He has served as a member of the Medical Advisory Group to the Administrator of Veterans Affairs, the Army's Scientific Advisory Panel, and the Community Research and Resources Panel of the National Institutes of Mental Health, as well as being for many years a consultant to the Surgeons General of both the Army and Navy.

The authors contend that every intervention, prevention, and policy is based on some theoretical explanation of the causes of human behavior. The improvement of interventions, preventions, and policies is thus directly related to the improvement of theoretical understandings of the abstract, underlying details of the causes of crime.
