The communists of East Central Europe came to power promising to bring about genuine equality, paying special attention to achieving gender equality, to build up industry and create prosperous societies, and to use music, art, and literature to promote socialist ideals. Instead, they never succeeded in filling more than a third of their legislatures with women and were unable to make significant headway against entrenched patriarchal views; they considered it necessary (with the sole exception of Albania) to rely heavily on credits to build up their economies, eventually driving them into bankruptcy; and the effort to instrumentalize the arts ran aground in most of the region already by 1956, and, in Yugoslavia, by 1949. Communism was all about planning, control, and politicization. Except for Yugoslavia after 1949, the communists sought to plan and control not only politics and the economy, but also the media and information, religious organizations, culture, and the promotion of women, which they understood in the first place as involving putting women to work. Inspired by the groundbreaking work of Robert K. Merton on functionalist theory, this book shows how communist policies were repeatedly undermined by unintended consequences and outright dysfunctions.

This book examines ethnoterritorial conflict and reconciliation in Ireland from the 1916 Rising to Brexit (2021), including the production and consequences of the island's two distinct political units. Highlighting key geographic themes of bordering, unity, division, and national narratives, it explores how geopolitical space has been employed over time to (re)define divided national allegiances throughout Ireland and within Irish-British relations. The analysis draws from in-depth interviews and archival research, and spans supranational, state, municipal, neighborhood, and individual scales. The objective of Arab Criminology is to establish a criminological sub-field called 'Arab Criminology.' The ever-evolving field of criminology has advanced in the past decade, yet many impediments remain. Unlike criminology in Africa, Asia, the Americas, Europe, and Oceania based merely on geopolitical constructs, the Arab world has unique commonalities that do not exist in the other established sub-fields on criminology. The Arab world has largely remained in criminology's periphery despite the region's considerable importance to current international affairs. In response, this book explores two main questions: Why should we and how do we establish a sub-field in Arab Criminology? The authors examine the state of criminology in the Arab world, define its parameters, and present four components that bond and distinguish Arab criminology from other criminological area studies. They then identify the requirements for establishing Arab criminology and detail how local, regional, and international researchers can collaborate, develop, and expand the sub-field. Arab Criminology will challenge some of the recurrent Orientalist and Islamophobic tropes in Northern criminology and progress the discipline of criminology to reflect a more diverse focus that embraces regions from the Global South. Chambers, Nuangjamnong, and their contributors look at how the development of the beer industry in East Asia presents a unique opportunity for understanding the region's political economy. Asia is both the world's largest beer-consuming and beer-producing region, and the fastest growing beer market. Per-capita consumption is lower than Europe, but catching up fast. Beer consumption is also widely understood to correlate closely with economic growth and urbanization, much more so than other alcoholic beverages like spirits. With ten country case studies from both Northeast and Southeast Asia, the contributors to this volume look at the history of beer production and consumption across East Asia through a lens of historical institutionalism and political economy. This book investigates the emergence, the dissemination and the reception of the notion of state fragility . It analyses the process of conceptualisation, examining how the fragile states concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the state fragility label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors on the receiving end, describing how the elites and governments in so-called fragile states have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the fragile state concept.

Indonesia is the most populous Muslim country in the world. Taking into account also its endowment and potential economic resources, the Islamic banking industry in Indonesia was expected to take on an important role in facilitating more financial resources and to contribute to the internationalization of the Islamic mode of financing particularly in the Asia-Pacific region. However, the reality is far from the expectation. This book aims to clarify the causes and fundamental constraints leading to the extraordinarily low level of Indonesia's Islamic financial deepening. The authors draw on the traditions of Institutional Economics which are concerned with the rules or mechanisms of creating the 'incentive' and 'threat' for economic players because the rules (institutions) would matter as the determinant for economic development and economic efficiency. This book offers a fairly new analytical lens by hypothesizing that Islamic banks must earn additional profit- the authors coined as 'Islamic bank rent' - to maintain their franchise value as prudent Shari'ah-compliant lenders when compared to conventional banks. The authors argued that insufficient provision of the Islamic bank rent opportunity may have caused the Indonesia's Islamic banks the opportunity to learn and improve their skill and capacity for the credit risk management. The book also offers evidence in support of implementing economic and affirmative policy necessary for incubating and developing the Islamic banking industry in Indonesia and making Indonesia an international Islamic financial hub in the Asia-Pacific region. Over the course of four decades of the Cold War, Chakraborti and Chakraborty analyse India's path from nonalignment towards realism and self-assertion, and finally to confidence-building and interdependence with respect to their neighbours in Southeast Asia. What were the reasons for India's shift from non-alignment to a more pragmatic approach to foreign relations in its relationships with both the non-Communist states of ASEAN and the Communist States of Indochina? How was this shift perceived by those countries? To what degree were Pakistan's foreign and defence policies responsible for India's changes in alignment throughout the Cold War? What lessons can we draw from these events, as the Indo-Pacific is again becoming a major arena of great power rivalry? In order to address these questions, Chakraborti and Chakraborty study the development of India's foreign and security policies throughout the period, tracking the changes of stances between and within administrations. Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.
