In July 1864, while hemmed in by Grant at Richmond, General Robert E. Lee conceived a bold plan designed not only to relieve Lynchburg and protect the Confederate supply line but also to ultimately make a bold move on Washington itself. A major facet of this plan, with the addition of General Jubal Early's forces, became the rescue of the almost 15,000 Confederate prisoners at Point Lookout, a large Union prison camp at the confluence of the Potomac River and Chesapeake Bay. Since the end of the Cold War, globalization has brought new actors to the political arena. One of those which has attracted considerable attention in academic research is civil society or NGOs. Claudia Kissling addresses the topic of civil society participation in the nuclear non-proliferation regime. The regime qualifies well for this objective since it features, given its characteristics as a treaty regime in the international security field, notable legal avenues for civil society participation. The study takes on a twofold perspective. As a region of burgeoning economic and political importance, South Asia offers a crucial test of proliferation's effects on the crisis behaviour of newly nuclear states. Between 1975 and 1978, the Khmer Rouge carried out genocide in Cambodia unparalleled in modern history. Approximately 2 million died - almost one quarter of the population. Taking an explicitly geographical approach, this book argues whether the Khmer Rouge's activities not only led to genocide, but also terracide - the erasure of space. In the Cambodia of 1975, the landscape would reveal vestiges of an indigenous pre-colonial Khmer society, a French colonialism and American intervention. The Khmer Rouge, however, were not content with retaining the past inscriptions of previous modes of production and spatial practices. Instead, they attempted to erase time and space to create their own utopian vision of a communal society. The Khmer Rouge's erasing and reshaping of space was thus part of a consistent sacrifice of Cambodia and its people - a brutal justification for the killing of a country and the birth of a new place, Democratic Kampuchea. While focusing on Cambodia, the book provides a clearer geographic understanding to genocide in general and insights into the importance of spatial factors in geopolitical conflict.

This book documents the development of Israel's nuclear option, undoubtedly the most ambitious strategic project ever undertaken by the Jewish state. This book offers a broader theory of nuclear deterrence and examines the way nuclear and conventional deterrence interact with non-military factors in a series of historical case studies. The existing body of literature largely leans toward the analytical primacy of nuclear deterrence and it is often implicitly assumed that nuclear weapons are so important that, when they are present, other factors need not be studied. This book addresses this omission. It develops a research framework that incorporates the military aspects of deterrence, both nuclear and conventional, together with various perceptual factors, international circumstances, domestic politics, and norms. This framework is then used to re-examine five historical crises that brought two nuclear countries to the brink of war: the hostile asymmetric nuclear relations between the United States and China in the early 1960s; between the Soviet Union and China in the late 1960s; between Israel and Iraq in 1977-1981; between the United States and North Korea in 1992-1994; and, finally, between the United States and the Soviet Union during the 1962 Cuban missile crisis. The main empirical findings challenge the common expectation that the threat of nuclear retaliation represents the ultimate deterrent. In fact, it can be said, with a high degree of confidence, that it was rather the threat of conventional retaliation that acted as a major stabilizer. This book will be of much interest to students of nuclear proliferation, cold war studies, deterrence theory, security studies and IR in general.

Over the last twenty years the world has witnessed four major genocides. There was the genocide in Iraq (1988), in Rwanda (1994), in Srebrenica (1995), and in Darfur (2003 and continuing). Most observers agree there is an urgent need to assess the international community's efforts to prevent genocide and to intervene (once a genocide is under way) in an effective and timely manner. This volume, the latest in a widely respected series on the subject of genocide, provides an overview of a host of issues germane to this task.

The book begins with a cogent discussion of the issues of prevention and intervention during the Cold War years. The second chapter discusses the abject failures and moderate (though, in some cases, highly controversial) successes at prevention and intervention carried out in the 1990s and early 2000s. Further chapters examine latest efforts to develop an effective genocide early warning system and examine the complexity of and barriers to prevention. The pros and cons of sanctions and the problems of enforcement and evaluation their effectiveness are then discussed. Conflicts between state sovereignty and the protection of threatened populations are examined both in historical context and by incorporating the latest thinking.

Later chapters treat the issue of intervention; why and how it has met with only limited success. Concentrating on Rwanda and Srebrenica, chapter 8 discusses various peace operations that were abject failures and those that were moderately successful. The concept of an anti-genocide regime is examined in terms of progress in developing such a regime as well as what the international community must do in order to implement it. Chapters discuss key issues related to post-genocidal periods, those that need to be addressed in order to establish stability in a wounded land and populace as well as to prevent future genocides. The final chapter asks whether bringing perpetrators to justice has any impact in breaking impunity, ensuring deterrence, and bringing about reconciliation.

As counter-profileration is expected to become the central element in the new national security policy of the US, such actions will constitute a central element of every major international conflict in the first decades of the 21st century. This book dispels two common myths about the American-Israeli patron-client relationship -- that arms transfers to Israel have been motivated by American domestic politics rather than national interests and that these arms transfers have come without any political strings attached to them. The first part of the book describes and analyses the institutionalisation of the American-Israeli arms pipeline during the Johnson administration, demonstrating conclusively in the process that arms transfers to the Jewish state were based primarily on American national interests. The second part of the book consists of four case studies that clearly reveal that American arms transfers to Israel, whether in wartime or in peacetime, have always come with a diplomatic price tag attached to them. Twelve hours after Pearl Harbor, Clark Field in the Philippines was attacked by Japanese aircraft. Among the survivors was Private Victor L. Mapes, who spent the next three years fleeing from and then being imprisoned by the Japanese military machine. When the tide of battle in the Pacific turned against the Japanese, Mapes experienced more harrowing conditions than before. After his unmarked prison ship was torpedoed by an American submarine, the wounded author struggled in the water against the elements and the enemy, as the Japanese tried to kill the escaping POWs. Mapes' memoir chronicles a gruelling three-year ordeal that was punctuated by strange and often amusing encounters with fellow Americans, Japanese, Filipinos, and the fierce Moros of Mindanao Island. Experiences of captivity in Japanese-occupied Asia varied enormously. Some prisoners of war (POWs) were sent to work in Japan, others to toil on the 'Death Railway' between Burma and Thailand. Some camps had death rates below 1 per cent, others of over 20 per cent. While POWs were deployed far and wide as a captive labour force, civilian internees were generally detained locally.

This book explores differences in how captivity was experienced between 1941 and 1945, and has been remembered since: differences due to geography and logistics, to policies and personalities, and marked by nationality, age, class, gender and combatant status.Part One has at least one chapter for each 'National Memory', Australian, British, Canadian, Dutch, Indian and American. Part Two moves on to forgotten captivities. It covers women, children, camp guards, internee experiences upon the end of the war, and local heroines who fought back.

Originally published in 1939, this book examined how to finance the war, including chapters on the methods of industrial mobilisation and government borrowing and the growth of money income. This book focuses on the Middle East arms control process as it unfolded during the years 1992-1995, as part of the multilateral track of the Arab-Israeli peace process initiated in Madrid, October 1991. This was the story of a regional process in the making: from the very concept of arms control as applied to the region, through the innovative regional forum and format for discussion that was devised for the talks, to the dynamics of the talks and the question of Egypt's position within this novel regional setting. The result was that what seemed at the outset to be a most likely unpromising forum became the setting of unprecedented regional dynamics. The in-depth examination of ACRS -- Arms Control Regional Security working group -- engenders important insights into a number of concepts that lie at the heart of international relations studies: the notion of the strategic game, the meaning of power, the definition of security threats, the notions of hegemony and leadership, state identity, the conduct of regional politics, and the significance of cooperative processes in international relations.

This book examines the most polemical atrocity of the Spanish civil war: The massacre of 2,500 political prisoners by Republican security forces in the villages of Paracuellos and Torrejon de Ardoz near Madrid in November/December 1936. The atrocity took place while Santiago Carrillo -- later Communist Party leader in the 1970s -- was responsible for public order. Although Carrillo played a key role in the transition to democracy after Franco's death in 1975, he passed away at the age of 97 in 2012 still denying any involvement in 'Paracuellos' (the generic term for the massacres). The issue of Carrillo's responsibility has been the focus of much historical research. Julius Ruiz places Paracuellos in the wider context of the 'Red Terror' in Madrid, where a minimum of 8,000 'fascists' were murdered after the failure of military rebellion in July 1936. He rejects both 'revisionist' right-wing writers such as Cesar Vidal who cite Paracuellos as evidence that the Republic committed Soviet-style genocide and left-wing historians such as Paul Preston, who in his Spanish Holocaust argues that the massacres were primarily the responsibility of the Soviet secret police, the NKVD. The book argues that Republican actions influenced the Soviets, not the other way round: Paracuellos intensified Stalin's fears of a 'Fifth Column' within the USSR that facilitated the Great Terror of 193738. It concludes that the perpetrators were primarily members of the Provincial Committee of Public Investigation (CPIP), a murderous all-leftist revolutionary tribunal created in August 1936, and that its work of eliminating the 'Fifth Column' (an imaginary clandestine Francoist organisation) was supported not just by Carrillo, but also by the Republican government. In Autumn 2015 the book was serialised in El Mundo, Spain's second largest selling daily, to great acclaim.
