This, the first volume of a major work, describes the establishment of the United Nations, the controversies and debates within the organization and the political factors surrounding these during the first ten years of its life.

This publication, the 60th issue of National Accounts Statistics: Main Aggregates and Detailed Tables, contains detailed official national accounts data for over 200 countries or areas of the World for the years 2007 to 2018. It is a valuable source of information on the state and structure of economies worldwide. The data for each country or area are presented in separate chapters with uniform table headings and classifications as recommended in the System of National Accounts 1993 (1993 SNA). Each country chapter also contains a write-up on the methodology and data sources which are used to compile the national accounts. A summary of the SNA conceptual framework, classifications, definitions, is also included in the publication. Other statistical information covered includes gross domestic product, national income, savings, private and government consumption, and transactions of institutional sectors.

In accordance with Article 102 of the Charter and the relevant General Assembly Resolutions, every treaty and international agreement registered or filed and recorded with the Secretariat since 1946 is published in the United Nations Treaty Series. At present, the collection includes about 30,000 treaties reproduced in their authentic languages, together with translations into English and French, as necessary. The Treaty Series, where treaties are published in the chronological order of registration, also provides details about their subsequent history (i.e., participation in a treaty, reservations, amendments, termination, etc.). Comprehensive Indices covering 50-volume-lots are published separately. A Standing Order service is available for the Series and out-of-print volumes are available on microfiche.

This book is the first comprehensive study of the creation and work of the Organisation for the Prohibition of Chemical Weapons (OPCW). It summarises the history of the development and use of chemical weapons. The authors describe the negotiation of the Chemical Weapons Convention and the work of the Preparatory Commission for OPCW. They review the first ten years of operation of the Treaty and the organisation. The book describes how the abstract concepts contained in the Treaty were translated into an operational international organisation, able to send inspectors to military and civil chemical facilities around the world. It offers a detailed example of international multilateral diplomacy in action and provides a detailed case study of how a convention negotiated by diplomats is put into effect by a broad range of government officials and private actors. Last but not least, lessons are drawn for the creation of other treaty based organisations. Terrorism and the International Legal Order introduces the various aspects surrounding the efforts which have been undertaken to enhance cooperation and coordination in the war against terrorism. It deals with jurisdiction and extradition, with the ICC and the ICJ, with safe havens and cross-border aspects. Van Krieken brings together key documents on terrorism in the context of the international legal order, all preceded by succinct introductions. He pays ample attention to all the UN organs, the Security Council and ECOSOC in particular, and to the European Union and its efforts to harmonize legislation. As fear exists that the fight against terrorism will erode the human rights regime, Van Krieken puts human rights in the broader context of international law and the quest for peace and justice. But he also extensively addresses the issue of asylum seekers and migrants who may have been, are, or might become involved in terrorism-related acts.

The United Nations is at a critical juncture. It is faced with two distinct choices: to remain a "decision frozen in time" or to develop a long-term adaptation agenda (and strategy) that would allow it to be a relevant institution of global governance for the 21st century. Reform and reflexive institutional adjustments have failed to address underlying problems facing this organization. After 55 years of existence it is still considered an inefficient and ineffective world body. Worse yet, its relevance is being questioned. This study offers a critique of existing UN change processes and then shifts to considerations of institutional learning strategies that would allow the UN to maintain relevance amidst the evolution of global governance arrangements.

Does size matter in international negotiations? This book examines the interplay between an institutional design that expresses the principle of the equality of states and the real world size differences of states in an innovative, multi-method investigation of the United Nations General Assembly (UNGA). Panke demonstrates that size-related capacities influence states' participation and effectiveness in international negotiations. Based on extensive interviews with diplomats of smaller and bigger states in a variety of geographical regions, this book develops a theoretical framework linking resources and incentives to states' inclination of formulating national positions and acting upon them. It distinguishes between the policy-initiation, negotiation and decision-taking stages in the policy cycle, illustrating the difference in activity between nations, which affect the dynamics and outcomes of negotiations between member states. This book reveals that there are real and politically significant limits to the effects of size and identifies specific conditions under which smaller states can punch above their weight. Peacekeeping is a security concept that is very representative of the current interventionism, multilateralism, human rights, and humanitarian ideas. UN peacekeeping plays an important role in international security and includes various activities that go beyond the original roles assigned to UN armed forces (e.g. humanitarian aid, election supervision, disarmament, mine clearance, civilian protection, and peacebuilding). The problem is to define the economic efficiency of these operations and to develop some recommendations in the context of an economic globalization process. Although UN peacekeeping has shortcomings, it must be considered essential for organizing and defending the world politico-economic order. UN peacekeeping is a political activity, but its production strongly depends on nations' economic considerations. Governments make political decisions that also take into account the economic gains they expect to obtain from their contribution to any specific mission. With low means and inadequate strategies to meet the challenges, UN peacekeeping must pay particular attention to resolving the problems of free riding and of prisoner's dilemma in contributions that delay deployments and create significant financial problems. Understanding how peacekeeping can be most cost-effectively carried out, while considering the importance of legitimacy in interventions, is essential. This book believes that regional organizations can ease the UN's financial responsibility by managing conflicts in their regions. But, to be most effective, they must involve the UN in their interventions. This book also emphasizes UN peacekeeping trust funds as the key to better financial effectiveness. It strongly recommends that NATO be empowered by the UN with the role of global peace police, and proposes the establishment of a UN high-ranking team of international specialists in peacekeeping issues. This research should be of interest to students and researchers looking at international and political economics, as well as international relations, defence, security and peace studies.

Focussing on the Congo, this book shows how the preservation of the existing economic and social order in the Congo was a key element in the decolonisation process and the fighting of the Cold War. It links the international aspects of British, Belgian, Angolan and Central African Federation involvement with the roles of the US and UN in order to understand how supplies to and profits from the Congo were producing growing African problems. This large Central African country played a vital, if not fully understood role, in the Cold War and proved to be a fascinating example of complex African problems of decolonisation interacting with international forces, in ways that revealed a great deal about the problems inherent in colonialism and its end.

Information overload is something that humans have dealt with for millennia. During different historical eras, massive increases in what was available to know has motivated the creation of systems for sorting, indexing, and compiling information as well as concerns that the abundance of information might cause cultural anxiety or even drive people to madness. The digital age has renewed concerns about information overload and the detrimental effects it has on our ability to sort through the stream of online data, decide what is most important, or even to train our attention on it long enough to make sense of it. In Abundance, Pablo J. Boczkowski builds upon what we know about the historical and contemporary scholarship to develop a novel framework on the experience of living in a society that has more information available to the public than ever before, focusing on the interpretations, emotions, and practices of dealing with this abundance in everyday life. Drawing on extensive fieldwork and survey research conducted in Argentina, Abundance examines the role of cultural and structural factors that mediate between the availability of information and the actual consequences for individuals, media, politics, and society. Providing the first book-length account of information abundance in the Global South, Boczkowski concludes that the experience of information abundance is tied to an overall unsettling of society, a reconstitution of how we understand and perform our relationships with others, and a twin depreciation of facts and appreciation of fictions.

Sharing Security is a unique and comprehensive study of a key yet often neglected feature of modern international society. It begins by assessing how political theory can contribute to an understanding of international burdensharing. It then analyses in turn why some Western states contribute more than others to common defences, the European Union budget and overseas development aid. It highlights the particular burdensharing problems involved in global regimes, focusing on the UN's continuing financial crisis and the costs of combating global warming. It argues that today's burdensharing disparities continue to be shaped by the particular character of the international settlement at the end of the Second World War.
