Under the Adoption Incentives program, (Section 473A of the Social
Security Act) states earn federal bonuses when they increase
adoptions of children who are in need of new permanent families.
Funding authorised for this program has been extended twice since
it was established, most recently in 2008. This book discusses
background related to the Adoption Incentives program, including
the longstanding Congressional interest in domestic adoption and
the significant increases in adoptions from foster care that have
occurred since the middle 1990s. It also discusses the current
program, including the incentive structure.
