objective of this volume is to survey the development experience of
the Latin American region in the 1980s and explore prospects for
the coming decade. In this context, themes of crucial importance

income distribution, the environment, hyperinflation, and the debt
problem. Although socioeconomic and political aspects are
emphasized, issues of equity and the environment are of special
importance. Case studies of Peru, Chile, Mexico, Argentina, and

countries. The book focuses on the problem of development at a

Central issues concerning the region's economy are the focus in

the future are discussed. Of central concern in an exploration of
the prospects for Latin America is the sustainability and
improvement of democratization which proceeded in the 1980s. On the
whole, the authors are not optimistic. The immense economic
difficulties faced by the region--the debt overhang, the large and
continuing overflow of financial and real resources, hyperinflation
in some countries--will not be easy to manage. Although there are
no guarantees that income distribution will be improved, among the
positive developments foreseen for the 1990s are improved economic
management, the addressing of environmental issues, and greater
attention to issues of women's rights. This book should serve as a
useful and timely guide to a complex region for both students and
policymakers.

or diminish those agenda-setting effects, and cataloged those
exogenous factors explaining who sets the media's agenda. In the
current volume, a provocative set of maps for explicating new
levels of agenda-setting theory have been sketched by a new
generation of young scholars, launching an enterprise that has
significant implications for theoretical research and for the
day-to-day role of mass communication in democratic societies.
At the first level of agenda setting are agendas of "objects"--the
traditional domain of agenda setting research--represented by an
accumulation of hundreds of studies over the past quarter century.
At the second level of agenda setting are agendas of
"attributes"--one of the new theoretical frontiers whose aspects
are discussed in detail in the opening chapters. Other chapters
offer maps of yet other theoretical frontiers, including political
advertising agendas and their impact on behavior, the framing of
various agendas in the mass media and the differential impact of
print and TV, the theoretical role of individual differences in the
agenda-setting influence of the news media on the public agenda,
methodological advances for determining cause and effect roles in
agenda-setting, and the application of agenda-setting theory to
historical analysis. This volume is an invitation to others to
become active members of the invisible college of agenda-setting
scholarship. As such, the goals of this book are threefold:
* to introduce a broad set of ideas about agenda-setting;
* to enrich the exploration of these ideas by enhancing scholarly
dialogue among the members of this invisible college; and
* to enhance the discussion of agenda-setting research in seminars
and research groups around the world.

linear statistical model. The volume honours the early econometric
work of Donald Cochrane, late Dean of Economics and Politics at
Monash University in Australia. The chapters focus on problems
associated with autocorrelation of the error term in the linear
regression model and include appraisals of early work on this topic
by Cochrane and Orcutt. The book includes an extensive survey of
autocorrelation tests; some exact finite-sample tests; and some
issues in preliminary test estimation. A wide range of other
specification issues is discussed, including the implications of
random regressors for Bayesian prediction; modelling with joint
conditional probability functions; and results from duality theory.
There is a major survey chapter dealing with specification tests
for non-nested models, and some of the applications discussed by
the contributors deal with the British National Accounts and with

examines how local participatory land use institutions amplify the
power of entrenched interests and privileged homeowners. The book
draws on sweeping data to examine the dominance of land use
politics by 'neighborhood defenders' - individuals who oppose new
housing projects far more strongly than their broader communities
and who are likely to be privileged on a variety of dimensions.
Neighborhood defenders participate disproportionately and take
advantage of land use regulations to restrict the construction of
multifamily housing. The result is diminished housing stock and
higher housing costs, with participatory institutions perversely
reproducing inequality.
