The 'managing for results' movement that began in the early 1990s has now reached adolescence and is creating new challenges for government managers. After spending years creating planning and performance-measuring systems, managers and policy makers now need to focus on how to use performance information to make data-driven decisions. Managing Results for 2005 describes through a series of case studies the progress being made in federal, state, and local governments in managing for results. Part I increases our understanding about the potential use of performance information in government. It starts with a chapter on how government leaders can overcome obstacles to using performance information. Another chapter presents a comprehensive framework for tying performance to the budget process. The book provides specific examples of how performance information has been used to dramatically improve program outcomes. Part II presents case studies on the use of performance information to improve results in a range of federal agencies, in Texas state government, and in the City of Baltimore. As pioneering efforts, these examples do not all present success stories; nevertheless, the lessons learned will be instructive to public managers as the 'managing for results' movement advances toward maturity.
Policymakers and public managers around the world have become preoccupied with the question of how their goals can be achieved in a way that rebuilds public confidence in government. Yet because public policies and programs increasingly are being administered through a complicated web of jurisdictions, agencies, and public-private partnerships, evaluating their effectiveness is more difficult than in the past. Though social scientists possess insightful theories and powerful methods for conducting empirical research on governance and public management, their work is too often fragmented and irrelevant to the specific tasks faced by legislators, administrators, and managers. Proposing a framework for research based on the premise that any particular governance arrangement is embedded in a wider social, fiscal, and political context, Laurence E. Lynn Jr., Carolyn J. Heinrich, and Carolyn J. Hill argue that theory-based empirical research, when well conceived and executed, can be a primary source of fundamental, durable knowledge about governance and policy management. Focusing on complex human services such as public assistance, child protection, and public education, they construct an integrative, multilevel "logic of governance," that can help researchers increase the sophistication, power, and relevance of their work.

Based on the authors' ten-year research-practice partnership with both the Dallas and Milwaukee public school districts, the book highlights the factors that can support or impede the effective implementation of digital learning in K-12 schools at all levels: district, school, classroom, and student. Digital initiatives can boost higher levels of learning, the authors advocate, but require planning, monitoring and assessment, and revamping and refinement. As public schools in the United States continue to make major investments in digital learning, the variability in how it's rolled out, accessed, and supported, both during and outside of the regular school day, threatens to exacerbate rather than reduce inequities in learning opportunities, the authors argue. It is critical to ensure that the chosen digital tools are effectively leveraged to enhance learning and reduce achievement gaps, especially for those students historically underserved in K-12 schools. The authors offer concrete ways to use evidence from the book to increase the effectiveness of digital learning. Equity and Quality in Digital Learning contributes critical insights and tools needed for educators and policy makers to deliver on the promise of digital learning in American schools.
