This book explains the increasing demand for evaluation as a result of the increasing frequency of reforms to local services, influenced by the New Public Management doctrine, the severe austerity policy in many European countries, and the wish to increase quality and reduce costs of public services, especially at the local (sub-national) level. Positioned at the interface of local services and evaluation research, it will enable the utilization of evaluation-generated knowledge in evidence-based policy making by focusing on the lessons learned from evaluation of local service delivery. It encompasses local public and social services (including waste, water, public transport, healthcare, education and eldercare) and examines the hypothesis that there is a North-West-South-East divide in Europe in terms of the evaluation of local service reforms. Particular attention is devoted to the explanatory function of evaluation. Providing fresh insight into the functioning of local government machinery in contemporary Europe, this book will appeal in particular to practitioners and students of local government, public economy, public administration and policy.

This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a "developmental" approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision ("remunicipalization") on the other. By comprising some 20 European countries, including Central East European "transformation" countries as well as the "sovereign debt"-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.

The book is the first of its kind to provide a comparative analysis of the provision of social and public services in France, Italy, Germany, the UK and Norway. "Good local governance" reflects the dual functions of local government. On the one hand, democratic regimes gain input legitimacy by responsiveness and by being inclusive towards the preferences of their citizens. On the other hand, they achieve output legitimacy by effectively delivering public goods and services. Their governance strategies follow three major paths - "decentralisation," "political administrative reforms" and "participatory reforms." But national contexts, actors, political culture and path dependency matter a lot. In this book continent-wide developments are compared by using relevant country studies. In der deutschen und internationalen Reformdiskussion hat die Frage nach der Messung und Evaluation der Ergebnisse und Wirkungen offentlichen Handeins immer mehr an Bedeutung gewonnen. Zum einen sehen sich Poli tik und Verwaltung angesichts dramatischer Haushaltsprobleme zunehmend veranlasst, die Kosten offentlicher Leistungen zu identifizieren und durch "input-seitige" Ressourcenkurzung die Wirtschaftlichkeit des Verwaltungs handelns zu steigern. Zum anderen - und haufig im Widerspruch dazu - wird der Ruf nach qualitativ besseren und burgerfreundlichen Verwaltungs leistungen und nach wirksamem und nachhaltigen Politiklosungen immer lauter, was voraussetzt, dass Informationen uber die Qualitat und langer fristige Wirksamkeit der Programme und Massnahmen verfugbar sind. Leis tungsmessungen kommen drittens dort ins Spiel, wo offentliche Verwal tungen ihr Handeln nach dem Vorbild des "Neuen Steuerungsmodells" er gebnisorientierter gestalten wollen und dabei auf entsprechende Leistungsin dikatoren und Kennzahlen angewiesen sind. In Zukunft durfte der Einsatz von Leistungsmessungen viertens vermehrt dort zu erwarten sein, wo kom munale Dienstleistungen einem verstarkten Liberalisierungs- und Wettbe werbsdruck ausgesetzt sind und Informationen uber die eigene performance (im Vergleich mit anderen Anbietern) das "Uberleben" am Markt sichern. Es kann somit kaum verwundern, dass die Bemuhungen um Leistungs messung und -vergleich in den deutschen Kommunen, aber auch auf Landes und Bundesebene, in den letzten Jahren deutlich zugenommen haben und sich eine wachsende Anzahl von Akteuren in entsprechenden Projekten en gagiert, allerdings vielfach ohne aufeinander Bezug zu nehmen."

Der Band prasentiert Beitrage von Wissenschaftlern, Verwaltungspraktikern und Politikern zu aktuellen Problemen der Metropolenverwaltung in London und Berlin. Vor dem Hintergrund laufender Politik- und Verwaltungsreformen in beiden Hauptstadten richtet sich das Augenmerk dabei insbesondere auf Fragen der politischen Steuerung und lokalen Demokratie.

Wie hat sich die Zeitenwende von 1989 auf Deutschland ausgewirkt? Zehn Jahre danach zeigt sich der Ubergang von der Bonner zur Berliner Republik vielschichtig und facettenreich. Die deutsche Vereinigung und europaische Integration pragten die Neunzigerjahre ebenso wie der nach 1989 entfesselte globale Kapitalismus. Probleme der Vereinigungspolitik, die neue aussenpolitische Lage, der deutsche Alltag, die Gesellschaftsstruktur, das Parteiensystem, Staat und Verwaltung sowie Reformversuche in mehreren Politikfeldern sind Gegenstand der in dem Buch versammelten Analysen und Ausblicke.

Das Buch liefert auf der Grundlage einer von der Deutschen Forschungsgemeinschaft (DFG) gefoerderten empirischen Untersuchung im Politikfeld "Bauplanung/Baugenehmigung Einblicke in die administrative Handlings- und Entscheidungspraxis ost- und westdeutscher Kommunalverwaltungen. Es werden die Wirkungen des institutionellen Um- Neubaus in Ostdeutschland vor dem Hintergrund der Fragestellung untersucht, inwieweit und durch welche Faktoren bedingt zehn Jahre nach dem Systemwechsel in der DDR eine Angleichung zwischen ost- und westdeutschen Vollzugsbehoerden stattgefunden hat.

Zu Beginn mochten wir fur die Unterstutzung danken, die wir als Autoren vielfaltig erhielten. Ausdrucklich weisen wir auf die grundlichen Nachre cherchen hin, ohne die wir das breite Themenspektrum dieser Untersuchung nicht bewaltigt hatten. In den 28 Beitragen namhafter Fachleute aus unterschiedlichen sozialwissenschaftlichen Teildisziplinen werden Schlusselbereiche der wirtschaftlichen, gesellschaftlichen, politisch-administrativen und sozio-kulturellen Transformationen in den ehemals sozialistischen Landern analysiert. Die Aufsatze sind darauf gerichtet, die jeweiligen Entwicklungslinien und (Zwischen-)Ergebnisse herauszuarbeiten und hierbei den historischen, vor allem den in der "sozialistischen Vergangenheit" wurzelnden Bestimmungsfaktoren besondere Aufmerksamkeit zu widmen. Indem die geographische, nationale und regionale Spannweite der Beitrage auf der einen Seite Ostdeutschland und auf der anderen die GUS-Staaten umschliesst, wird eine in der "Transformationsdebatte" bisher weitgehend vernachlassigte "vergleichende" Diskussion eroffnet. Die geographische, thematische und zeitliche Spannweite der Beitrage sowie der interdisziplinare Ansatz der Konzeption machen den Band zu einer "Zwischenbilanz der schwierigen Transformation sozialistischer Gesellschaften.""

41 Jahre nach Grundung der Bundesrepublik und im Ubergang zu einem vereinten Deutschland ziehen die Autoren, durchweg bekannte Politik- und Sozialwissenschaftler, in zentralen Bereichen der "alten" bundesrepublikanischen Politik Bilanz und versuchen, Perspektiven aufzuzeigen. Eine wichtige Frage hierbei ist, ob Regierungswechsel einen nachhaltigen Einfluss auf die Entwicklung sowohl des Regierungssystems insgesamt als auch auf die einzelnen Politikfelder ausuben konnten oder ob nicht Kontinuitat, d. h. ein Prozess "kumulativer" Politikentwicklung, pragend war."

Nach der schrittweisen Aufhebung des Gesch ftsraummietengeset- zes ist die Eroerterung besonderer Schutzvorschriften fur Ge- sch ftsraummieter nie ganz zur Ruhe gekommen. Zahlreiche parla- mentarische Anfragen geben davon Zeugnis. Der beschleunigte Strukturwandel hat die Diskussion versch rft und vielfach sChlagwortartig auf die Verdr ngung alteingesessener kleiner Handwerks- und Handelsbetriebe durch die Freizeitindustrie, wie Spielhallen, Boutiquen und Sexshops, verengt. Unabh ngig davon hat sich stets die Frage gestellt, ob die Kun- digungsregelung fur Gesch ftsraummieter den gewandelten Bedurf- nissen dieser Mieter noch gerecht wird. Die gesetzliche Kundi- gungsfrist bei der Landpacht hat der Gesetzgeber von sechs Mo- naten auf zwei Jahre verl ngert. Der Unterschied zu der dreimo- natigen Regelfrist bei der Geschaftsraummiete f llt jetzt doch sehr auf. Die von mir in Auftrag gegebene Untersuchung des IfS Institut fur Stadtforschung und Strukturpolitik GmbH sollte aufgrund breit angelegter Befragungen mehr Klarheit daruber verschaffen, wie die Kundigungsregelungen von den Mietvertragspartnern ge- handhabt werden und wie sie sich vor allem auf die geschaftli- chen Verhaltnisse der Mieter auswirken. Das Team des Instituts hat hierzu eine Fulle von Daten erhoben und diese in vielfalti- ger Weise kombiniert. Dadurch kommt die Untersuchung zu diffe- renzierten Schlussfolgerungen und zu manchmal uberraschenden Erkenntnissen.

Dieser Band versammelt die Beitrage, die dem Internationalen Symposium zum Thema Stadtemeuerung im Wandel -Erfahrungen aus Ost und West vorgelegt wur- den. Das Symposium fand vom 27. bis 29. Oktober 1988 im Rahmen der Ausstel- lung 25 Jahre Stadtemeuerung fur Menschen im Wedding in Berlin (West) statt und wurde vom IfS Institut fur Stadtforschung und Strukturpolitik, Berlin, im Auftrag des Bezirksamts Wedding, Abteilung Bau-und Wohnungswesen, organisiert. An der Ta- gung nahmen fuhrende Fachleute auf dem Gebiete der Stadterneuerung, Wis- senschaftler wie Praktiker, aus der DDR, aus der VR Polen, aus OEsterreich sowie aus der Bundesrepublik einschliesslich Berlin (West) teil. Das Zustandekommen und der Verlauf der Tagung zeugen von der neuen Offen- heit, die sich im Verhaltnis der Lander -uber die sie trennenden Grenzen und Mauem hinweg -geltend macht und sich auch in der menschlichen Begegnung und im fachlichen und wissenschaftlichen Austausch auspragt. Allen Beteiligten, die zum Gelingen der Tagung und zur Veroeffentlichung dieses Bandes beitrugen, voran dem Bezirksamt von Wedding, Abteilung Bau-und Woh- nungswesen, dessen Initiative und finanzielle Foerderung das Vorhaben erst ermoeg- lichten, sei auch an dieser Stelle gedankt.
