Defense Economics - An Institutional Perspective (Hardcover, 1st ed. 2021): Marcus Matthias Keupp Defense Economics - An Institutional Perspective (Hardcover, 1st ed. 2021)
Marcus Matthias Keupp
R2,417 Discovery Miles 24 170 Ships in 18 - 22 working days

This textbook examines the economic problems of military organizations from an institutional perspective. It discusses the efficiency and effectiveness of military performance, using a capability-based conceptualization. Constitutional, historical and economic considerations complement the analysis. Neither the analysis nor the conclusions depend on any specific armed force, culture, organization, or language. On the contrary, the challenge of defense economics analysis and armed forces management is reduced to a fundamental economic problem, and solutions to this problem are offered. This book is a must-read for students, scholars and practitioners interested in a better understanding of defense economics.

Applied General Equilibrium Analysis of India's Tax and Trade Policy (Hardcover): Sameer R. Rege Applied General Equilibrium Analysis of India's Tax and Trade Policy (Hardcover)
Sameer R. Rege
R3,654 Discovery Miles 36 540 Ships in 10 - 15 working days

This title was first published in 2003. India's tax revenues depend on manufacturing while agriculture and services generate employment. WTO's Uruguay and Doha rounds imply large tariff cuts. This affects the competitiveness of the Indian manufacturing sector and has implications for government deficits. Excessive dependence on indirect taxes and subsidies to regulate markets introduces distortions and is incompatible with free market principles. The book analyses welfare implications of fiscal and trade policies for India. To put the results in perspective, developments in trade theory, public finance and Computable General Equilibrium (CGE) modelling are covered. Theoretical results are juxtaposed with empirical findings from these models. Methodology to construct CGE models is also covered. The trade model covers tariff cuts under various assumptions besides incorporating "new trade theory". As tax reforms and tariff cuts are independent, past tax reforms like MODVAT (MODified VAT) and proposed reforms like VAT, elimination/reduction of subsidies are covered using a separate tax model.

Catching Capital - The Ethics of Tax Competition (Hardcover): Peter Dietsch Catching Capital - The Ethics of Tax Competition (Hardcover)
Peter Dietsch
R1,200 Discovery Miles 12 000 Ships in 10 - 15 working days

Rich people stash away trillions of dollars in tax havens like Switzerland, the Cayman Islands, or Singapore. Multinational corporations shift their profits to low-tax jurisdictions like Ireland or Panama to avoid paying tax. Recent stories in the media about Apple, Google, Starbucks, and Fiat are just the tip of the iceberg. There is hardly any multinational today that respects not just the letter but also the spirit of tax laws. All this becomes possible due to tax competition, with countries strategically designing fiscal policy to attract capital from abroad. The loopholes in national tax regimes that tax competition generates and exploits draw into question political economic life as we presently know it. They undermine the fiscal autonomy of political communities and contribute to rising inequalities in income and wealth. Building on a careful analysis of the ethical challenges raised by a world of tax competition, this book puts forward a normative and institutional framework to regulate the practice. In short, individuals and corporations should pay tax in the jurisdictions of which they are members, where this membership can come in degrees. Moreover, the strategic tax setting of states should be limited in important ways. An International Tax Organisation (ITO) should be created to enforce the principles of tax justice. The author defends this call for reform against two important objections. First, Dietsch refutes the suggestion that regulating tax competition is inefficient. Second, he argues that regulation of this sort, rather than representing a constraint on national sovereignty, in fact turns out to be a requirement of sovereignty in a global economy. The book closes with a series of reflections on the obligations that the beneficiaries of tax competition have towards the losers both prior to any institutional reform as well as in its aftermath.

Tax Avoidance and Anti-Avoidance Measures in Major Developing Economies (Hardcover, New): Phyllis Mo Tax Avoidance and Anti-Avoidance Measures in Major Developing Economies (Hardcover, New)
Phyllis Mo
R2,857 Discovery Miles 28 570 Ships in 10 - 15 working days

Tax avoidance and evasion have an important effect on the economic development of every economy. Developing economies are particularly vulnerable to tax avoidance and evasion due to inadequacies in their institutional framework and the lack of sufficient expertise and resources to monitor the intricacies of this issue. Given the far-reaching effect of revenue losses due to tax noncompliance, many developing countries have undertaken tax reforms to improve their tax administration and implemented various anti-avoidance measures to combat tax evasion. This book provides an overview of recent tax reforms and institutional frameworks of four major developing economies, China, India, Brazil, and Mexico, with a focus on China. Most important, this book investigates the tax avoidance behaviors as well as their anti-avoidance legislation. In particular, this book includes an in-depth empirical study on tax noncompliance behaviors of foreign investors detected by the Chinese tax authorities. The empirical evidence on how tax policy and other corporate factors affect tax avoidance behavior helps public policy makers improve tax compliance through designing legislative and administrative measures. Though the findings pertain to China, the largest developing economy, the results should be a useful reference for other developing countries.

Cogs and Monsters - What Economics Is, and What It Should Be (Paperback): Diane Coyle Cogs and Monsters - What Economics Is, and What It Should Be (Paperback)
Diane Coyle
R497 R442 Discovery Miles 4 420 Save R55 (11%) Ships in 10 - 15 working days

How economics needs to change to keep pace with the twenty-first century and the digital economy Digital technology, big data, big tech, machine learning, and AI are revolutionizing both the tools of economics and the phenomena it seeks to measure, understand, and shape. In Cogs and Monsters, Diane Coyle explores the enormous problems—but also opportunities—facing economics today and examines what it must do to help policymakers solve the world’s crises, from pandemic recovery and inequality to slow growth and the climate emergency. Mainstream economics, Coyle says, still assumes people are “cogs”—self-interested, calculating, independent agents interacting in defined contexts. But the digital economy is much more characterized by “monsters”—untethered, snowballing, and socially influenced unknowns. What is worse, by treating people as cogs, economics is creating its own monsters, leaving itself without the tools to understand the new problems it faces. In response, Coyle asks whether economic individualism is still valid in the digital economy, whether we need to measure growth and progress in new ways, and whether economics can ever be objective, since it influences what it analyzes. Just as important, the discipline needs to correct its striking lack of diversity and inclusion if it is to be able to offer new solutions to new problems. Filled with original insights, Cogs and Monsters offers a road map for how economics can adapt to the rewiring of society, including by digital technologies, and realize its potential to play a hugely positive role in the twenty-first century.

Tax Politics and Policy (Hardcover): Michael Thom Tax Politics and Policy (Hardcover)
Michael Thom
R4,926 Discovery Miles 49 260 Ships in 10 - 15 working days

Taxes are an inescapable part of life. They are perhaps the most economically consequential aspect of the relationship between individuals and their government. Understanding tax development and implementation, not to mention the political forces involved, is critical to fully appreciating and critiquing that relationship. Tax Politics and Policy offers a comprehensive survey of taxation in the United States. It explores competing theories of taxation's role in civil society; investigates the evolution and impact of taxes on income, consumption, and assets; and highlights the role of interest groups in tax policy. This is the first book to include a separate look at "sin" taxes on tobacco, alcohol, marijuana, and sugar. The book concludes with a look at tax reform ideas, both old and new. This book is written for a broad audience-from upper-level undergraduates to graduate students in public policy, public administration, political science, economics, and related fields-and anyone else that has ever paid taxes.

Taxation History, Theory, Law and Administration (Hardcover, 1st ed. 2021): Parthasarathi Shome Taxation History, Theory, Law and Administration (Hardcover, 1st ed. 2021)
Parthasarathi Shome
R3,200 Discovery Miles 32 000 Ships in 18 - 22 working days

Tax practitioners are unfamiliar with tax theory. Tax economists remain unfamiliar with tax law and tax administration. Most textbooks relate mainly to the US, UK or European experiences. Students in emerging economies remain unfamiliar with their own taxation history. This textbook fills those gaps. It covers the concept of taxes in regards to their rationale, principles, design, and common errors. It addresses distortions in consumer choices and production decisions caused by tax and redressals. The main principles of taxation-efficiency, equity, stabilization, revenue productivity, administrative feasibility, international neutrality-are presented and discussed. The efficiency principle requires the minimisation of distortions in the market caused by tax. Equity in taxation is another principle that is maintained through progressivity in the tax structure. Similarly, other principles have their own ramifications that are also addressed. A country's constitutional specification of tax assignment to different levels of government-central, state, municipal-are elaborated. The UK is more centralised than the US and India. India has amended its constitution to introduce a goods and services tax (GST) covering both central and state governments. Drafting of tax law is crucial for clarity and this aspect is addressed. Furthermore, the author illustrates different types of taxes such as individual income tax, corporate income tax, wealth tax, retail sales/value added/goods and services tax, selective excises, property tax, minimum taxes such as the minimum alternate tax (MAT), cash-flow tax, financial transactions tax, fringe benefits tax, customs duties and export taxes, environment tax and global carbon tax, and user charges. An emerging concern regarding the inadequacy of international taxation of multinational corporations is covered in some detail. Structural aspects of tax administration are given particular attention.

Labour Supply and Microsimulation - The Evaluation of Tax Policy Reforms (Hardcover, illustrated edition): John Creedy, Guyonne... Labour Supply and Microsimulation - The Evaluation of Tax Policy Reforms (Hardcover, illustrated edition)
John Creedy, Guyonne Kalb
R4,409 Discovery Miles 44 090 Ships in 10 - 15 working days

This book provides a detailed introduction to behavioural tax microsimulation methods and reviews the use of such models for evaluating tax policy reforms. The steps required to construct a microsimulation model are described in detail and methods of evaluating policy changes are then presented. Labour Supply and Microsimulation deals with a number of issues related to interpreting results from microsimulation, such as welfare measurement, income distribution, confidence intervals around the simulated results and feedback effects on the wage distribution via labour demand. All of the approaches and proposed methods are general and not model-specific. The book includes detailed descriptions of how labour supply models can be used in building behavioural microsimulation models as well as the development of new methods for evaluating policy reforms; for example, dealing with income distribution in discrete hours models, measuring welfare changes and constructing confidence intervals. John Creedy and Guyonne Kalb's book will appeal to graduate students and academic researchers in the fields of labour economics and public finance. Economists in government departments who wish to use the output from microsimulation models in tax policy analysis and design will also find much to engage them within the book.

Taxing Colonial Africa - The Political Economy of British Imperialism (Hardcover): Leigh A. Gardner Taxing Colonial Africa - The Political Economy of British Imperialism (Hardcover)
Leigh A. Gardner
R3,272 Discovery Miles 32 720 Ships in 10 - 15 working days

How much did the British Empire cost, and how did Britain pay for it? Taxing Colonial Africa explores a source of funds much neglected in research on the financial structure of the Empire, namely revenue raised in the colonies themselves. Requiring colonies to be financially self-sufficient was one of a range of strategies the British government used to lower the cost of imperial expansion to its own Treasury. Focusing on British colonies in Africa, Leigh Gardner examines how their efforts to balance their budgets influenced their relationships with local political stakeholders as well as the imperial government. She finds that efforts to balance the budget shaped colonial public policy at every level, and that compromises made in the face of financial constraints shaped the political and economic institutions that were established by colonial administrations and inherited by the former colonies at independence.
Using both quantitative data on public revenue and expenditure as well as archival records from archives in both the UK and the former colonies, Gardner follows the development of fiscal policies in British Africa from the beginning of colonial rule through the first years of independence. During the formative years of colonial administration, both the structure of taxation and the allocation of public spending reflected the two central goals of colonial rule: maintaining order as cheaply as possible and encouraging export production. Taxing Colonial Africa examines how the fiscal systems established before 1914 coped with the upheavals of subsequent decades, including the two World Wars, the Great Depression, and finally the transfer of power.

States of Obligation - Taxes and Citizenship in the Russian Empire and Early Soviet Republic (Hardcover): Yanni Kotsonis States of Obligation - Taxes and Citizenship in the Russian Empire and Early Soviet Republic (Hardcover)
Yanni Kotsonis
R1,689 Discovery Miles 16 890 Ships in 10 - 15 working days

Beginning in the 1860s, the Russian Empire replaced a poll tax system that originated with Peter the Great with a modern system of income and excise taxes. Russia began a transformation of state fiscal power that was also underway across Western Europe and North America. States of Obligation is the first sustained study of the Russian taxation system, the first to study its European and transatlantic context, and the first to expose the essential continuities between the fiscal practices of the Russian Empire and the Soviet Union.

Using a wealth of materials from provincial and local archives across Russia, Yanni Kotsonis examines how taxation was simultaneously a revenue-raising and a state-building tool, a claim on the person and a way to produce a new kind of citizenship. During successive political, wartime, and revolutionary crises between 1855 and 1928, state fiscal power was used to forge social and financial unity and fairness and a direct relationship with individual Russians. State power eventually overwhelmed both the private sector economy and the fragile realm of personal privacy. States of Obligation is at once a study in Russian economic history and a reflection on the modern state and the modern citizen.

Taxation in ASEAN and China - Local Institutions, Regionalism, Global Systems and Economic Development (Paperback): Nolan... Taxation in ASEAN and China - Local Institutions, Regionalism, Global Systems and Economic Development (Paperback)
Nolan Sharkey
R1,506 Discovery Miles 15 060 Ships in 10 - 15 working days

China and the ASEAN region have risen rapidly to a position of immense economic significance in the global economy. Academics, policy makers and businesses are all keen to understand more about taxation in China and ASEAN, and this work seeks to address this key issue by providing a comprehensive overview of the many often mentioned but little understood challenges of doing business in the region. Traversing a wide range of regional issues and jurisdictions, topics covered include the role of DTAs in regional integration, the impact of social institutions on tax, corruption and its causes, economic development and taxation and the use of education in developing systems. Case studies are taken from countries such as China, Vietnam, Hong Kong, Singapore, the Philippines, Malaysia and Indonesia. Drawing on the results of these discussions, the book also sheds light on the question of whether different taxing institutions are needed in the region. Gathering together a cross-disciplinary group of eminent scholars, this work will be of great interest to all students and scholars of Asian economics, Asian finance and taxation in general.

International Tax Evasion in the Global Information Age (Hardcover, 1st ed. 2016): David S. Kerzner, David W. Chodikoff International Tax Evasion in the Global Information Age (Hardcover, 1st ed. 2016)
David S. Kerzner, David W. Chodikoff
R4,775 Discovery Miles 47 750 Ships in 10 - 15 working days

This book provides a comprehensive analysis of the Organisation for Economic Cooperation and Development's (OECD) war on offshore tax evasion. The authors explain the new emerging regulatory regimes on the global exchange of information to combat offshore tax evasion and analyse why Automatic Exchange of Information (AEOI) is not a "magic bullet" solution. Chapters include coverage of the Foreign Account Tax Compliance Act (FATCA), AEOI and the Common Reporting Standards (CRS), and the unprecedented extra-territorial enforcement by the United States of its tax and reporting laws, including the FBAR provisions of the Bank Secrecy Act. These new legal regimes directly impact nearly all financial institutions and financial service providers in the U.S., U.K., EU, Canada, and each of the 132 member jurisdictions of the OECD's Global Forum, as well as 8 million U.S. expats. In light of The Panama Papers, this book offers a timely and valuable contribution on the prevalence and costs of international tax evasion for the global financial community, policy-makers, and practitioners alike.

Paying for Pollution - Why a Carbon Tax is Good for America (Hardcover): Gilbert E. Metcalf Paying for Pollution - Why a Carbon Tax is Good for America (Hardcover)
Gilbert E. Metcalf
R1,046 Discovery Miles 10 460 Ships in 10 - 15 working days

The threats posed by global climate change are widely recognized and carbon emmissions are the major source of greenhouse gases accumulating in the atmosphere. Burning fossil fuels causes long-lasting, pervasive damages, costly to those of us alive today and even more to our children and our children's children. The United States is the second largest carbon emitting country in the world and should play a key role in global efforts to reduce emissions. Paying for Pollution incisively examines the very real costs-economic and social-of climate change and the challenges of concerted action to reduce future losses due to damages of higher temperatures and more extreme weather. Gilbert E. Metcalf argues that there is a convergence of social, economic, environmental, and political forces that provides an opening for a new approach to climate policy, one based on market principles that can appeal to politicians across the political spectrum. After all, markets work best when the price of a good reflects all its costs. Metcalf suggests that a thoughtfully and politically sensitive designed carbon tax could also contribute to an improved tax system, something desired by Republican and Democratic politicians alike. That is, a carbon tax increases fiscal flexibility by providing new revenues to finance reforms to the income tax that improve the fairness of the tax code and contribute to economic growth. Metcalf compares the benefits of a carbon tax to other potential policies, such as cap and trade, to reduce the threats of climate change. None, he shows, are as effective, efficient, and fair as a carbon tax.

The Labyrinth of Capital Gains Tax Policy - A Guide for the Perplexed (Hardcover): Leonard E. Burman The Labyrinth of Capital Gains Tax Policy - A Guide for the Perplexed (Hardcover)
Leonard E. Burman
R953 Discovery Miles 9 530 Ships in 10 - 15 working days

Few issues in tax policy are as divisive as the capital gains tax. Should capital gains--the increase in value of assets such as stocks or businesses--be taxed at all? If so, when should they be taxed--when they are earned, or when they are realized? Should taxes be adjusted for inflation? And should gains be taxed at both the individual and corporate levels? In this book, Leonard Burman cuts through the political rhetoric to present the facts about capital gains. He begins by explaining the complex rules that govern the taxation of capital gains, examines the kinds of assets that produce them, and the factors that can lead to gains or losses. He then reviews the effects of capital gains taxation on saving and investment and considers the arguments for and against indexing capital gains taxes for inflation, as well as other options for altering the current system.
