The Proceedings of the International Basement Tectonics Symposium form a series of publications dealing with various aspects of intraplate tectonics. These conferences are generally hels alternately in the United States and elsewhere (Cairo, Oslo, Kingston, Canada). The ninth in the series, held in Carberra, Australia in July 1990, presents aspects of the basement tectonics of the Australian continent. Keynote papers reviewed the tectonic and lineament patterns of Australia and the structure of the eastern European craton. Unique features such as the Alpine-type nappes in the intracratonic setting of central Australia are presented. Mercury, primarily because of its existence and bioaccumulation as methylmercury in aquatic organisms, is a concern for the health of higher trophic level organisms, or to their consumers. This is the major factor driving current research in mercury globally and in environmental regulation, and is the driver for the current UNEP Global Partnership for Mercury Transport and Fate Research (UNEP F&T) initiative. The overall focus of the UNEP F&T report is to assess the relative importance of different processes/mechanisms affecting the transfer of mercury (Hg) from emission sources to aquatic and terrestrial receptors and provide possible source-receptor relationships. This transfer occurs through atmospheric transport, chemical transformations and subsequent deposition, and involves the intermittent recycling between reservoirs that occurs prior to ultimate removal of Hg from the atmosphere. Understanding the sources, the global Hg transport and fate, and the impact of human activity on the biosphere, requires improved knowledge of Hg movement and transformation in the atmosphere. An improved understanding of Hg emission sources, fate and transport is important if there is to be a focused and concerted effort to set priorities and goals for Hg emission management and reduction at the national, regional and global levels; and to develop and implement such policies and strategies. To achieve this, a series of coordinated scientific endeavors focused on the estimation of sources, measurement and validation of concentrations and processes, and modeling, coupled with interpretation of the results within a policy framework, is likely to be required.

During a long period of the twentieth century, stretching from the Great Depression until the Reagan years, defeat generally characterized the electoral record of the Republican party. Although Republicans sometimes secured victory in presidential contests, a majority of Americans identified with the Democratic party, not the GOP. This book investigates how Republicans tackled the problem of their party's minority status and why their efforts to boost GOP fortunes usually ended in failure. At the heart of the Republicans' minority puzzle was the profound and persistent popularity of New Deal liberalism. This puzzle was stubbornly resistant to solution. Efforts to develop a Republican version of government activism met little success. The same was true of conservative strategies that stressed a more fundamental rejection of the Democrats' arguments. Technocratic initiatives to improve party organization and communications similarly failed to facilitate an electoral breakthrough. Only the Democratic party's decline eventually created opportunities for Republican resurgence. This book is the first to offer a wide-ranging analysis of the topic, which is of central importance to any understanding of modern U.S. political history.

The Middle East is undergoing a period of profound change, partly brought about by the United States' interventions in Afghanistan and Iraq, but also by the Arab Spring. This is affecting regional relations between states and between the region and the US. For example, Qatar, Saudi Arabia, and the UAE have supported rebel groups in Syria against the government, which was supported by Iran. Political Islam is a threat to both monarchies in the Gulf and secular states. Non-state actors, such as Islamic State (IS) and the Kurdish Regional Government (KRG) are assuming an increasingly important role in shaping the region. Further, states such as Qatar and Turkey have undertaken their own quests to shift the existing regional balance of power in their favor through soft power deployment or new or broader international alliances. Lastly, the close strategic US-Saudi relationship, primarily based on oil and arms, is being eroded by a new economic reality and divergent foreign policy interests. This shifting alliances and new regional order is the focus of the book, which examines the factors that significantly impact the foreign relations between the countries of the Middle East. Through multiple case studies, the essays identify the emerging trends and influences that are now dominating the political decision making and policy behavior of many key states. The contributors, both scholars and practitioners, investigate the main foreign policy challenges and debates in the various states, the changing relations and balance of power between them, and the continuing role of the United States in the Middle East. This project was initiated in response to the establishment of mercury TMDLs around the country and issues raised by this process, specifically concerning the issue of mercury bioavailability. While many TMDLs recognize that point sources constitute a small fraction of the mercury load to a water body, a question has been raised concerning the relative bioavailability of mercury coming from various sources. For instance, is the mercury discharged from a wastewater treatment plant more or less bioavailable than mercury in precipitation, mercury in urban stormwater, or mercury in sediments? This project seeks to address this question by developing a reliable definition and approach to estimating bioavailability, by profiling various sources of mercury in a watershed with regard to the species of mercury present and by profiling those factors or conditions in either the effluent or the receiving water that enhance or mitigate the bioavailability of those forms. The report consists of two volumes. Volume I is a background document for evaluating the biovailability of mercury in wastewater effluents and receiving waters and establishes relevant project objectives. Volume II is a guidance document for wastewater treatment professionals interested in assessing the bioavailability of mercury in their wastewater, comparing it to other sources, and assessing changes in bioavailability in their effluent when it is mixed in a receiving water body. The project concludes that, based on available data and bioavailability as defined in this report, wastewater effluent is one of the lowest among the sources evaluated with respect to mercury bioavailability due to its typically low levels of methylmercury. Due to their typically low levels of suspended solids, wastewater treatment plants employing post-secondary treatment should not contribute appreciably to local sediment mercury burdens.

For purposes of this project, this definition includes not only methylmercury, the form of mercury that readily bioaccumulates in aquatic food chains, but also bioavailable and potentially bioavailable inorganic mercury species that can be converted to methylmercury within a reasonable time frame. It is concluded that the strength of binding to solids and mercury-sulfur-organic matter associations are major factors in determining the bioavailability of inorganic Hg. A second major objective was to identify those factors or conditions in both the effluent and the receiving waters that enhance or mitigate the transformation of inorganic mercury to methylmercury and its subsequent bioaccumulation. Profiles were developed for various sources of mercury in watersheds, including wastewater treatment plants, with regard to bioavailable and potentially bioavailable mercury, and key factors in effluents and receiving waters that enhance or mitigate it. A procedure to assess the relative bioavailability of mercury from various watershed sources, including wastewater treatment plants was developed and tested using data from a US location. The project also features a literature review of conventional and emerging technologies for the removal of mercury from effluent streams and their effects on mercury bioavailability. A review of the salient aspects of mercury TMDLs completed by EPA and the states is also included. This project concludes that, based on available data and bioavailability as defined in this report, wastewater effluent is one of the lowest among the sources evaluated with respect to mercury bioavailability, along with urban runoff and mining runoff. Atmospheric deposition and contaminated sediments tend to be among the highest sources with respect to mercury bioavailability.

The History of Educational Administration Viewed Through Its Texts provides the reader a history of the development of the professional field of educational administration. From the Common School Era of the 1840s through the Era of Accountability in 2000, leaders of the profession wrote textbooks to both inform and instruct those desiring to follow in their footsteps. Historical leaders such as Elwood Cubberley, George Strayer, George Counts, and Jesse Sears are identified, and the ways in which their work influenced the profession and the public schools is examined. The various management themes running through the practice of educational administration over a 150-year period are also discussed. Among these themes is the administrator as a: philosopher and manager of virtue, scientific manager, executive, transformational leader, instructional leader in a time of high stakes accountability. The schools of "thought" affecting the preparation of education administrators is also discussed in the framework of general educational administration textbooks. The early textbooks written by the "grandfathers" were compendiums of "best practice" later eclipsed in the 1960s by a "theory movement" to make practice more scientific. This "new movement" was based on research in the social and behavioral sciences. The "theory movement" presently seems to be giving way to a return of textbooks being compendiums of best practice based on "professional" standards. Lastly, an exploration of the development and impact the specialization of the field has had on both textbooks and practice is included. The splintering of the educational administration professorate into finance, law, policy, personnel, and other specialties has had a profound impact on textbooks and practice. The development of standards dictating certification and licensing has also been influenced by specialization as opposed to general preparation. Saudi Arabia, with its US alliance and abundance of oil dollars, has a very different economic story to that of Iran, which despite enormous natural gas reserves, has been hit hard by economic, trade, scientiy c and military sanctions since its 1979 revolution. Robert Mason looks at the effect that economic considerations (such as oil, gas, sanctions, trade and investment) have on foreign policy decision-making processes and diplomatic activities. By examining the foreign policies of Saudi Arabia and Iran towards each other, and towards the wider Middle East and beyond, Mason seeks to highlight how oil policy, including oil production, pricing and security of supply and demand, is the paramount economic factor which drives the diplomacy and rivalry of these two pivotal regional powers. By comparing the foreign policy of Saudi Arabia and Iran towards the international community and the US in particular, Mason presents the very different economic and political trajectories of these two countries. In the case of Saudi Arabia, it has long been oil which has given the country importance both within the region and on an international scale. This has made it a vital ally for the West, which culminated in the stationing of US troops on Saudi soil in the run up to the Gulf War of 1991. In contrast, Iran's 'resistance' strategy has, rather than concentrating on relationships with the West, instead looked to a number of other players, such as those in Central Asia and Latin America. Mason uses the Saudi and Iranian cases to illustrate the combination of ideological, geo-strategy and economic resources that have insulated these two regimes against internal and external pressures and resulted in their dominance in the regional system. By concentrating on the economic factors in alliance building and alliance deconstruction, Mason offers vital analysis for researchers of international relations in the Middle East and the processes involved in the formation of foreign policy.

The 7th International Conference on Basement Tectonics was held at Queen's University in Kingston, Ontario, Canada, from August 17th to 21st, 1987. Subsidiary themes at the conference were "Tectonic Controls of Cratonic Basins" and "Basement Structures and Metallogeny" .
