This report discusses the sinking of the U.S. small passenger
vessel Panther in the Ten Thousand Islands area of Everglades
National Park, Florida, on December 30, 2002. From its
investigation of the accident, the National Transportation Safety
Board identified the following safety issues: company operations,
company's preventive maintenance program, and lifejacket stowage.
The Safety Board's recommendations to the National Park Service are
included.
