The aim of this book is to analyse why and how states respond to human security, both at home and abroad. Although states still define security as "the defense of territory" from military attack, increasingly security pertains to the protection of human beings from violence. This violence can emerge from rebels, drug traffickers, terrorism, and even environmental and demographic changes. While previous literature in this field has provided rich empirical detail about human security crises, it is generally quiet about how states respond to these crises. State Responses to Human Security fills this lacuna by bringing in concepts from international security studies and focusing on states' perceptions of power and the changing nature of human security. Instead of debating whether or not human security exists, the authors in this volume agree that human security has been redefined to include policies associated with violence toward individuals and groups, and draw on recent events in the Middle East, China and Mexico to understand how and when human security issues prompt state responses and affect international relations. The case studies analysed in this book suggest that states respond to human security threats differently, but in both the domestic context and abroad, power and perceptions matter greatly in shaping states' reactions to human security concerns. This is the first book dedicated to Australian youth gangs, exploring the subtleties and nuances of street life for young men and their quest for social respect. It focuses specifically on group violence and the ways in which the 'gang' provides a forum for the expression of this violence. White argues that what happens on the street demands a holistic analysis which takes into account the interrelationships between class circumstance, masculinity, race and ethnicity. During the past two decades, evaluation has come to play an increasingly important role in the operation of educational and social programs by national, state, and local agencies. Mandates by federal funding agencies that programs they sponsored be evaluated gave impetus to use of evaluation. Realization that evaluation plays a pivotal role in assuring program quality and effectiveness has maintained the use of evaluation even where mandates have been relaxed. With increased use --indeed institutionalization --of evaluation in many community, state, and national agencies, evaluation has matured as a profession, and new evaluation approaches have been developed to aid in program planning, implementation, monitoring, and improvement. Much has been written about various philosophical and theoretical orientations to evaluation, its relationship to program management, appropriate roles evaluation might play, new and sometimes esoteric evaluation methods, and particular evaluation techniques. Useful as these writings are, relatively little has been written about simple but enormously important activities which comprise much of the day-to-day work of the program evaluator. This book is focused on some of these more practical aspects that largely determine the extent to which evaluation will prove helpful.

This book arises from a conference held in November 1996 designed to examine how competence can be improved in the different stages ofthe lifespan. To this end, we brought together eminent researchers in different areas of human development-infancy, childhood, and adulthood, including the late adult years. The conference was based on the premise that discussion arising from the interfaces of research and practice would increase our knowledge of and stimulate the further application of effective interventions designed to improve competence.
