Climate Change, Disasters and the Refugee Convention is concerned with refugee status determination (RSD) in the context of disasters and climate change. It demonstrates that the legal predicament of people who seek refugee status in this connection has been inconsistently addressed by judicial bodies in leading refugee law jurisdictions, and identifies epistemological as well as doctrinal impediments to a clear and principled application of international refugee law. Arguing that RSD cannot safely be performed without a clear understanding of the relationship between natural hazards and human agency, the book draws insights from disaster anthropology and political ecology that see discrimination as a contributory cause of people's differential exposure and vulnerability to disaster-related harm. This theoretical framework, combined with insights derived from the review of existing doctrinal and judicial approaches, prompts a critical revision of the dominant human rights-based approach to the refugee definition.
This pioneering piece of research on the situated study of language issues in the context of forced migration provides interdisciplinary insights into language as learned, used and lived by 12 Congolese refugees in Norway. It offers an innovative contribution to the field of SLA by bringing together structural, cognitive, social and critical approaches to data collected among the same individuals, these individuals being underrepresented within the field of SLA research as both refugees and learners whose experiences with language stem from the Global South. Their histories of mobility and their learning contexts are rarely reflected in theories and concepts from the Global North and this book thus makes a much-needed contribution to the field.
Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.
Free World? is a major contribution to the transnational history of humanitarianism in the postwar world. Peter Gatrell shows how and why the UN, NGOs, governments and individuals embarked on a unique campaign, World Refugee Year (1959-60), in response to global refugee crises, particularly in Europe, the Middle East and the Far East. Adopted by nearly one hundred countries, the campaign galvanised public opinion and raised money by enlisting celebrities, using the mass media, and recreating 'refugee camps' in the affluent West. Free World? assesses the causes and consequences of the refugee crises, locates the campaign in the broader geopolitical context of the Cold War and decolonisation and shows how it helped to inspire subsequent campaigns such as Amnesty International and Freedom from Hunger. Ultimately, the book asks how those who are in a more privileged position might better reflect on their responsibilities towards refugees in the modern world.
The Naval base in Guantanamo Bay, Cuba has been in the news constantly since the U.S. began using it as a prison camp after the terrorist attacks of September 11, 2001. With all the controversy surrounding the torture of suspects at the prison, its precedent-setting prior use as an immigrant detention center for Haitian and Cuban boat people has been largely overlooked. Overcoming Guantanamo is an oral history of the rafter crisis and the camps written by an anthropologist who worked in the camps. More than a straight oral history, the book is a study of group-level trauma and coping. Using a trauma studies perspective along with discourse-oriented models from anthropology, the book discusses examples of the extensive camp artwork as well as the oral history narratives as part of a meaning-making process that necessarily occurs as people recover from trauma. Campisi worked in the Cuban camps for a year as a temporary employee of the Justice Department's mediation service, and then returned to analyze the camps from an anthropological point of view. She conducted life history interviews of twelve of the rafters, which included the process of disenchantment with the Revolution, leaving Cuba, the rafting trip, life on the base, and their initial experiences in Cuban Miami, focusing on life on the base. Their stories are gripping. Some people provided disturbing accounts of military abuses, which is an ancillary reason that Overcoming Guantanamo is important right now: human rights violations that occurred at the prison for terror suspects also occurred in the Cuban and Haitian camps, but few people know about them. All such violations should be taken into account in current debates about the use of the base. While it is important as an oral history, the book's examination of the camp culture also makes it a new contribution to the field of anthropology. Campisi argues that because trauma has cognitive and emotional impacts that require an individual to create new meanings, when people work through individually-traumatic experiences as a group, the new meanings they generate together create new cultural forms. Hence, social trauma can be culturally generative. In these times, that is an important conclusion.
To the charity workers, Dadaab refugee camp is a humanitarian crisis; to the Kenyan government, it is a 'nursery for terrorists'; to the western media, it is a dangerous no-go area; but to its half a million residents, it is their last resort. Situated hundreds of miles from any other settlement, deep within the inhospitable desert of northern Kenya where only thorn bushes grow, Dadaab is a city like no other. Its buildings are made from mud, sticks or plastic, its entire economy is grey, and its citizens survive on rations and luck. Over the course of four years, Ben Rawlence became a first-hand witness to a strange and desperate limbo-land, getting to know many of those who have come there seeking sanctuary. Among them are Guled, a former child soldier who lives for football; Nisho, who scrapes an existence by pushing a wheelbarrow and dreaming of riches; Tawane, the indomitable youth leader; and schoolgirl Kheyro, whose future hangs upon her education. In City of Thorns, Rawlence interweaves the stories of nine individuals to show what life is like in the camp and to sketch the wider political forces that keep the refugees trapped there. Lucid, vivid and illuminating, here is an urgent human story with deep international repercussions, brought to life through the people who call Dadaab home.
We Are Better Than This is a collection of essays and poetry addressing the Australian government's asylum seeker policy. The aims of the book are several: to provide some of the information about the situation in detention camps that is being withheld by the government; to correct some of the government's misrepresentations of the current situation; to clarify some of the complex legal issues surrounding the right to seek asylum, and to give some insight into the plight of those who are seeking asylum. It is hoped that this book will better inform people about the government's policies: to support those who are unsatisfied and seeking to change the situation, as well as those who are uncertain and need more easily accessible and reliable information. Contributors are drawn from several areas of expertise and engagement with asylum seekers.
Luise Urban was born in 1933 into a world about to be turned upside down. Her family lived east of the river Oder. Fatefully, her family were not Nazi Party members and suffered as a result. As the Third Reich crumbled and the Red Army advanced, she was one of 15 million Germans trapped in a war zone during the terrible winter of 1945. Weakened by starvation and forced to flee their home, it was only the bravery of Luise's mother that saved the family from total destruction. The Oder-Neisse line (Oder-Neisse-Grenze) is the German-Polish border drawn in the aftermath of the war. The line primarily follows the Oder and Neisse rivers to the Baltic Sea west of the city of Stettin. All pre-war German territory east of the line and within the 1937 German boundaries was discussed at the Potsdam Conference in 1945. Germany was to lose 25 per cent of her territory under the agreement. Crucially, Stalin, Churchill and Truman also agreed to the expulsion of the German population beyond the new eastern borders. This meant that almost all of the native German population was killed, fled or was driven out by force. In A Dangerous Game, Luise relives that harrowing time, written in memory of her mother, to whom she owes her life. It is the story of a child, but it is not a story for children.

Tthe treatment of migrants is one of the most challenging issues that human rights, as a political philosophy, faces today. It has increasingly become a contentious issue for many governments and international organizations around the world. The controversies surrounding immigration can lead to practices at odds with the ethical message embodied in the concept of human rights, and the notion of 'migrants' as a group which should be treated in a distinct manner. This book examines the way in which two institutions tasked with ensuring the protection of human rights, the European Court of Human Rights and Inter-American Court of Human Rights, treat claims lodged by migrants. It combines legal, sociological, and historical analysis to show that the two courts were the product of different backgrounds, which led to differing attitudes towards migrants in their founding texts, and that these differences were reinforced in their developing case law. The book assesses the case law of both courts in detail to argue that they approach migrant cases from fundamentally different perspectives. It asserts that the European Court of Human Rights treats migrants first as aliens, and then, but only as a second step in its reasoning, as human beings. By contrast, the Inter-American Court of Human Rights approaches migrants first as human beings, and secondly as foreigners (if they are). Dembour argues therefore that the Inter-American Court of Human Rights takes a fundamentally more human rights-driven approach to this issue. The book shows how these trends formed at the courts, and assesses whether their approaches have changed over time. It also assesses in detail the issue of the detention of irregular migrants. Ultimately it analyses whether the divergence in the case law of the two courts is likely to continue, or whether they could potentially adopt a more unified practice.
What does it mean when humanitarianism is the response to death, injury and suffering at the border? This book interrogates the politics of humanitarian responses to border violence and unequal mobility, arguing that such responses mask underlying injustices, depoliticise violent borders and bolster liberal and paternalist approaches to suffering. Focusing on the diversity of actors involved in humanitarian assistance alongside the times and spaces of action, the book draws a direct line between privileges of movement and global inequalities of race, class, gender and disability rooted in colonial histories and white supremacy and humanitarian efforts that save lives while entrenching such inequalities. Based on eight years of research with border police, European Union officials, professional humanitarians, and grassroots activists in Europe's borderlands, including Italy and Greece, the book argues that this kind of saving lives builds, expands and deepens already restrictive borders and exclusive and exceptional identities through what the book calls humanitarian borderwork.

Under threat of financial penalties airlines today reject any passenger not in possession of a valid visa, and private contractors are used to run detention centres and man border crossings. In this volume Thomas Gammeltoft-Hansen examines the impact of these new practices for refugees' access to asylum. A systematic analysis is provided of the reach and limits of international refugee law when migration control is carried out extraterritorially or by non-state actors. State practice from around the globe and case law from all the major human rights institutions is discussed. The arguments are further linked to wider debates in human rights, general international law and political science.
Using comparative cases from Guinea, Uganda, and the Democratic Republic of Congo, this study explains why some refugee-hosting communities launch large-scale attacks on civilian refugees whereas others refrain from such attacks even when encouraged to do so by state officials. Ato Kwamena Onoma argues that such outbreaks only happen when states instigate them because of links between a few refugees and opposition groups. Locals embrace these attacks when refugees are settled in areas that privilege residence over indigeneity in the distribution of rights, ensuring that they live autonomously of local elites. The resulting opacity of their lives leads locals to buy into their demonization by the state. Locals do not buy into state denunciation of refugees in areas that privilege indigeneity over residence in the distribution of rights because refugees in such areas are subjugated to locals who come to know them very well. Onoma reorients the study of refugees back to a focus on the disempowered civilian refugees that constitute the majority of refugees even in cases of severe refugee militarization.

These are the photographs and writings by 12 young refugees, living in London, who have been mentored by established photographers as part of the work by the charity PhotoVoice. Their stories personalise and individualise the lives behind the labels - through their images and words, we understand something more of London through their eyes, and of their lives as young people finding their place in a new city, far from home. With introductions by the broadcaster George Alagiah, writer Hari Kunzru and critic Charlotte Cotton, the book shows a side of London from the point of view of some of the city's newest arrivals. The young people, aged 16-23, come from around the world, all with their own diverse experiences and backgrounds. This book traces the South West Africa People's Organization (SWAPO) across its three decades in exile through rich, local histories of the camps where Namibian exiles lived in Tanzania, Zambia, and Angola. Christian A. Williams highlights how different Namibians experienced these sites, as well as the tensions that developed within SWAPO as Namibians encountered one another and as officials asserted their power and protected their interests within a national community. The book then follows Namibians who lived in exile into post-colonial Namibia, examining the extent to which divisions and hierarchies that emerged in the camps continue to shape how Namibians relate to one another today, undermining the more just and humane society that many had imagined. In developing these points about SWAPO, the book draws attention to Southern African literature more widely, suggesting parallels across the region and defining a field of study that examines post-colonial Africa through 'the camp'.
