This text is an examination of the role of the UN in the major political crises of the postwar world - from Korea to the Gulf War and Yugoslavia. It is intended for use as a textbook for undergraduate courses in international relations and international and diplomatic history, post-1945 world history and special and optional courses on the United Nations.

The prohibition of the use of force is one of the most crucial elements of the international legal order. Our understanding of that rule was both advanced and challenged during the period commencing with the termination of the Iran-Iraq war and the invasion of Kuwait, and concluding with the invasion and occupation of Iraq. The initial phase was characterized by hopes for a functioning collective security system administered by the United Nations as part of a New World Order. The liberation of Kuwait, in particular, was seen by some as a powerful vindication of the prohibition of the use of force and of the UN Security Council. However, the operation was not really conducted in accordance with the requirements for collective security established in the UN Charter. In a second phase, an international coalition launched a humanitarian intervention operation, first in the north of Iraq, and subsequently in the south. That episode is often seen as the fountainhead of the post-Cold War claim to a new legal justification for the use of force in circumstances of grave humanitarian emergency-a claim subsequent challenged during the armed action concerning Kosovo. There then followed repeated uses of force against Iraq in the context of the international campaign to remove its present or future weapons of mass destruction potential. Finally, the episode reached its controversial zenith with the full scale invasion of Iraq led by the US and the UK in 2003. This book analyzes these developments, and their impact on the rule prohibiting force in international relations, in a comprehensive and accessible way. It is the first to draw upon classified materials released by the UK Chilcot inquiry shedding light on the decision to go to war in 2003 and the role played by international law in that context.

The Origins of UNICEF traces the history of the founding of the world's most well-known and often controversial relief aid organization for children. UNICEF modeled itself after several national organizations as well as some of the early twentieth-century transnational and international relief aid organizations, catering to a clientele that many observers claimed would be impossible to resist or ignore. With the fall of communism and the appearance of a new world order, the United Nations hopes to become the principle organization for the regulation of relations between states as well as for the settlement of conflict. The recent crises over Iraq and the continued bloodshed in the former Yugoslavia have ensured a higher profile for the United Nations but have also placed great pressure on that organization to resolve conflict and organize relations between states in a manner that is acceptable to the international community. The essays collected in this volume are published in conjunction with the International Law Group. Providing statements of the fundamentals of international law from leading authorities, they re-examine the Declaration of Principles of International Law Governing Friendly Relations Between States. The Declaration is the nearest thing that states have to an international constitution and embodies the fundamental values of the international legal system. The great changes in the international system since 1989 hold out the prospect of the re-evaluation of the Charter, and perhaps for a new system of international legal relations.
This title was first published in 2000: A fresh and original study of EU and NATO enlargement, which sets both in a comparative context and considers them against a backdrop of the evolution of a pan-European security community. The book is divided into two parts. In part one the authors examine and discuss the EU and NATO enlargement processes and the 'incremental linkage' which has developed between them. The major issues and challenges facing the two institutions as they ponder the next steps in enlargement are also assessed. Part two includes separate chapters on the post-Cold War evolution of the EU and NATO overall. These discussions focus on their strengths and limitations in contributing to the broader and more co-operative kind of European security which the end of the Cold War makes possible. The final chapters examine a number of possible scenarios under which the EU and NATO either succeed or fail in contributing significantly to the development of a new European security order. The potential consequences for both the institutions themselves and for European security generally will be explored and assessed.

In line with their increasing significance as economic powers, a growing number of emerging countries will play an expanded role in the UN system, which could take the form of growing financial contributions, greater presence in governance, higher staff representation, a stronger voice in development deliberations, and a greater overall influence on the development agenda. Emerging Powers and the UN explores in depth the relationship of these countries on the world stage and their role in the future UN development system. Formally, the relationship is through representation as member states (first UN) and also UN staff (second UN). However, the importance of civil society and market actors (third UN) in emerging countries is also growing. This book was originally published as a special issue of Third World Quarterly.
International sanctions have become the instrument of choice for policymakers dealing with a variety of different challenges to international peace and security. This is the first comprehensive and systematic analysis of all the targeted sanctions regimes imposed by the United Nations since the end of the Cold War. Drawing on the collaboration of more than fifty scholars and policy practitioners from across the globe (the Targeted Sanctions Consortium), the book analyzes two new databases, one qualitative and one quantitative, to assess the different purposes of UN targeted sanctions, the Security Council dynamics behind their design, the relationship of sanctions with other policy instruments, implementation challenges, diverse impacts, unintended consequences, policy effectiveness, and institutional learning within the UN. The book is organized around comparisons across cases, rather than country case studies, and introduces two analytical innovations: case episodes within country sanctions regimes and systematic differentiation among different purposes of sanctions.

Emergency Powers of International Organizations explores emergency politics of international organizations (IOs). It studies cases in which, based on justifications of exceptional necessity, IOs expand their authority, increase executive discretion, and interfere with the rights of their rule-addressees. This ''IO exceptionalism'' is observable in crisis responses of a diverse set of institutions including the United Nations Security Council, the European Union, and the World Health Organization. Through six in-depth case studies, the book analyzes the institutional dynamics unfolding in the wake of the assumption of emergency powers by IOs. Sometimes, the exceptional competencies become normalized in the IOs' authority structures (the ''ratchet effect"). In other cases, IO emergency powers provoke a backlash that eventually reverses or contains the expansions of authority (the "rollback effect"). To explain these variable outcomes, this book draws on sociological institutionalism to develop a proportionality theory of IO emergency powers. It contends that ratchets and rollbacks are a function of actors' ability to justify or contest emergency powers as (dis)proportionate. The claim that the distribution of rhetorical power is decisive for the institutional outcome is tested against alternative rational institutionalist explanations that focus on institutional design and the distribution of institutional power among states. The proportionality theory holds across the cases studied in this book and clearly outcompetes the alternative accounts. Against the background of the empirical analysis, the book moreover provides a critical normative reflection on the (anti) constitutional effects of IO exceptionalism and highlights a potential connection between authoritarian traits in global governance and the system's current legitimacy crisis.
This book examines the attitudes of political, military and non-state actors towards the idea of a UN Emergency Peace Service, and the issues that might affect the establishment of this service in both theory and practice. The United Nations Emergency Peace Service (UNEPS) is a civil society-led idea to establish a permanent UN service to improve UN peace operations as well as to operationalise the emerging norm of the 'responsibility to protect' civilians from atrocity crimes. The UNEPS proposal has received limited support. The book argues that interest in, and support for, the UNEPS proposal is determined by perceptions that it would erode state sovereignty, the extent to which the principles of the proposal are consistent with actors' views on the world and perceptions on whether UNEPS will realistically be capable of contributing to the workings of the UN and regional peacekeeping systems in areas that are seen to be deficient. This book makes the case for localising the UNEPS proposal so that it is more consistent with attitudes of those consulted for this research. It concludes that the development of a series of less ambitious proposals could be the first steps to creating a rapidly deployable service with the mandate to prevent atrocity crimes. This book addresses the important question of how the UN should monitor and evaluate the impact of police in its peace operations. United Nations (UN) peace operations are a vital component of the international community's conflict management toolkit. They have evolved significantly since the end of the Cold War and one of the foremost developments has been the rise of UN policing (UNPOL), growing dramatically in number and evolving from a passive observation role to include frontline law enforcement activities and an intrusive institutional reform and capacity-building functions.However, attempts to ascertain the impact of UNPOL endeavours towards these goals have proven inadequate for reflecting and capturing the complex change processes at play. This book has two main objectives therefore. First, to investigate the ways in which the effects of peace operations - and UNPOL in particular - are monitored and evaluated. Second, to develop a framework for Monitoring and Evaluation (M&E) that enables more effective impact assessment in order to contribute to organisational learning in the field and at headquarters.Part 1 of the book explores how UN policing and M&E are currently undertaken and identifies the problems and challenges associated with conventional practice. Part 2 applies insights from complexity theory to develop an innovative framework for holistic M&E designed to overcome those shortcomings. In part 3 the utility and relevance of the framework is tested through case study field research in Liberia with a wide cross-section of stakeholders in the mission area. Empirical evidence is presented to demonstrate a number of strengths with the proposed framework when compared to existing approaches, but also to highlight a number of potential weaknesses that warrant revision and refinement. The central claim of the book is that to realise multiple potentialities M&E needs to be both re-thought and re-positioned. First, new epistemological thinking needs to be brought to bear in the focus and design of an approach and associated selection of methods for its execution; and second, it needs to be embedded in the machinery of peace operations such that it is an intrinsic part of the way they are planned and managed.The book demonstrates that an approach grounded in these principles has the potential to overcome the shortcomings synonymous with extant orthodoxy. Furthermore, it is argued that by enhancing the relationship between field-level M&E and organisational learning, the findings of this research can make an important contribution to the pursuit of more professional and effective UN peace operations. This recognition also constitutes the key contribution of the book as it offers an antidote to the frailties of current orthodoxy and presents the opportunity for improved practice for UNPOL in peace operations as well as related fields. Peacekeeping is a security concept that is very representative of the current interventionism, multilateralism, human rights, and humanitarian ideas. UN peacekeeping plays an important role in international security and includes various activities that go beyond the original roles assigned to UN armed forces (e.g. humanitarian aid, election supervision, disarmament, mine clearance, civilian protection, and peacebuilding). The problem is to define the economic efficiency of these operations and to develop some recommendations in the context of an economic globalization process. Although UN peacekeeping has shortcomings, it must be considered essential for organizing and defending the world politico-economic order. UN peacekeeping is a political activity, but its production strongly depends on nations economic considerations. Governments make political decisions that also take into account the economic gains they expect to obtain from their contribution to any specific mission. With low means and inadequate strategies to meet the challenges, UN peacekeeping must pay particular attention to resolving the problems of free riding and of prisoner s dilemma in contributions that delay deployments and create significant financial problems. Understanding how peacekeeping can be most cost-effectively carried out, while considering the importance of legitimacy in interventions, is essential. This book believes that regional organizations can ease the UN s financial responsibility by managing conflicts in their regions. But, to be most effective, they must involve the UN in their interventions. This book also emphasizes UN peacekeeping trust funds as the key to better financial effectiveness. It strongly recommends that NATO be empowered by the UN with the role of global peace police, and proposes the establishment of a UN high-ranking team of international specialists in peacekeeping issues. This research should be of interest to students and researchers looking at international and political economics, as well as international relations, defence, security and peace studies."
