Agriculture, mining and related rural industries have been central to the development of Australia's economy. This book details the role that the Australian Government has played in the making of rural and regional Australia, particularly since World War II. The book reviews these policies and evaluates them with regards the commitments undertaken by the Government to contribute towards vibrant, rural communities. Policy areas addressed include agriculture, water, education, welfare and population, natural resource management, resource extraction, Indigenous and affairs, localism, rural research and regional innovation, Youth Affairs and the devolution of regional governance. Overall two distinct policy strategies can be observed: one wherein the government saw its role as part of the entrepreneurial state and a sector wherein government has increasingly taken itself out of industry development, leaving this role to the market. Having considered these strategies and their impacts, the book concludes that policy over the past 40 years has not in fact contributed to a more vibrant, prosperous rural and regional Australia. Rural and Regional Futures concludes with several chapters looking to the future. One chapter explores what the role of the state can be within a social market economy while the final chapter gives consideration to the initial steps rural communities will need to take to begin the process of revitalisation. While these materials present as a case study of developments in Australia, the policy shift from the Government as entrepreneur to a focus on markets is an international one and as such, the insights offered by this book will have wide appeal.

This book analyses the key forces affecting the affordability of rural homes in Britain and the changing shape of housing markets. It takes as its starting point, demographic trends impacting upon rural communities and upon market dynamics. From this point, it explores consequent patterns of housing affordability, examining changing opportunities in the rental and sale markets, at different spatial scales. The book also focuses on how markets are analysed, and how data are selectively used to demonstrate low levels of affordability, or a lack of need for additional housing in small village locations. Building on the demographic theme, the book considers the housing implications of an aging population, before the focus finally shifts to community initiative in the face of housing undersupply and planning's future role in delivering and procuring a more constant and predictable supply of affordable homes. In a speculative conclusion, the book ends by examining the current political trajectory in England, and the prospects for housing in the countryside in the context of localism and neighbourhood planning at a village level. At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments' strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the 'empty slogan' described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies' strategic agency can actually push forward effective - albeit not necessarily optimal - policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.

This book illustrates the ways in which communities can strengthen the links and set the stage for long-term partnerships between sustainable agriculture and sustainable rural community development initiatives. It provides lessons learned, first, from the community development literature that can help shape sustainable agriculture strategies, and second, from the sustainable agriculture literature that can prove useful in moulding sound and effective community development strategies. The threads that weave the chapters together is the commitment to a building and expanding the community capital resources that have important bearing on the sustainability of agriculture and the broader community of which it is a part. Certainly, the success of the agriculture/community partnerships is rooted in one critical ingredient - "social capital." To be effective over the long-term, sustainable development depends on a network of people, drawn from a wide array of interests, who have a strong trusting relationship with one another, and who are willing to work together in responding to the economic, environmental, and social challenges facing agriculture and community alike. At the same time, strategies that work to strengthen the stock of all seven types of community capitals are important to pursue. It is balanced investments in all seven types of community capitals that will contribute to the emergence of "community agency" -- the ability of local people to act in a proactive manner in managing, utilizing, and enhancing local resources. With the emergence of "community agency," an important step in the pursuit of a sustainable future for both agriculture and community is possible. Rural areas and rural people have been centrally implicated in Southeast Asia's modernisation. Through the three entry points of smallholder persistence, upland dispossession, and landlessness, this Element offers an insight into the ways in which the countryside has been transformed over the past half century. Drawing on primary fieldwork undertaken in Laos, Thailand and Vietnam, and secondary studies from across the region, Rigg shows how the experience of Southeast Asia offers a counterpoint and a challenge to standard, historicist understandings of agrarian change and, more broadly, development. Taking a rural view allows an alternative lens for theorising and judging Southeast Asia's modernisation experience and narrative. The Element argues that if we are to capture the nature - and not just the direction and amount - of agrarian change in Southeast Asia, then we need to view the countryside as more than rural and greater than farming.

Despite an EU-wide commitment to rural development, research has rarely focused on the lives of young people in rural areas, their experiences in education and employment, their perceptions of policies relevant to them, and their possibilities of participation. Based on a two-year European research project on policies and young people in rural development, this edited volume examines these issues and considers young people's experiences of rural life in Austria, Finland, France, Germany, Ireland, Portugal and Scotland. The volume is organized thematically with each chapter addressing a specific topic in one or more countries. These topics comprise: the attractiveness of rural areas to young people; the impact of programmes under the European Employment Guidelines; rural youth in local community development and partnerships; rural development programmes and their impact on youth integration; the role of social networks; and the transition from education to employment. Although there has been an increasing interest in rural tourism in terms of research, training and teaching in recent years, its conceptualization and the relationships between concept and strategy are still poorly represented and not well understood. This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. The procurement of goods and services, the disbursement of funds and monitoring and evaluation requirements are examined in detail.

Today the use of the term countryside reflects a dual historical shift due to the decreasing importance of agriculture - both in terms of employment and production - in European economies and the shift toward the environment. An increasing part of rural populations is being drawn into non-agricultural sectors such as tourism, construction, manufacturing, and the conventional and innovative services, thereby granting a more diversified and contemporary role to the countryside. The environmental shift has questioned many of the very fundamental premises governing the relationship between social practices and nature. Agenda 2000 and the ongoing debate concerning the CAP reforms are connected to a large extent with these new realities. Contemporary processes of economic, social, political and cultural restructuring are having profound impacts on the form and function of rural areas within the countries of the European Union and beyond. Furthermore, rural development policies and programmes at EU and national levels have been critical in shaping the responses of different rural areas across Europe to these wider processes of restructuring. Contrasting empirical studies of ten European countries, this volume provides a comprehensive analysis of the restructuring processes and the various national, regional and local rural development programmes. Adopting a different national perspective in each chapter, it focuses particularly on issues of power and leadership in the evolution and administration of these programmes. Around the fringe of Europe lies a green ring of countries which have followed different pathways into modernity from the industrial core of the continent and have, until recently, been characterized by a strong agrarian presence in their politics, economy and culture. This book brings together case studies from both the post-socialist countries and EU member states which make up the green ring to compare experiences of rural and agricultural groups. Rural Geographies provides a critical, contemporary and accessible introduction to understanding rural change by using geographical ideas to explain and analyse current issues affecting the countryside. The book discusses how the countryside has been conceptualised and located by geographers and considers how it can be studied across different scales (from community to the global countryside). This volume represents the result of almost two decades of trans-Atlantic collaborative development of a policy research paradigm, the International Comparative Rural Policy Studies program. Over this period dozens of scientists from different disciplines but with a common interest in rural issues and policy have collaboratively studied the policies in North America, Europe, and other parts of the world. A core element of the book is the idea and practice of comparative research and analysis - what can be learned from comparisons, how and why policies vary in different contexts, and what lessons might or might not be "transferable" across borders. It provides skills for the use of comparative methods as important tools to analyze the functioning of strategies and specific policy interventions in different contexts and a holistic approach for the management of resources in rural regions. It promotes innovation as a tool to valorize endogenous resources and empower local communities and offers case studies of rural policy in specific contexts. The book largely adopts a territorial approach to rural policy. This means the book is more interested in rural regions, their people and economies, and in the policies that affect them, than in rural sectors, and sectoral policies per se. How is it that rural poverty in southern Tanzania appears both easy to explain and yet also mystifying? Why is it that 'development' is such a touchstone, when actual attempts at fostering development have been largely ephemeral and/or unpopular for decades? In this book, Felicitas Becker traces dynamics of rural poverty based on the exportation of foodstuffs rather than the better-known problems connected to exportation of migrant labour, and examines what has kept the development industry going despite its failure to break these dynamics. Becker argues that development planners often exaggerated their prospects to secure funding, repackaged old strategies as new to maintain their promise, and shifted blame onto rural Africans for failing to meet the expectations they had raised. But the rural poor, too, pursued conversations on the causes and morality of poverty and wealth. Despite their dependence and deprivation, officials found repeatedly that they could not take them for granted.

This thought-provoking book questions the framework of the Horizon 2020 strategy and the policies of smart development. It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Global urbanization promises better services, stronger economies, and more connections; it also carries risks and unforeseeable consequences. To deepen our understanding of this complex process and its importance for global sustainability, we need to build interdisciplinary knowledge around a systems approach.
