The theory and practice of arms control seemed to have its heyday during the height of the Cold War, with its focus on the East-West conflict and nuclear arms. In the past twenty years, both arms technologies and various practices aimed at their control have continued to develop, but scholarly thinking has not kept up. This volume seeks to redress this scholarly neglect of the range of issues associated with the control of the means of violence, by asking the question: what does arms control mean in the 21st Century?

In asking this question, the volume examines issues surrounding sovereignty, geopolitics, nuclear disarmament, securitization of space, technological developments, human rights, the clearance of landmines, the regulation of small arms and the control of the black market for arms and nuclear secrets. The book discusses terrorism with reference to the case of the suicide attacks in Beirut in 1983 and how the Obama administration is orientating its posture on nuclear arms.

This is the true story of a young American missionary woman courage and triump of faith in the jungles of New Guinea and her four years in a notorious Japanese prison camp. Never to see her husband again, she was forced to sign a confession to a crime she did not commit and face the executioner's sword, only to be miraculously spared.

Rape, traditionally a spoil of war, became a weapon of war in the ethnic cleansing campaign in Bosnia. The ICTY Kunarac court responded by transforming wartime rape from an ignored crime into a crime against humanity. In its judgment, the court argued that the rapists violated the Muslim women's right to sexual self-determination. Announcing this right to sexual integrity, the court transformed women's vulnerability from an invitation to abuse into a mark of human dignity. This close reading of the trial, guided by the phenomenological themes of the lived body and ambiguity, feminist critiques of the autonomous subject and the liberal sexual/social contract, critical legal theory assessments of human rights law and institutions, and psychoanalytic analyses of the politics of desire, argues that the court, by validating women's epistemic authority (their right to establish the meaning of their experience of rape) and affirming the dignity of the vulnerable body (thereby dethroning the autonomous body as the embodiment of dignity), shows us that human rights instruments can be used to combat the epidemic of wartime rape if they are read as de-legitimating the authority of the masculine autonomous subject and the gender codes it anchors.

The role of military chaplains has changed over the past decade as Western militaries have deployed to highly religious environments such as East Africa, Afghanistan, and Iraq. US military chaplains, who are by definition non-combatants, have been called upon by their war-fighting commanders to take on new roles beyond providing religious services to the troops to also engage the local citizenry and provide their commanders with assessments of the religious and cultural landscape outside the base. More specifically, in the Balkans, Iraq, and Afghanistan, chaplains have occasionally been asked to provide their commanders with background on the religious and cultural environment to which they deployed (e.g. Islam and the Muslim world) and to reach out to local civilian clerics in hostile territory in pursuit of peace and understanding. Despite some internal resistance to this expansion of duties, some military chaplains have engaged local religious authorities in order to quell misunderstandings and promote peace in the former Yugoslavia, Iraq, Afghanistan, or the Horn of Africa.In this edited volume, practitioners and scholars chronicle the changes that have happened in the field in the 21st century. For example, they explain how the Multi-National Forces-Iraq command chaplain (who reported directly to General Petraeus) worked with the NGO Foundation for Reconciliation and Reconstruction in the Middle East, contributing to a significant drop in sectarian violence. In the Horn of Africa, the command chaplain, who was a Jewish rabbi, helped build relationships between Muslims and Christians. In Afghanistan, Muslim chaplains engaged with Sunni and Shia religious leaders to develop local trust and Coalition and a training program for religious leaders within the Afghan National Army. By looking at the rapidly changing role of the military chaplain, this volume raises issues critical to US foreign and national security policy and diplomacy.

Radhabinod Pal was an Indian jurist who achieved international fame as the judge representing India at the Tokyo War Crimes Tribunal and dissented from the majority opinion, holding that all Japanese "Class A" war criminals were not guilty of any of the charges brought against them. In postwar Japanese politics, right-wing polemicists have repeatedly utilized his dissenting judgment in their political propaganda aimed at refuting the Tokyo trial's majority judgment and justifying Japan's aggression, gradually elevating this controversial lawyer from India to a national symbol of historical revisionism. Many questions have been raised about how to appropriately assess Pal's dissenting judgment and Pal himself. Were the arguments in Pal's judgment sound? Why did he submit such a bold dissenting opinion? What was the political context? More fundamentally, why and how did the Allies ever nominate such a lawyer as a judge for a tribunal of such great political importance? How should his dissent be situated within the context of modern Asian history and the development of international criminal justice? What social and political circumstances in Japan thrust him into such a prominent position? Many of these questions remain unanswered, while some have been misinterpreted. Between February and September 1988, the Iraqi government destroyed over 2000 Kurdish villages, killing somewhere between 50,000 and 100,000 civilians and displacing many more. The operation was codenamed Anfal which literally means 'the spoils of war'. For the survivors of this campaign, Anfal did not end in September 1988: the aftermath of this catastrophe is as much a part of the Anfal story as the gas attacks, disappearances and life in the camps. This book examines Kurdish women's experience of violence, destruction, the disappearance of loved ones, and incarceration during the Anfal campaign. It explores the survival strategies of these women in the aftermath of genocide. By bringing together and highlighting women's own testimonies, Choman Hardi reconstructs the Anfal narrative in contrast to the current prevaling one which is highly politicised, simplified, and nationalistic. It also addresses women's silences about sexual abuse and rape in a patriarchal society which holds them responsible for having been a victim of sexual violence.

This book assesses how progress in disarmament diplomacy in the last decade has improved human security. In doing so, the book looks at three cases of the development of international norms in this arena. First, it traces how new international normative understandings have shaped the evolution of and support for an Arms Trade Treaty (the supply side of the arms trade); and, second, it examines the small arms international regime and examines a multilateral initiative that aims to address the demand side (by the Geneva Declaration); and, third, it examines the evolution of two processes to ban and regulate cluster munitions. The formation of international norms in these areas is a remarkable development, as it means that a domain that was previously thought to be the exclusive purview of states, i.e. how they procure and manage arms, has been penetrated by multiple influences from worldwide civil society. As a result, norms and treaties are being established to address the domain of arms, and states will have more multilateral restriction over their arms and less sovereignty in this domain. Twentieth and twenty-first century communism is a failed experiment in social engineering that needlessly killed approximately 60 million people and perhaps tens of millions more. This edited volume explores competing perspectives on the impact of nuclear weapons proliferation on the South Asian security environment. The spread of nuclear weapons is one of the world's foremost security concerns. The effect of nuclear weapons on the behaviour of newly nuclear states, and the potential for future international crises, are of particular concern. As a region of burgeoning economic and political importance, South Asia offers a crucial test of proliferation's effects on the crisis behaviour of newly nuclear states.
