The 2011 Energy Statistics Yearbook is the fifty-fifth issue in a series of annual compilations of internationally comparable statistics summarizing world energy trends. Annual data for 224 countries and areas for the period 2008 to 2011 are presented on production, trade and consumption of energy: solids, liquids, gaseous fuels and electricity. In addition, per capita consumption series are also provided for all energy products. Graphs are included to illustrate historic trends and/or changes in composition of production and/or consumption of major energy products. Special tables of interest include: international trade tables for coal, crude petroleum and natural gas by partner countries - providing information on direction of trade; selected series of statistics on renewables and wastes; refinery distillation capacity; and a table on selected energy resources.
This volume of the China Environment Yearbook is the fourth in the seminal series by China's first environmental NGOs, Friends of Nature. It is used in all branches of science where precise structural determination is required and where the nature of interactions and reactions in solution is being studied.
3 On 22 February 2002, Jonas Malheiro Savimbi, who led the UNITA rebel move- 4 ment during the bloody armed conflict in Angola and who had battled to take power by force since Angola's independence from Portugal in 1975, was killed in 5 a gun battle with the Angolan Army. During the Cold War, Savimbi was a proxy for the United States against the then-Marxist government of Angola. But after the end of the Cold War, he lost international support for rejecting peace efforts. He was accused of perpetuating a bloody internal conflict to advance his own interests 6 and was exposed to international sanctions. Meanwhile, the government of Presi- 7 dent Jose Eduardo dos Santos moved closer to the United States. The 27-year-long armed conflict is believed to have killed approximately one million people and driven four million others from their homes, creating a humani- 8 tarian crisis. In addition, the conflict destroyed almost all of the country's inf- structure, and effectively disrupted every effort by the government to start the long desired national reconstruction after independence, and the building of prosperity for the nation's children. Savimbi was viewed as the primary obstacle to peace, personifying the 'corrupt- 9 ing influence of ambition, mineral wealth, and the grinding brutality of war'. His 3. 'UNITA' is the Portuguese acronym for 'National Union for the Total Independence of Angola' (Uniao Nacional para a Independencia Total de Angola). It was founded in 1966 by the late Mr Jonas Savimbi."

The Irish Yearbook of International Law (IYIL) supports research into Ireland's practice in international affairs and foreign policy, filling a gap in existing legal scholarship and assisting in the dissemination of Irish thinking and practice on matters of international law. The events relating to Iraq have been critical in defining the post-Cold War inter national system of peace and secnrity. Dealing with Iraq covered the whole legal, political and emotional spectrum. The initial triumphalism was replaced by cyni cism and apathy, ending in division and enmity. Above all, it raised questions about the political and legal foundations of the international secnrity system, its players and their interests. The object of the present paper is to examine the cnr rent meaning and nature of the collective secnrity system premised on the United Nations. An understanding of the flaws and problems associated with the prac tice of this system will enable us to rethink its basis and propose a conceptual framework for its reconstitution on the basis of legitimacy, using the war on Iraq as a case study to illustrate onr arguments. The discussion will begin with a short presentation of the political and legal situation leading to the war against Iraq in March 2003. This will be followed by a critical analysis of the UN collective se cnrity architecture as it evolved after the end of the Cold War. Onr aim at this stage is to identify the characteristics of the system, consider the scope of subse quent developments in conceptual or practical terms and discuss their signifi cance for the international secnrity system."
