This book presents a comprehensive debate and analysis of existing
Territorial Impact Assessment (TIA) methodologies, designed under
the auspices of the ESPON programme since the mid-2000s. This is
intended to serve as a TIA handbook for the reader, to better
understand the main differences, advantages and shortcomings of
each presented TIA methodology. It also serves as a manual for
professors and students in the field of policy evaluation, and
territorial analysis, as it presents concrete examples of the
implementation of each TIA methodology, their formulas and
intrinsic evaluation elements. The purpose of policy evaluation
methodologies is to check the main effects of private and public
investments, in order to report back to policymakers and citizens
on their efficiency and effectiveness. Over the past decades, both
in Europe and worldwide, there has been an increasingly awareness
of the need to implement/reinforce policy evaluation practices, at
all territorial levels. At the same time, it has become widely
accepted that many policy interventions produce impacts in more
than one dimensions of territorial development. In this context,
the use of a holistic and territorial approach for policy impact
assessment evaluation has rapidly been adopted by the European
Commission as a mainstream policy evaluation procedure.
This monograph analyses the role of border cities in promoting
territorial development processes in border regions across the
world. It not only embraces the scientific fields of regional and
urban studies but also addresses territorial (urban, local,
regional) development and planning theories, as well as the effects
of development policies applied to border regions in both Europe
and North America. In essence, the book offers a full toolkit of
border regions' territorial development knowledge and, in
particular, advances a range of policy development proposals. It
provides a comprehensive introduction to contemporary thinking
about how border cities can play a decisive role in boosting
territorial development processes in border regions. The book is
divided into three parts. Part I presents a theoretical framework
on the role of border cities in promoting territorial development
and planning in border regions. Part II debates current mainstream
policies focusing on supporting border regions and specifically
border cities in the EU, the UK, and North America. Finally, Part
III presents a wealth of updated knowledge, based on the analysis
of several concrete case studies: border cities from both Europe
(north, south, east and west) and North America (Canada, the United
States, and Mexico). The chapters are written by some of the most
renowned authors on the subject, including scholars from several
European and North American countries, as well as the secretary
generals of three European border regions associations (AEBR, MOT,
and CESCI). The book will thoroughly prepare students and provide
knowledge to academics and policymakers in the fields of urban and
regional planning and development studies, human geography,
economic development, EU policies, border regions, and policy
impacts.
Despite the non-territorialised strategic goals of the EU 2020
Strategy, the long-term aim of EU Cohesion Policy to promote
harmonious development of the European territory - social,
economic, and 'territorial cohesion' - remains a central goal of
achieving a more cohesive EU territory. This book examines the
'territorial dimension' of EU Cohesion Policy, specifically
assessing territorial impacts at the various spatial levels,
engaging theoretically and empirically with the notion and role of
the 'territorial dimension' within a strongly fragmented EU
policymaking process, and examining more generally EU Cohesion
Policy, as the main driver of the EU territorial development
process. It provides an updated and fresh theoretical discussion on
the precise meaning of the 'territorial dimension' of policies and
the relatively recent EU policy evaluation technique, known as
'Territorial Impact Assessment' (TIA). Assessing the history,
relevance, efficiency and effectiveness of these procedures, it
presents several empirical findings on the implementation of
specific territorial-focus and place-based financial instruments,
as part of the Territorial Agendas and the EU goal of achieving a
more integrated, territorial approach. This text will be of key
interest to scholars, students and practitioners of spatial
planning and cohesion policy, European sector policies and European
spatial planning, and more broadly to European and EU
studies/politics, regional economic geography and public policy.
