Since the end of the Cold War, United Nations peace operations have become an established and prominent feature of world politics. From Liberia to East Timor, the UN now carries out extensive governance-related functions and is a significant political force in Southern states and societies. Formed in the aftermath of WWII and in the face of the emerging threat posed by the Soviet Union, the transformation that has taken place in recent years within NATO has been neither natural nor easy for the multi-national organization or the United States. When the Soviet Union ceased to exist it seemed NATO would disappear too. The rationale for a large American military deployment in Europe, described by President Eisenhower as a temporary move, no longer could be supported. This work documents the transition of the United States relationship with NATO from a focus on the defense of Western Europe to an inclusive military and political organization concerned with the security of all of Europe with the real potential for employment of its military power beyond the European continent. Despite budgeting and economic concerns raised by key members of the U.S. Congress, President George H.W. Bush supported the "status quo" and was caught completely off guard when the Berlin Wall fell. He and Defense Secretary Dick Cheney had not fully understood the changed strategic environment in Europe but the U.S. Congress did and offered many suggestions. NATO was saved. President Bill Clinton continued to promote the validity of NATO, expanded NATO eastwards, reduced the U.S. troop level in Europe to 100,000, and gave NATO a mission beyond warfare with the peacekeeping task in Bosnia. A new Atlantic relationship had been forged for the post-Cold War period.

This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its 'primary responsibility for promoting peace, security and stability in Africa', thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. This work seeks to provide insight into the role that discourse and rhetorical analysis plays in the crucial area of international conflict resolution and diplomatic process. Using analyses of situations that have come into play in the United Nations as the backdrop to their study, Donahue and Prosser first develop the concept of discourse analysis and the various approaches to it, including the role of genre and culture. They then turn their attention to rhetorical analysis, from its classical beginnings through to contemporary Western perspectives. The final part of the work applies the tools of discourse and rhetorical analysis to an understanding of various modern historical conflicts (including the Middle East conflict) and issues of current and future interest (such as human and women's rights).

This is the first study of the United Nations Industrial Development Organization (UNIDO). It provides a concise description of UNIDO's activities as an actor in the field of international industrial cooperation from the 1960's to the present day. The analysis of UNESCO's audio-visual archives for their digitization has brought to light a forgotten album of 38 contact sheets and accompanying texts by Magnum photographer, David "Chim" Seymour - a reportage made in 1950 for UNESCO on the fi ght against illiteracy in Italy's southern region of Calabria. A number of his photographs appeared in the March 1952 issue of UNESCO Courier in an article written by Carlo Levi, who had gained worldwide fame with his novel Christ Stopped at Eboli (1945). Activist, international statesman, reluctant black leader, scholar, icon, father and husband, Ralph Bunche is one of the most complicated and fascinating figures in the history of twentieth- century America. Bunche played a central role in shaping international relations from the 1940s through the 1960s, first as chief of the Africa section of the Office of Strategic Services and then as part of the State Department group working to establish the United Nations. After moving to the U.N. as Director of Trusteeship, he became the first black Nobel Laureate in 1950 and was subsequently named Undersecretary of the U.N.

For nearly a decade, he was the most celebrated contemporary African American both domestically and abroad. Today he is virtually forgotten.

Charles Henry's penetrating biography counters this historical tragedy, recapturing the essence of Bunche's service to America and the world. To what extent do American policies prevail in the General Assembly of the United Nations? How is this degree of influence achieved? The present study endeavors to answer these two questions through an analysis of the political issues which have come before the Assembly.

In accordance with Article 102 of the Charter and the relevant General Assembly Resolutions, every treaty and international agreement registered or filed and recorded with the Secretariat since 1946 is published in the United Nations Treaty Series. Ai Kihara-Hunt's Holding UNPOL to Account: Individual Criminal Accountability of United Nations Police Personnel analyzes whether the mechanisms that address criminal accountability of United Nations police personnel serving in peace operations are effective, and if there is a problem, how it can be mitigated. The volume reviews the obligations of States and the UN to investigate and prosecute criminal acts committed by UN police, and examines the jurisdictional and immunity issues involved. It concludes that these do not constitute legal barriers to accountability, although immunity poses some problems in practice. The principal problem appears to be the lack of political will to bring prosecutions, as well as a lack of transparency, which makes it difficult accurately to determine the scale of the problem.

The theories and case studies examined in this volume constitute a thorough study of foreign intervention in civil conflicts for the purpose of rendering humanitarian aid. The classical paradigm of the ethics of intervention forbids the violation of territorial sovereignty. Public international law and the UN charter also mandate nonintervention within the territorial boundaries of a state. Nevertheless, in recent years, as a result of brutal civil conflicts and their violent and inhumane consequences--as in Rwanda, Bosnia, and Cambodia--international aid interventions have become an accepted practice. Still, international humanitarian aid involves unsettled, controversial issues--dilemmas concerning donors, recipients, and international organizations. These issues, as well as the concepts of sovereignty, human rights, coercive interventions, and peacekeeping, are critically evaluated in this volume, which will be of interest to scholars and policymakers in international relations, human rights, and military affairs.

This work reviews the progress of children's rights 25 years since the adoption of the UN Convention on the Rights of the Child. It studies the progress of that human rights instrument as part of an ongoing process. It examines how recent past, present and future generations will benefit or suffer as part of the process in which outcomes cannot be predicted. It does not project into the future. The implementation of disarmament requirements imposed by the Security Council after the Second Gulf War established a strong and unequal power relationship between the United Nations and Iraq. Although the ensuing struggle over imposed disarmament has been a major issue in world politics, international relations theorists continue to ignore it. Deaver argues that this case has important theoretical implications. Using sociological insights and a behavioral approach, he examines the power relationship as well as Iraqi resistance from 1991 to 1998. Theorists are likely to find these analytic tools useful since they provide a ready means of studying the micro-foundations of power relations in generalized terms. Behavior such as supervision, surveillance, inspection, and monitoring are widespread and growing in world politics.
