Workplace training and education have increasingly been seen as pivotal factors in improving the abilities, skills and competitiveness of industry. The arrival of the Blair government has given an added impetus to trends which were already becoming established - the Investors in People scheme, EU Works Councils and the Management Charter Initiative.
