Reorienting Retirement Risk Management (Hardcover): Robert L. Clark, Olivia S. Mitchell Reorienting Retirement Risk Management (Hardcover)
Robert L. Clark, Olivia S. Mitchell
R2,241 Discovery Miles 22 410 Ships in 10 - 15 working days

Retirement risk management must be dramatically overhauled if workers and retirees are to better prepare themselves to meet future retirement challenges. Recent economic events including the global financial crisis have upended expectations about what pension and endowment fund managers can do. Employers and employees have found it difficult to make pension contributions, despite drops in retirement plan funding. In many countries, government social security systems are also facing insolvency. These factors, coupled with an aging population and rising longevity, are giving rise to serious questions about the future of retirement in America and around the world. This volume explores how workers and firms can reassess the risks associated with retirement saving and dissaving, to identify creative adjustments to adapt to these new risks and realities. One area explored is the key role for financial literacy and education programs. In addition, those acting as plan sponsors and fiduciaries must reconsider pension design to help them better address the new realities. Also novel financial products are described that can help with the design of retirement plans. Experts provide new research and offer policy recommendations, illustrating how retirement plans can be amended to better meet the retirement needs of workers and firms. This volume is an important addition to the Pensions Research Council / Oxford Univeristy Press series and to the current debate on retirement security.

Rethinking Pension Reform (Paperback, Revised): Franco Modigliani, Arun Muralidhar Rethinking Pension Reform (Paperback, Revised)
Franco Modigliani, Arun Muralidhar
R1,187 Discovery Miles 11 870 Ships in 10 - 15 working days

This book presents an academic and a practical aspect on managing pension funds to clarify the global debate on social security. The authors establish the basic choices in designating any system to help policy makers develop the system that achieves their many objectives. They examine reforms in Latin America to highlight flaws and to estimate the true cost of these reforms and factors affecting these costs. The authors then discuss how the United States and Spain can implement robust systems incorporating many of the ideal features. The success of reforms depends on financial innovation to mitigate key risks and some innovations are discussed, which also demonstrates how pension reform choices affect the achievement of retirement objectives. Finally, the authors examine some proposed hybrid options to show how the beneficial features of these hybrids can be captured through good design in a single fund.

Pension Reform - A Short Guide (Paperback): Nicholas Barr, Peter Diamond Pension Reform - A Short Guide (Paperback)
Nicholas Barr, Peter Diamond
R1,297 Discovery Miles 12 970 Ships in 10 - 15 working days

This is an abridgement of Barr and Diamond's 'Reforming Pensions: Principles and Policy Choices' (OUP, 2008), a larger book that is intended for policy makers and as a supplement in college courses. The problem. Mandatory pension systems are a worldwide phenomenon. However, with given contribution rates, monthly benefits and retirement ages, pension systems are not consistent with three long-run trends - declining mortality, declining fertility, and earlier retirement. Thus many systems need reform. Principles. This book gives an extensive but nontechnical explanation of the economics of pension design. The theoretical arguments have three elements. 1. Pension systems have multiple objectives - consumption smoothing, insurance, poverty relief, and redistribution. Good policy needs to bear them all in mind. 2. Good analysis should be framed in a second-best context - simple economic models are a bad guide to policy design in a world with imperfect information and decision-making, incomplete markets and taxation. 3. Any choice of pension system has distributional consequences, which the book recognizes explicitly. The analysis includes discussion of labor markets, capital markets, risk sharing and gender and family, with comparison of PAYG and funded systems, recognizing that the suitable level of funding differs by country. Alongside the economic principles of good design, policy must also take account of a country's capacity to implement the system. Thus the theoretical analysis is complemented by discussion of implementation, and of experiences, both good and bad, in many countries, with particular attention to China and Chile. Policy conclusions: 1. Sound application of the principles outlined above can and does lead to widely different systems in different country settings. 2. Unless there are transfers from outside the system, any improvement to the finances of a pension system must involve one or more of (a) higher contribution rates, (b) lower monthly pensions, (c) later retirement at the same monthly pension, (d) policies designed to increase national output. 3.The previous statement holds whatever the degree of funding. If a public pension is regarded as unsustainable the problem needs to be addressed directly by one of these methods.

Pension Fund Economics and Finance - Efficiency, Investments and Risk-Taking (Paperback): Jacob Bikker Pension Fund Economics and Finance - Efficiency, Investments and Risk-Taking (Paperback)
Jacob Bikker
R1,387 Discovery Miles 13 870 Ships in 10 - 15 working days

Pension fund benefits are crucial for pensioners' welfare and pension fund savings have accumulated to huge amounts, covering a major part of world-wide institutional investments. However, the literature on pension fund economics and finance is rather limited, caused, in part, to limited data availability. This book contributes to this literature and focuses on three important areas. The first is pension fund (in)efficiency, which has a huge impact on final benefits, particularly when annual spoilage accumulates over a lifetime. Scale economies, pension plans complexity and alternative pension saving plans are important issues. The second area is investment behavior and risk-taking. A key question refers to the allocation of investments over high risk/high return and relatively safe assets. Bikker investigates whether pension funds follow the life-cycle hypothesis: more risk and return for pension funds with young participants. Many pension funds are rather limited in size, which may raise the question how financially sophisticated the pension fund decision makers are: rather professionals or closer to unskilled private persons? The third field concerns two regulation issues. How do pension fund respond to shocks such as unexpected investment returns or changes in life expectancy? What are the welfare implications to the beneficiary for different methods of securing pension funding: solvency requirements, a pension guarantee fund, or sponsor support? This groundbreaking book will challenge the way pension fund economics is thought about and practiced.

Reassembling Social Security - A Survey of Pensions and Health Care Reforms in Latin America (Hardcover): Carmelo Mesa-Lago Reassembling Social Security - A Survey of Pensions and Health Care Reforms in Latin America (Hardcover)
Carmelo Mesa-Lago
R2,276 Discovery Miles 22 760 Ships in 10 - 15 working days

The reform of social security pensions and healthcare is a key issue for the modern world, and in many ways Latin America has acted as a social laboratory for the reform of these systems. From the reforms that took place in Chile in 1981, most pension and health care systems in the region have seen reform, and been fully or partially privatized. Many other countries considering reform of their own systems have been influenced by the policies implemented in Latin America. Yet despite the importance and influence of these reforms, until now there has not been an integrated and comprehensive analysis of the changes and their effects. This book is the result of four years of painstaking work, data collection, field research and international collaboration, and so fills the vacuum in the literature with a systematic comparison of pension and healthcare reforms in the 20 Latin American countries. It identifies reform models, and elaborates taxonomies to facilitate their understanding and comparison. Some key features of the reforms to emerge are: labour force and population coverage, equity and solidarity, sufficiency and quality of benefits, state regulation, competition and degree of privatization, efficiency and administrative costs, social participation in management, financing sources and long-term sustainability. Effects of the reforms on social security principles are measured based on recent standardized statistics and other information. Goals or assumptions of the reforms are contrasted with actual outcomes, and the pros and cons of private versus private provision assessed. Detailed policy recommendations are offered to correct current problems and improve pension and healthcare systems. This is the first book to comprehensively study these influential reforms in Latin America's pension and health care systems, and as such will be of importance to academics and researchers interested in social security and welfare policy, pensions, health care, and public policy; Social security, pension, and health care policy-makers; And social security, pension, and health care consultants and practitioners. Pensions (Paperback, New): Michael Hill Pensions (Paperback, New)
Michael Hill
R647 Discovery Miles 6 470 Ships in 18 - 22 working days

This book provides a much-needed introductory guide to the issues surrounding pension policy, not just in the UK but worldwide, and offers a critique of some of the dominant ideas and assumptions. Noting the intense debate that currently surrounds the subject, the book explores a wider view of the continuing issues about pension policy. It draws attention to an ideological 'fault-line' running through pensions policy, between a dominant view of pensions as deferred earnings on the one hand and a view of them as providers of an adequate income to enable elderly people to participate fully in society on the other. It argues for more attention to that second perspective, as an aspect of the search for a satisfactory work/ life balance. Critical of the many 'quick fix' approaches to the topic, the author attacks 'the demographic time bomb thesis' for its crude assumptions about the future burden of the old and exposes naive assumptions about what can be achieved by pension funding. This book offers an excellent analysis for the general reader and provides an authoritative supplementary text for courses in social policy. Policy and Politics in the Twenty-First Century This exciting series offers a guide through some of today's most hotly contested policy issues by distinguished leaders in the field. Each book untangles current policy debates, looking behind the rhetoric and spin to discover what is at the core of contemporary political agendas. Authors present their own perspectives and make recommendations for what could - or should - be our priorities for future policy reform.

When I'm Sixty-Four - The Plot against Pensions and the Plan to Save Them (Paperback): Teresa Ghilarducci When I'm Sixty-Four - The Plot against Pensions and the Plan to Save Them (Paperback)
Teresa Ghilarducci
R931 Discovery Miles 9 310 Ships in 18 - 22 working days

A crisis is looming for baby boomers and anyone else who hopes to retire in the coming years. In When I'm Sixty-Four, Teresa Ghilarducci, the nation's leading authority on the economics of retirement, explains how to confront this crisis head-on, revealing the causes behind the increasingly precarious economics of old age in America and proposing a bold plan to guarantee retirement security for every working citizen. Retirement is one of the hallmarks of a prosperous, civilized market economy. Yet in America today Social Security is on the ropes. Government and employers are dismantling pension security, forcing older people to work longer. The federal government spends billions in exemptions for 401(k)s and other voluntary retirement accounts, yet retirement savings for most workers is falling. Ghilarducci takes an unflinching look at the eroding economic structure of retirement in America--and what she finds is alarming. She exposes the failures of pension regulators and the false hopes of privatized Social Security. She tells the ugly truth about risky 401(k) plans, do-it-yourself retirement schemes, and companies like Enron that have left employees without any retirement savings. Ghilarducci puts forward a sweeping plan to revive the retirement-income system, a plan that will ensure that, after forty years of work, every American will receive 70 percent of their preretirement earnings, guaranteed for life. No other book makes such a persuasive case for overhauling the pension and Social Security system in order to provide older Americans with the financial stability they have earned and deserve.

Retiring the State - The Politics of Pension Privatization in Latin America and Beyond (Hardcover): Raul L. Madrid Retiring the State - The Politics of Pension Privatization in Latin America and Beyond (Hardcover)
Raul L. Madrid
R4,009 Discovery Miles 40 090 Ships in 18 - 22 working days

In the 1990s, numerous Latin American nations privatized their public pension systems. These reforms dramatically transformed the way these countries provide retirement income, and they provoked widespread protests from workers and pensioners alike. Retiring the State represents the first book-length study of the origins of this surprising trend. Drawing on original field research, including interviews with key policymakers, Madrid argues that the recent reforms were driven not by social policy, but by macroeconomic concerns. Countries facing growing financial pressures chose to privatize their pension systems largely to boost their domestic savings rates and reduce public pension spending in the long run. The author explores his arguments through detailed case studies of pension reform in Argentina, Brazil, and Mexico, a survey of social security privatization efforts in East Europe and Latin America as a whole, and a quantitative analysis of pension privatization worldwide.

Approaching retirement - Social divisions, welfare and exclusion (Paperback): Kirk Mann Approaching retirement - Social divisions, welfare and exclusion (Paperback)
Kirk Mann
R1,248 Discovery Miles 12 480 Ships in 18 - 22 working days

We are all approaching retirement but what should we expect? For some, it is a happy prospect. Others approach retirement knowing they face hardship and social exclusion. Amid alarming predictions of a 'demographic time bomb', governments and the private pensions industry urge everyone to plan and save now, but admit that there are risks. But will the pension funds deliver on their promises? Will the rich increasingly retire early but the poor work for longer? How reliable are state pension schemes? Do the USA, Sweden, or Australia have a 'better' approach to retirement pensions than the UK? Approaching retirement tackles these and many other questions from a number of sociological perspectives. Using the idea of the social division of welfare as a template, different approaches to retirement pensions policy are assessed and their strengths and weaknesses clearly presented. This book will be an invaluable resource for social science students at all levels and for those who teach them. Economists and pension practitioners will also find food for thought here.

These pension systems are extraordinarily diverse in design, investment policy, and governance, and they face substantial challenges as the government-sector workforce ages and governments are asked to take on new and different tasks. Public employee pensions are in deep trouble in many countries, undermining economic policy and threatening retiree well being. What can be done to help these programs perform more efficiently and enhance old-age security? This book is about retirement income security. This income security is provided by national public pensions, corporate pensions, and individual and reverse mortgages. However, these systems vary greatly from country to country and, in many countries, do not provide sufficient coverage. Ensuring income security in old age is an important issue that must be resolved in the rapidly aging environment of the world. From the perspective of financial consumers, this book cross-sectionally surveys public pensions, corporate pensions, individual pensions and reverse mortgages and compares them among many important nations. This gives many implications from the perspective of designing an overall income security for each individual. In addition, it presents many of the issues needed for these sustainable and comprehensive income security.

Pension Policies and Public Debt in Dynamic CGE Models (Paperback, 1997 ed.): Dirk Broer, Jukka Lassila Pension Policies and Public Debt in Dynamic CGE Models (Paperback, 1997 ed.)

R1,382 Discovery Miles 13 820 Ships in 18 - 22 working days

Population aging raises a number of issues regarding the optimality of public debt policy and the systems of public pension provisions that are in use in developed countries. The studies in this book address these questions using computable general equilibrium models. They give illuminating insights and new empirical estimates of future prospects of pay-as-you-go pension schemes in the "big seven" OECD countries, the possible distortions introduced by the pension systems in four large European economies, the effects of lifetime uncertainty in analyzing a potential reform of the Dutch pension system, effects of increasing international mobility of financial capital to pension policies, and public debt reduction policies in relation to possible adverse effects of taxation on wage formation and unemployment.

Positioning Pensions for the Twenty-First Century (Hardcover, New): Michael S. Gordon, Olivia S. Mitchell, Marc M. Twinney Positioning Pensions for the Twenty-First Century (Hardcover, New)
Michael S. Gordon, Olivia S. Mitchell, Marc M. Twinney
R2,210 Discovery Miles 22 100 Ships in 18 - 22 working days

As the United States comes to terms with the pending insolvency of social security, workers are increasingly pinning their hopes for retirement adequacy on employer-sponsored plans. Positioning Pensions for the Twenty-First Century analyzes the role of pensions in retirement security, examining how these programs will evolve to meet the challenges to our nation's retirement system. The book brings together a team of leading economists, corporate and labor specialists, actuaries, and policy experts to examine the future of retirement options within the context of emerging labor and business trends and innovative developments in the pension community. They show how a successful public and private pension system can be sustained and strengthened and demonstrate how employer pensions can be configured against a delicately financed social insurance system. The book's contributions examine where pensions have succeeded and failed over the last several decades and point to positive new developments in the pension arena. Its coverage includes innovative pension options such as hybrid and cash-balance plans; pension funding regulations; changes in GATT laws altering pension insurance premiums; and emerging developments concerning administrative costs and pension obligation bonds. It also features new research on defined contribution plan investment options and includes three case studies of participant-directed pension investments, telling how thousands of workers are allocating their pension savings in 401(k) and related plans. Positioning Pensions for the Twenty-First Century is essential reading for all managers, employees, and policymakers concerned with designing pension systems that can withstand the challenges of the next decade.

Age Related Pension Expenditure and Fiscal Space - Modelling techniques and case studies from East Asia (Hardcover): Mukul G... Age Related Pension Expenditure and Fiscal Space - Modelling techniques and case studies from East Asia (Hardcover)
Mukul G Asher, Fauziah Zen
R3,077 Discovery Miles 30 770 Ships in 10 - 15 working days

This book explores the linkages between age-related pension expenditures and the fiscal space needed to fund them, as well as to organize the mix of financing methods with different risk-sharing arrangements. After critically assessing the existing models projecting age-related expenditure in the literature, the book focuses on the case studies of these inter-linkages in four highly-populated East Asian countries, namely China, Indonesia, India, and Japan. Nearly two- fifths of the global population live in these countries. Therefore, how these inter-linkages manifest themselves and the initiatives in these countries for finding fiscal space will have an impact on how the ageing issues are addressed globally. This book does several distinguishing characteristics, including exploration of inter-linkages between age-related expenditure and fiscal space, and application of country-specific methods to explore these linkages, rather than relying standard macroeconomic model. In the process, the studies also bring out the limitations of standardized model used in the literatures. Scholars and policy makers interested in the subject will definitely find the book of valuable use.
