This open access book offers new insights into the ageing-migration nexus and the nature of home. Documenting the hidden world of France's migrant worker hostels, it explores why older North and West African men continue to live past retirement age in this sub-standard housing. Conventional wisdom holds that at retirement labour migrants ought to instead return to their families in home countries, where their French pensions would have far greater purchasing power. This paradox is the point of departure for a book which transports readers from the banlieues of Paris to the banks of the Senegal River and the villages of the Anti-Atlas. In intimate ethnographic detail, the author brings to life the experiences of these older labour migrants by sharing in the life of the hostels as a resident, by observing at close quarters the men's family life on the other side of the Mediterranean as a guest in their homes, and even by accompanying them in their travels by bus, sea, and air. The monograph evaluates several theories of migration against rich qualitative data gathered from multiple methods: biographical narrative and semi-structured interviews, participant observation, and archival research. In the process, it offers a thoughtful contribution to broader debates on what it means for migrants to belong and achieve inclusion in society. In a study that contributes to international relations and international political economy theory, Ruth Ben-Artzi raises substantive issues relating to aid, development, international relations and globalization. Regional development banks (RDBs), designed by politicians and economists to maneuver through labyrinths of economic, social, and political development, possess the potential to be central players in the long-term planning involved in healing and advancing poverty-plagued regions. However, RDBs in particular have received little attention. With a systematic analysis comparing four central regional development banks, this book explores why there is a variation in strategy despite similar institutional design. The formal arrangements and raison d'etre of RDBs is to assist developing countries in the process of poverty alleviation - a task that is often a risky investment. This book traces Latin American migration to Europe since the 1970s. Focusing on Amsterdam, London, and Madrid, it examines the policies of integration in a comparative perspective that takes into account transnational, national, regional and local levels. It examines the entire mechanism that Latin American migrants confront in the European cities they settle, and provides readers with a theoretical framework on integration that addresses the concepts of multiculturalism, interculturality, transculturality and transnationalism. This work is based on rich qualitative data from in-depth interviews, focus groups and participant observation complemented by a substantial documentary and legislative analysis. It reveals that current policies are limited and migrants are excluded in most of the formal venues for integration. A source of perennial tension in states is the degree to which decision making power and authority should be concentrated in central institutions and individuals. At present the conventional wisdom of central-local relations has swung in favour of decentralisation. This book investigates whether such convergence is taking place through detailed examination in Asia Pacific. The results of the survey reveal a complex picture in which divergence is still evident in the region's patterns of central-local relations.

This book integrates the economics of aging and insight based on political economy and explores generational conflict in the context of governmental spending. This problem is general, as the Covid-19 pandemic has highlighted: lockdowns protect the elderly, but hurt the young. Policies to address global warming impose taxes on the elderly, but would bring benefits largely in the future. This book addresses intergenerational problems by placing its focus on budget allocation, taxation, and regulation. By using Japanese and US data, the authors conduct statistical analysis of whether regions with aging populations may adopt policies that generate benefits during a short period of time instead of policies that could benefit current young generations for an extended period of time. If the policy preferences of voters depend on their age, and if policy adoption by a government reflects public opinion, the change in demographic composition in a region may affect governmental policies. In an aged society, the elderly are pivotal voters. Budgets may be reallocated from policies favored by younger generations, such as education, to policies the elderly prefer, such as welfare programs. This generates an intergenerational externality problem: voters with short life expectancy do not take into consideration long-term benefits. Moreover, the current tax bases may be replaced by other tax bases that do not harm the elderly. The results reported in the book largely support these hypotheses. Evidence also shows that the gender and racial composition and institutional factors, including the extent of fiscal decentralization, are important in anticipating effects of population aging in other countries.

Dininio examines patterns of industrial assistance in the new German "Lander" (federal states) during the difficult transition from central planning to a market economy. She identifies the restructuring assistance given by the privatization agency, the "Treuhandanstalt" and the new federal state governments as the chief instruments of eastern industrial policy. In seeking to explain how the aid was allocated, Dr. Dininio examines the interests and policy resources of state and societal actors. The analysis shows that institutions condition to a significant extent the societal forces to which state actors respond in their policy choices.

In the case of East Germany, the interplay of institutions and circumstances led to a large-firm bias. The unitary business and labor organizations that were extended into the East could not accommodate the divergent interests of new members and so failed to lobby on their behalf for industrial assistance. While societal actors remained relatively passive, state actors intervened on behalf of select firms. The primacy of certain state actors but not others in these interventions as well as their primary policy agendas, derived from the institutional contours of the German polity. First, the constitution of a federal agency to privatize 13,000 firms singly and under severe time pressure prompted agency officials to give priority to large firms in the interest of expediency. Second, the dominance of the executive branch enabled Chancellor Kohl to help his supporters in the chemical industry and at Carl Zeiss Jena as well as troubled firms of national significance, such as the shipyards and the giant steel mill EKO-Stahl. Third, the federal structure of the government gave "Lander" officials significant resources to support big employers in their state, especially those from regionally dominant industries.

Post-Soviet Power tells the story of the Russian electricity system and examines the politics of its transformation from a ministry to a market. Susanne A. Wengle shifts our focus away from what has been at the center of post-Soviet political economy - corruption and the lack of structural reforms - to draw attention to political struggles to establish a state with the ability to govern the economy. She highlights the importance of hands-on economic planning by authorities - post-Soviet developmentalism - and details the market mechanisms that have been created. This book argues that these observations urge us to think of economies and political authority as mutually constitutive, in Russia and beyond. Whereas political science often thinks of market arrangements resulting from political institutions, Russia's marketization demonstrates that political status is also produced by the market arrangements that actors create. Taking this reflexivity seriously suggests a view of economies and markets as constructed and contingent entities.
