human development cannot be understood without considering the complexities added centrally by the formation process in the UNDP. Referring to the capability approach, it also addresses how to best reflect happiness within this paradigm.
This book furthers the ongoing theoretical development of the multiple streams framework, assessing its applicability to European Union (EU) policy-making processes. It systematically defines and identifies functional equivalents for all of the framework's core concepts at the EU level and extends the framework in order to explain agenda-setting and decision-making. Furthermore, the book derives a set of explicit hypotheses to empirically assess the extent to which the (modified) framework is able to explain timing, agenda prominence, and policy change (or a lack thereof) for the EU natural gas directives passed in 1998, 2003, and 2009. The analysis documents that the framework is well-suited to explain the EU policy process in general and reveals where additional theoretical refinements are required. |
