The war in Afghanistan came to an end in 2014 after nearly thirteen years of conflict. Throughout that period, British officials have described UK operations there in various conflicting and often contradictory ways; as a counter-terrorism mission, a stabilisation mission, and a counter-narcotics mission, respectively. This book investigates how the war was 'sold' to the British public and how Britain's 'transnational' foreign and defence policy impacted on the unfolding of UK strategy in Afghanistan and the way it was communicated. It argues that because the UK's foreign and defence policy is transnationally-oriented - meaning that it is foundationally aimed at maintaining alliance with the United States and the institutional coherence of NATO - UK strategy is contingent upon collective security and, crucially, is fundamentally concerned with the means of policy (maintaining alliances) over the ends (using alliances to effect change). Explaining the inalienability of collective security systems to national security is no easy task, however, and, when faced with the adversities of Afghanistan, the UK state has since 2008 instead opted to describe the significance of Afghanistan in narrow, nation-centric, counter-terrorist concerns in order to maintain public support for collective security operations there whilst, paradoxically, framing the conflict in a manner that avoids talking about the transnational structure and purpose of the mission. This kind of 'strategic' communication is increasingly becoming a focus of the UK state as it faces a transnational dilemma of maintaining its collective security bonds whilst facing a public increasingly sceptical of liberal interventionism.
Political parties are an established feature of contemporary democratic politics. For decades, parties have organised government, competed in elections and influenced the way society is run. Yet despite their importance, the status of political parties in society is presently unclear. On the one hand lambasted as duplicitous, self-interested, dogmatic organisations that are in decline, on the other they have been proclaimed as resurgent bodies that are attracting new levels of membership and support. The reimagined party offers unprecedented insight into public views of parties in Britain. Exploring public perceptions and desires, Katharine Dommett finds that far from rejecting parties, there is ongoing support for party democracy. The book presents evidence of a desire for change in party ethos, introducing the idea of the re-imagined party to explore perceptions of party representation, participation, governance and conduct. Using a mixed-method approach, and presenting hitherto unseen data, the book casts new light on citizen's desires for parties today. -- .
The Arab uprisings of 2011 have sparked much scholarly discussion with regards to democratisation, the resilience of authoritarian rule, mobilisation patterns, and the relationship between secularism and Islam, all under the assumption that politics has changed for good in North Africa and the Middle East. While acknowledging the post-2011 transformations taking place in the region, this book brings to the forefront an understudied, yet crucial, aspect related to the uprisings, namely the interplay between continuity and change. Challenging simplified representations built around the positions that either 'all has changed' or 'nothing has changed', the in-depth case studies in this volume demonstrate how elements both of continuity, and rupture with the past, are present in the post-uprising landscapes of Morocco, Tunisia and Egypt. Public policy, contentious politics, the process of institution making and re-making, and the relations of power connecting national and international economies are at the core of the comparative investigations included in the book. The volume makes an important contribution to the study of North African politics, and to the study of political change and stability, by contrasting the different trajectories of the uprisings, and by offering theoretical reflections on their meaning, consequences and scope. While the genre of testimonio has deep roots in oral cultures and in Latin American human rights struggles, the publication and subsequent adoption of This Bridge Called My Back (Moraga & Anzaldua, 1983) and, more recently, Telling to Live: Latina Feminist Testimonios (Latina Feminist Group, 2001), have demonstrated the power of testimonio as a genre that exposes brutality, disrupts silencing, and builds solidarity among women of colour. Within the field of education, scholars are increasingly taking up testimonio as a pedagogical, methodological, and activist approach to social justice, which transgresses traditional paradigms in academia. Unlike the more usual approach of researchers producing unbiased knowledge, the testimonio challenges objectivity by situating the individual in communion with a collective experience marked by marginalization, oppression, or resistance. This approach has resulted in new understandings about how marginalized communities build solidarity, and respond to and resist dominant culture, laws, and policies that perpetuate inequity. This book contributes to our understanding of testimonio as it relates to methodology, pedagogy, research, and reflection in pursuit of social justice. A common thread among the chapters is a sense of political urgency to address inequities within Chicana/o and Latina/o communities. Over the period December 2011-July 2013, a tidal wave of mass protests swept through the Russian capital and engulfed scores of cities and regions. These demonstrations came as a great shock to the Russian political establishment. After decades of passive acceptance of the status quo, it appeared that civil society was at last awakening. The protests came in the wake of the "Arab Spring" revolts which toppled authoritarian dictators in Tunisia, Egypt and Libya. However, by the end of 2013 the number of mass protests in Russia, and their size, had declined precipitously. President Putin, on returning to office in 2012, had quickly regained the upper hand over the protestors. This book examines the reasons for the rise and fall of the mass protests in the Russian Federation. Internationally renowned experts in the field of Russian politics from Russia and the UK provide important new insights into the nature of the mass opposition movement (the "non-systemic opposition"), its strengths and its weaknesses. A key novel aspect of the study is its focus on the national and regional dimensions of the protest movement, and its class and ethnic dimensions. This book was published as a special issue of Europe-Asia Studies.
Recent federal court activity has dramatically changed the regulatory environment of campaign finance in the United States. Since 2010, the judiciary has decided that corporations and labor unions may freely spend in American elections, and that so-called "Super PACs" can accept unlimited contributions from private citizens for the purpose of buying election advertising. Despite the potential for such unregulated contributions to dramatically alter the conduct of campaigns, little is known about where Super PACs get their money, where they spend it, or how their message compares with other political groups. Moreover, we know almost nothing about whether individual citizens even notice Super PACs, or whether they distinguish between Super PAC activity and political activity by other political groups. This book addresses those questions. Using campaign finance data, election returns, advertising archives, a public opinion survey, and interviews with congressional candidates in the 2012 election, Super PAC! provides unprecedented insight into the behavior of these organizations, and how they affect public opinion and voting behavior. The first in-depth exploration of the topic, this book will make significant contributions in both political science and applied policy.
Political marketing coalesced as a subfield in the mid-1990s, and in 2002 the Journal of Political Marketing began publication. This anniversary collection reviews the existing theory, empirical evidence and practice of political marketing and explores emerging topics and lines of inquiry within the field. While political candidates and their campaigns are a major focus, it also considers the broader range of issue advocacy and lobbying. The Politics and Crisis Management of Animal Health Security addresses the 2001 foot and mouth epidemic in the United Kingdom - one of, if not the, most significant crises ever to face the UK farming industry. Underpinned by interviews with politicians and bureaucrats and with significant primary documentary analysis the book shows that the crisis was a critical juncture in how disease outbreaks have been planned and managed ever since. The author explores how this event affected policy and governance arrangements for managing subsequent disease-induced threats (such as avian influenza and bovine TB) and concludes by considering the 'temporality' of lesson learning by the UK government including the current and future challenges associated with managing incongruent risks (e.g., flood protection, swine flu and Ebola). This book provides students of public policy and administration with a significant illustration of how key concepts and analytical lenses from public policy can be applied to the study of the contours of practical policy change.
At the end of the First World War, Government of India officials and Indian nationalist politicians began to recognise the need for an organized communications network that could reach out to a large and diverse Indian population. The challenge for Government and nationalists alike was to create an effective propaganda machine that could both disseminate news and, at the same time, elicit the desired political response. Milton Israel's 1994 book describes the role of the press, news services and propaganda agencies in the last stage of the nationalist struggle in India before the departure of the British, emphasizing the media's participation in the development of a 'national' perspective. Within this context, the author examines the significance of the encounter between imperialism and nationalism and the influence one had upon the other in achieving often conflicting objectives.

Popular protests are on the rise in China. However, since protesters rely on existing channels of participation and on patronage by elite backers, the state has been able to stymie attempts to generalize resistance and no large scale political movements have significantly challenged party rule. Yet the Chinese state is not monolithic. Decentralization has increased the power of local authorities, creating space for policy innovations and opening up the political opportunity structure. Popular protest in China - particularly in urban realm- not only benefits from the political fragmentation of the state, but also from the political communications revolution. The question of how and to what extent the internet can be used for mobilizing popular resistance in China is hotly debated. The government, virtual social organizations, and individual netizens both cooperate and compete with each other on the web. New media both increases the scope of the mobilizers and the mobilized (thereby creating new social capital), and provides the government with new means of social control (thereby limiting the political impact of the growing social capital). This volume is the first of its kind to assess the ways new media influence the mobilization of popular resistance and its possible effects in China today.
Research in localities in India, Cuba, Ethiopia, Taiwan and Lebanon is used to develop a broader understanding of global political phenomena such as democracy, representation and accountability. To contextualise aspects of 'good' governance the articles in the volume deal with people's perceptions of and interactions with the state; how they interpret government laws and regulations; how they interact with officials and how they comment on acts and speeches made by local bureaucrats and national power holders. Through a discussion of the much debated distinction between private and public, the articles show how the notions of public and private are interconnected in many ways, how they are contested and reformulated by people based on their experiences, and how they can be used as a tool in questioning dominant ideas and ways of executing 'good' governance.
In 2009 Beppe Grillo, a well-known Italian comedian, established the Five Star Movement with the aim of sending a handful of citizens to municipal councils to act as the watchdog of a professional political class often perceived as corrupt and self-interested. However, in the Italian general elections of February 2013, despite still largely being considered a small protest movement, the party gained the undisputed role of leading political actor gaining just under 9 million votes and sending 163 Deputies and Senators to the Italian parliament. The birth and rapid rise of the Five Star Movement represents an electoral earthquake with no parallels in Italy and the whole of post-1945 Western Europe and a phenomenon likely to shape the Italian political scene for many years to come. Drawing on an extensive array of data and face-to-face interviews, this volume offers an empirically grounded explanation of the surprising electoral success of the Five Star Movement and presents a realistic picture of this party in its manifold aspects: organisational structure, communication style, linkages with civil society, ideological nature and positioning in the Italian political system.

The War Artists' Advisory Committee (WAAC) were responsible for the production of some of the most iconic images of the Second World War. Despite its rich historical value, this collection has been poorly utilised by historians and hasn't been subjected to the levels of analysis afforded to other forms of wartime culture. This innovative study addresses this gap by bringing official war art into dialogue with the social, economic and military histories of the Second World War. Rebecca Searle explores the tensions between the documentarist and propagandistic roles of the WAAC in their representation of aerial warfare in the battle for production, the Battle of Britain, the Blitz and the bombing of Germany. Her analyses demonstrate that whilst there was a strong correlation between war art and propaganda, the WAAC depicted many aspects of experience that were absent from wartime propaganda, such as class divisions within the services, gendered hierarchies within industries, civilian death and the true nature of the bombing of Germany. In addition, she shows that propagandistic constructions were not entirely separate from lived experience, but reflected experience and shaped the way that individuals made sense of the war. Accessibly written, highly illustrated and packed with valuable examples of the use of war art as historical source, this book will enhance our understanding of the social and cultural history of Britain during the Second World War.

What's wrong with the UK economy? Everyone has an opinion. But no one has an answer. Why? For decades, our economy has failed to work for ordinary citizens: stagnant wages have been combined with underemployment and rising costs of basic goods like healthcare, education and housing. At the same time, a small minority of the population make obscene profits, while in the background we continue to hurtle headlong into an environmental emergency. While there is no shortage of anger and anti-elite sentiment expressed in what is often referred to as the 'culture wars', no significant challenge to the dominant economic model has broken into the mainstream. The pound and the fury argues that behind this failure of imagination are a set of myths about how the economy works, myths that stifle debate and block change. This book provides the reader with a ground-breaking understanding of disability and social movements. By describing how disability is philosophically, historically, and theoretically positioned, Carling-Jenkins is able to then examine disability relationally through an evaluation of the contributions of groups engaged in similar human rights struggles. The book locates disability rights as a new social movement and provides an explanation for why disability has been divided rather than united in Australia. In many elections, candidates frame their appeals in gendered ways-they compete, for instance, over who is more "masculine." This is the case for male and female candidates alike. In the 2016 presidential election, however, the stark choice between the first major-party female candidate and a man who exhibited a persistent pattern of misogyny made the use of gender more prominent than in any previous election in the United States. Presidential campaigns often have an impact on downballot Congressional races, but the 2016 election provided a new opportunity to see the effects of misogyny. While much has been written about the 2016 election-and the shadow of 2016 clearly affected the pool of candidates in the 2018 midterms-this book looks at how the Trump and Clinton campaigns actually changed the behavior of more conventional candidates for Congress in 2016 and 2018. Over the past decade, those who study political parties have sought to understand changes in the relationship between groups and parties and how these changes have affected the ability of parties to develop coherent campaign strategies. The clear need for rapid adjustments in party strategy in the 2016 election provides an ideal means of testing whether today's political parties are more able or less able to respond to unexpected events. This book argues that Donald Trump's candidacy radically altered the nature of the 2016 congressional campaigns in two ways. First, it changed the issues of contention in many of these races. Trump's provocative calls for building a wall along the Mexican border and temporarily prohibiting immigration from Muslim countries inserted issues of race and ethnicity into elections and forced candidates to respond to his proposals. Most consequentially, however, Trump's attacks on women-including television personalities, politicians, and, at times, private citizens-alienated numerous potential supporters and placed many of his supporters (and downballot Republican candidates in particular) on the defensive. Second, expectations that Trump would lose the election influenced how candidates for lower office campaigned and how willing they were to connect their fortunes to those of their party's nominee. The fact that Trump was expected to lose-and was expected to lose in large part because of his misogyny-caused both major parties to direct more of their resources toward congressional races, and led many Republican candidates, especially women, to distance themselves from Trump. This book explores how the Trump and Clinton campaigns used gender as a political weapon, and how the presidential race changed the ways in which House and Senate campaigns were waged in 2016 and 2018.

This timely book fills an important gap in the literature on the influence of the Internet and new media in Portuguese speaking African countries. Based on extensive field work throughout the region the author examines the influence of the Internet in the transition to democracy in Africa, and asks whether there are new possibilities for popular activism to emerge from evolving communication environments and media systems. The book analyses the different forms of democracy, the concept of development, and addresses the debate about the relationship between democracy and development and explores the influence of the media in the democratization process, the promises that digital media bring to this process and to development and the implications of the African digital divide. In certain countries in this region democracy and independent news media are in their infancy but are starting to take hold, giving an excellent opportunity to observe the dynamics of civil society and the influence of increased freedom, new voting powers and new media in particular. The book offers important insights into the roles and functions that the media in general, and the Internet in particular, can perform in the creation of a more democratic society, as well as in empowering and educating citizens in democratic values.
This collection is concerned with two fundamental concepts of social science- power and emotion. Power permeates all human relationships and is constitutive of social, economic, and political life. It stands at the centre of social and political theorizing, and its study has enriched scholarship within a wide range of disciplines, including sociology, political science, philosophy, and anthropology. The conceptual cluster of emotion, by contrast, had a more troubled time within these same disciplines. However, since the 1970's and the advent of the 'emotional turn', there has been a widespread re-evaluation of emotion in and for our shared social existence and, today, emotions research is at forefront of contemporary social science. Yet, although both concepts are now widely seen as fundamental, research on these two phenomena has tended to run in parallel. This collection, featuring leading international scholars, seeks to unite and deploy both concepts, emotion and power, in a variety of ways, and on a diverse array of topics such as: education, organizations, social movements, politics, 'old' and 'new' media, rhetoric and in comparative intellectual history. The results are at the bleeding edge of scholarship on these concepts, and will make important reading for practitioners and students working in the sociology of emotions, social and political power, political sociology, organization studies, and for sociological and political theory more generally. Between one election and the next, members of Congress introduce thousands of bills. What determines which become law? Is it the public? Do we have government 'of the people, by the people, for the people?' Or is it those who have the resources to organize and pressure government who get what they want? In the first study ever of a random sample of policy proposals, Paul Burstein finds that the public can get what it wants - but mainly on the few issues that attract its attention. Does this mean organized interests get what they want? Not necessarily - on most issues there is so little political activity that it hardly matters. Politics may be less of a battle between the public and organized interests than a struggle for attention. American society is so much more complex than it was when the Constitution was written that we may need to reconsider what it means, in fact, to be a democracy.
According to the Duvergerian theories, in the long run, only viable parties are expected to stand for elections. Non-viable parties should join a pre-electoral coalition with another party or withdraw from competition entirely. Why then do non-viable political parties throughout the world systematically continue presenting candidates? This book responds to this evident but unanswered question to create a general theory about deviations from the Duvergerian equilibrium. The author argues that, far from being just a random or irrational decision, the choice of political parties to present candidates when they do not expect to achieve representation can be explained by the overlap of electoral arenas, that generate opportunities for viable parties to present candidates where they are non-viable. In sum, political parties will take advantage of their viability in an arena to present candidacies in other arenas where they do not have chances to become viable. The building of this new theory on electoral contamination allows the construction of a new and more encompassing conceptual framework through which to make sense of what, until now, has been understood as disparate phenomena and contributes to a better understanding of political parties' strategic behaviour. |
