The management of common pool resources and publicly-owned areas is fraught with difficulty. This book explores the long, complex, and frequently contentious history of public lands management in the United States in order to draw lessons for the emerging field of marine spatial planning (MSP). The author first establishes that these two seemingly different settings are in fact remarkably similar, drawing on established theories of policy analysis. The work then examines the management of US National Forests over the past 120 years, including three place-based case studies, to discover recurring themes. The analysis shows how different management approaches evolved over time in response to changing laws and cultural norms, producing outcomes favored by different constituencies. This history also reveals the ambiguities and contradictions inherent in multiple-use management of any public space. Next, the book analyzes recent efforts to advance MSP, both in the US and globally, showing how they mirror past experiences in National Forest management, including similar disagreements among stakeholders. In conclusion the author suggests how those within ocean-related sectors - government, academia, industry, and environmental groups - might achieve their individual and collective goals more effectively based on lessons from the public lands setting.

The key aim of this book is to explore the global conservation and management of sharks. There has been a rapid decline in populations of many shark species, while new science has emerged of the critical role they play in marine ecosystems. However, the authors show that conservation law and policy have been slow to develop, with only a small number of iconic species being protected worldwide. The increase in fishing impact - primarily through shark finning and by-catch - has led to shark conservation receiving greater international attention in recent years. The book explores our current knowledge and status of the law and science in relation to sharks with a particular focus on improving frameworks for their conservation and management. Recent trends are analysed, including shark finning bans that have been put in place in several countries, the widening number of nations establishing shark sanctuaries and the growth of shark-based tourism. The efficacy of current listing processes for endangered species and fisheries regulations is also examined. Tourism is explored as an alternative to fishing and the risks and impacts associated with this industry are analysed. Synthetic-aperture radar (SAR) as a form of radar to create images of objects, uses the motion of the radar antenna over a targeted region to provide finer spatial resolution than is possible with conventional beam-scanning radars by mounting the antenna on a moving platform such as an aircraft or spacecraft. The complex flows in the atmosphere and oceans are believed to be accurately modelled by the Navier-Stokes equations of fluid mechanics together with classical thermodynamics. However, due to the enormous complexity of these equations, meteorologists and oceanographers have constructed approximate models of the dominant, large-scale flows that control the evolution of weather systems. The simplifications often result in models that are amenable to solution both analytically and numerically. This volume and its companion explain why such simplifications to Newton's second law produce accurate, useful models and, just as the meteorologist seeks patterns in the weather, mathematicians seek structure in the governing equations. They show how geometry and analysis facilitate solution strategies.

There are many conferences, workshops and meetings annually around the world, each emphasizing a specialty area for scientific exploration and research. Yet in very few instances, if at all, do the multidisciplinary aspects of science get presented so one may see the diversity of dependencies these seemingly disparate disciplines actually have. The Explorers Club and the U. S. National Park Service collaborated to make a first attempt at what will continue to be an "ocean pulse'" effort; conferences combining the aquaculture sciences; the search for underwater antiquities and the marinelbio-technologies utilized to explore these areas. The purpose has been to bring together not just academicians to talk about their finding in the field or the laboratory, but to provide a forum for the practical applications of "technology" to expanding our worlds fisheries as well as to continue to explore our world's oceans; the earth's truly last frontier. After everything is said and done, we still know precious little about our ocean environments. Their influences on our lives are monumental and yet we continue to be very parochial and conservative in our dedication to exploring their depths and resources. We feel confident that this initial effort by our respective groups to awaken a realization in the public and private sectors of the need for a cross-disciplinary approach to scientific research in the marine environment, is a necessity as we approach the 21 st century.
