Interweaving rich ethnographic descriptions with an innovative theoretical approach, this book explores and unsettles conventional maps and understandings of Europe and the Americas. Through an examination of the recently inaugurated cross-border bridge between France's overseas department of French Guiana and Brazil's northern state of Amapa, which effectively acts as a one-way street and serves to perpetuate inequalities in a historically deeply entangled region, it foregrounds the ways in which borderland inhabitants such as indigenous women, illegalised migrants, and local politicians deal with these inequalities and the increasingly closed Amazonian border in everyday life. A study that challenges the coloniality of memory, this volume shows how the borderland along and across the Oyapock River, far from being the hinterland of France and Brazil, in fact illuminates entangled histories and their concomitant inequalities on a large scale. As such, it will appeal to scholars of sociology and border studies with interests in postcolonialism, memory, and inequality.

Chairullah investigates how the political, social, and economic interests of national and local elites were negotiated in the formulation and early stages of Special Autonomy in Papua Province, Indonesia. The Papuan case lends support to the current conception of elite theory, which considers the influence of actors and dynamics beyond power elites in the decision-making process. The failure of the policy implementation as a conflict reduction strategy in the Papuan case can be attributed to the dynamics of elite configurations during the negotiation and early implementation stages. Chairullah presents two significant new findings for research on Papuan Special Autonomy. Firstly, that secret negotiations were held between Papuan and national elites during Abdurrahman Wahid's presidency, and these were crucial in reducing separatist sentiment in Papua. Secondly, that the United States, through Freeport McMoRan, strongly influenced the Special Autonomy negotiation process. The actions of national elites in Jakarta led to widespread disappointment about the policy at all levels in Papua and the subsequent escalation of separatist sentiment based on Papuan ethnic identity. This book examines the role of social process and routinised violence in the use of underaged soldiers in the country now known as South Sudan during the twenty-one-year civil war between Sudan's northern and southern regions. Drawing on accounts of South Sudanese who as children and teenagers were part of the Red Army-the youth wing of the Sudan People's Liberation Army (SPLA)-the book sheds light on the organised nature of the exploitation of children and youth by senior adult figures within the movement. The book also includes interviews with several of the original Red Army commanders, all of whom went on to hold senior positions within the military and government of South Sudan. The author chronicles the cultural transformation experienced by members of the Red Army and considers whether an analysis of the processes involved in what was then Africa's longest civil war can aid our understanding of South Sudan's more recent descent into ethnicised conflict. The 1960s, in retrospect, may be chiefly remembered for the unprecedented constitutional developments it witnessed in countries emerging from colonial rule. This volume examines to what extent the positive atmosphere created by the Helsinki Accords contributed to the change in political circumstances seen in the countries of Central Europe, under Soviet domination. It focuses in particular on - firstly - a consequent new impetus to bolster human rights in international politics, as Western democracies - especially the US - integrated human rights concerns into its foreign policy relations with Soviet Bloc countries and - secondly - how this Western embrace of human rights seemed to create new incentives for increased dissident activity in Central and Eastern Europe and from 1976 onward. Finally, the book reminds us of the significant role of the Helsinki Accords in developing democratic practices in Eastern European societies under Soviet domination in 1975-1989 and in creating the conditions for the peaceful transition to democratic government in the years that followed. This book explores the differing treatment of Russian minorities in the non-Russian republics which seceded from the Soviet Union in the early 1990s. Providing detailed case studies, it explains why intervention by Russia occurred in the case of Ukraine, despite Ukraine's benevolent and inclusive treatment of the large Russian minority, whereas in other republics with less benevolent approaches to minorities intervention did not occur, for example Kazakhstan, where discrimination against the Russian minority increased over time, and Latvia, where the country on its accession to the European Union was deemed to have good minority rights protection, despite a record of discrimination against the Russian minority. Throughout the book emphasises the importance of the perceptions of the republic government regarding the interaction between the minority's kin-state and the minority, the role that minorities played within the nation-building process and after secession, and the dual threat coming from both the domestic and international spheres.

This book shows how a constructivist account of bargaining sheds new light on the emergence of impasse situations in international trade negotiations. It uncovers the subtle ways in which misperceptions - and the problems of overcoming them - complicate negotiations. It brings to the forefront misperceptions and sticky beliefs that complicate trade talks between the Global South and the Global North. Empirically, the book examines the recent negotiations of Economic Partnership Agreements between the European Union (EU) and West Africa (2002-2014). In doing so, it enriches the study of negotiations of development-oriented trade agreements in the context of a major North-South partnership. By exploring a constructivist perspective on game theory, the author uncovers how the repeated impasse situations followed from the different "games" both sides expected to be playing. The author shows that such misperceptions endured because they reflected deep-seated normative disagreements not only over the effects of neo-liberal trade reforms, but also over how to structure EU - Africa post-colonial trade relations in the 21st century. Comparing and contrasting both sides' divergent perspectives helps us to see how trade negotiations are never just about economic interests, but also about the (re)negotiation of the values and ideas that structure state interaction. The book draws on a large set of qualitative primary data on EU-West Africa trade negotiations. The aim of this book is to highlight the great potential of decentralized (i.e. local or urban) energy policies in achieving environmentally-benign developments for modern cities. Urban sustainability is placed in the context of the debate on global sustainable development. A wide array of policy initiatives is discussed and evaluated, ranging from market-based energy policies to technological innovation policies for the energy sector. A theoretical framework for technology adoption processes is developed and empirically tested. The main question addressed is: which are the critical success factors for successful urban energy policies? This question is also dealt with in a meta-analytic context by assessing and comparing the performance of energy policies in various European cities, with a particular view to renewable energy.
