In a dramatic and well-argued challenge to the prevailing wisdom, Prosperity and Public Spending, first published in 1988, contends that the failure of Keynesian economics has been due to its timidity. Far from contracting, the government must expand its powers and activities, in order to achieve and maintain economic prosperity. The need for such expansion arises from the fact that the system has developed from a craft-based economy to a mass-production network with sophisticated international finance. This "transformational growth" brings about irreversible and sometimes devastating changes, requiring government action. Professor Nell argues that a lack of government action in the decade prior to the book's initial publication was responsible for the stagnation of the economy and he asserts that this could only be overcome by a determined policy intervention and the political will to achieve dominance over private capital.

The principle of policy coherence has been the object of a contentious debate in the European Union's external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. The blue economy, comprising coastal and marine resources, offers vast benefits for sub-Saharan Africa: of the 53 countries and territories in the region, 32 are coastal states; there are 13 million sq km of maritime zones; more than 90% of the region's exports and imports come by sea; and the African Union hails the blue economy as the 'new frontier of African renaissance'. Despite their importance, the region's coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa's potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. All too often, short-term gains are made at the expense of the long term (overfishing, for example). Patricia Morgan's core assumption is that the family is an extremely effective vehicle for raising the welfare of its members. If this is correct it is quite possible that the state can best support the family by doing very little--by not taxing the family heavily and by minimizing the subsidization of those who choose alternatives to financially self-sustaining family life.

At one level, Morgan argues, the family can be seen as a unit within which there occurs enormous transfer of economic resources between husband and wife, parents and children, and, on a wider scale, within extended families. The family is the most important vehicle of welfare and the welfare vehicle of first resort. Within the family many services are provided by family members to each other, rarely for direct personal benefit. Basic economic analysis, Morgan asserts, suggests that the family could be seriously undermined if the state provided significant support for dependents who are not brought up within self-sustaining family units, and if it also provided services, such as childcare, that are generally provided within families. This work shows that this is precisely what has happened in the last twenty-five years.

The driving force of significantly reduced family formation is not economic but social. Perhaps social changes have led to a desire by individuals to bring up children in family circumstances different from those of a generation or two ago, but evidence does not support this hypothesis. Rather, tax and benefit systems seem to be important determinants of family structure worldwide. Patricia Morgan does not simply analyze the problem, she also suggests policy solutions. The author argues that divorce laws should be reformed to ensure that those who make commitments are held financially responsible. The author's argument is compelling because it is backed up with strong evidence and is argued from an unemotional economic perspective--individuals within families are rational agents who respond to incentives.

"Patricia Morgan" has published extensively on crime, the family, adoption, and welfare policy over more than twenty years.
