This book examines issues of race and policing through the lens of representative bureaucracy theory. According to representative bureaucracy theory, demographic correspondence between government employees and the local population can lead to more favorable outcomes for minority groups. It argues that police forces with higher minority composition will have more positive outcomes across measures such as fewer excessive force complaints and fewer fatal encounters with officers. Additionally, the book asserts that more representative forces will demonstrate responsiveness and accountability by implementing policies such as citizen review boards for excessive force complaints. It does this by first providing a brief overview of issues surrounding race and policing in America, documenting racial representation occurring in local police forces nationwide, and exploring the potential causes and consequences of underrepresentation. It concludes by discussing the implications of our findings and offer potential policy remedies and solutions that local law enforcements can pursue in order to reduce minority underrepresentation and improve policing outcomes.

Rule-basedevolutionaryonlinelearningsystems, oftenreferredtoasMichig- style learning classi?er systems (LCSs), were proposed nearly thirty years ago (Holland, 1976; Holland, 1977) originally calling them cognitive systems. LCSs combine the strength of reinforcement learning with the generali- tion capabilities of genetic algorithms promising a ?exible, online general- ing, solely reinforcement dependent learning system. However, despite several initial successful applications of LCSs and their interesting relations with a- mal learning and cognition, understanding of the systems remained somewhat obscured. Questions concerning learning complexity or convergence remained unanswered. Performance in di?erent problem types, problem structures, c- ceptspaces, andhypothesisspacesstayednearlyunpredictable. Thisbookhas the following three major objectives: (1) to establish a facetwise theory - proachforLCSsthatpromotessystemanalysis, understanding, anddesign;(2) to analyze, evaluate, and enhance the XCS classi?er system (Wilson, 1995) by the means of the facetwise approach establishing a fundamental XCS learning theory; (3) to identify both the major advantages of an LCS-based learning approach as well as the most promising potential application areas. Achieving these three objectives leads to a rigorous understanding of LCS functioning that enables the successful application of LCSs to diverse problem types and problem domains. The quantitative analysis of XCS shows that the inter- tive, evolutionary-based online learning mechanism works machine learning competitively yielding a low-order polynomial learning complexity. Nuclear magnetic resonance (NMR), nuclear quadrupole resonance (NQR), time differential perturbed angular correlations (TDPAC), and the Mossbauer effect (ME) have been applied to the study of charge density wave (CDW) systems. These hyperfine techniques provide unique tools to probe the structure and symmetry of commensurate CDWs, give a clear fingerprint of incommensurate CDWs, and are ideally suited for CDW dynamics. Using Munchausen's Syndrome by Proxy / Factitious Disorder by Proxy and Parental Alienation as exmplars, this book advances a new diagnostic category for addressing complex pathological phenomena that integrates individual characteristics and symptoms, family as well as other system dynamics, under one diagnosis. The author examines why current diagnostic categories within the DSM-5 are inadequate and provides a framework for this new category-Interrelated Multidimensional Diagnosis-to better capture the complexity of MSBP / FDBP and Parental Alienation. The book begins with case studies and other examples to make the material accessible, and then proposes step-wise processes of examining family systems to determine if the phenomena exist to a reasonable degree of scientific certainty. After new diagnostic process and criteria are provided, several interventions and recommendations for treatment are offered in a novel way that attends to the core aspects of these pathologies.
