Technological advances have helped to enhance disaster resilience through better risk reduction, response, mitigation, rehabilitation and reconstruction. In former times, it was local and traditional knowledge that was mainly relied upon for disaster risk reduction. Much of this local knowledge is still valid in today's world, even though possibly in different forms and contexts, and local knowledge remains a shared part of life within the communities. In contrast, with the advent of science and technology, scientists and engineers have become owners of advanced technologies, which have contributed significantly to reducing disaster risks across the globe. This book analyses emerging technologies and their effects in enhancing disaster resilience. It also evaluates the gaps, challenges, capacities required and the way forward for future disaster management. A wide variety of technologies are addressed, focusing specifically on new technologies such as cyber physical systems, geotechnology, drone, and virtual reality (VR)/ augmented reality (AR). Other sets of emerging advanced technologies including an early warning system and a decision support system are also reported on. Moreover, the book provides a variety of discussions regarding information management, communication, and community resilience at the time of a disaster. This book is intended to be a record of the Biotechnology-Assisted Re/Afforestation Project in the Asia-Pacific Region (BIO-REFOR) since 1992, conducted in coop eration with the International Union of Forest Research Organizations (lUFRO). The purpose of the project is to promote exchanges of information of fundamental research on indigenous species in the Asia-Pacific Region in order to restore natural forests. The production, cultivation, and maintenance of forest tree species provide highly sustainable production systems that conserve soils, the microenvironment, and biodiversity The key technology for biomass production of forests is propagation via micropropagation or traditional propagation. However, there are many recalci trant species among useful forest trees to be propagated in large numbers. Recent advances in mycorrhizal technology and in vitro culture have made it possible to commercially propagate useful trees for re/afforestation. In this book, comprehensive information is provided on propagation, mycor rhizal inoculation, and reforestation of economically and environmentally impor tant forest trees, information that usually is available only in widely scattered re sources. Here, we include a wide area of the ecology and physiology of dipterocarps as a general overview, and then cover propagation techniques, mycorrhizal symbio sis, man-made forests, and biodiversity in the Asia-Pacific region.
The Solar-B satellite was launched in the morning of 23 September 2006 (06:36 Japan time) by the Institute of Space and Astronautical Science, Japan Aerospace Exploration Agency (ISAS/JAXA), and was renamed to Hinode ('sunrise' in Japanese). Hinode carries three - struments; the X-ray telescope (XRT), the EUV imaging spectrometer (EIS), and the solar optical telescope (SOT). These instruments were developed by ISAS/JAXA in cooperation with the National Astronomical Observatory of Japan as domestic partner, and NASA and the Science and Technology Facilities Council (UK) as international partners. ESA and N- wegian Space Center have been providing a downlink station. All the data taken with Hinode are open to everyone since May 2007. This volume combines the ?rst set of instrumental papers of the Hinode mission (the mission overview, EIS, XRT, and the database system) published in volume 243, Number 1 (June 2007), and the second set of papers (four papers on SOT and one paper on XRT) published in Volume 249, Number 2 (June 2008). Another SOT paper cited as Tarbell et al. (2008) in these papers will appear later in Solar Physics.
Orexin/hypocretin research began in 1998, as a result of the discovery of a new hypothalamic neuropeptide. In 1999, it was found that mutations in the orexin/ hypocretin-related genes caused a sleep disorder (narcolepsy) in dogs and mice. These findings were soon followed by the discoveries of orexin/hypocretin ligand deficiency in human narcolepsy. The finding of the major pathophysiological mechanisms of human narcolepsy resulted in its reclassification as a neurological, not a psychiatric, disorder. The - portance of early diagnosis and initiation of treatment for human narcolepsy has been repeatedly emphasized because the disease typically starts around puberty (when social and school influences become important). Orexin/hypocretin de- ciency in narcolepsy subjects can be detected clinically in cerebrospinal fluid (CSF) orexin/hypocretin measures (low CSF orexin/hypocretin levels are strongly asso- ated with narcolepsy-cataplexy among various neurologic and sleep disorders). Thus, the CSF orexin/hypocretin measurements are expected to be included as a diagnostic test for narcolepsy-cataplexy in the second revision of international di- nostic criteria (ICSD). This positive diagnostic test is very useful for establishing an early diagnosis for narcolepsy-cataplexy, and many patients will likely receive im- diate benefits. Cerebrospinal orexin/hypocretin measurements are also informative for the nosological classification of hypersomnia. Because orexin/hypocretin de- ciency is observed in most human narcolepsy-cataplexy, orexin/hypocretin repla- ment therapy is now a promising new choice for the treatment of human narcolepsy, and research in this area is actively in progress.

This book provides practicing engineers working in the field of design, construction and monitoring of rock structures such as tunnels and slopes with technical information on how to design, how to excavate and how to monitor the structures during their construction. Based on the long-term engineering experiences of the author, field measurements together with back analyses are presented as the most powerful tools in rock engineering practice. One of the purposes of field measurements is to assess the stability of the rock structures during their construction. However, field measurement results are only numbers unless they are quantitatively interpreted, a process in which back analyses play an important role. The author has developed both the concepts of "critical strain" and of the "anisotropic parameter" of rocks, which can make it possible not only to assess the stability of the structures during their construction, but also to verify the validity of design parameters by the back analysis of field measurement results during the constructions. Based on the back analysis results, the design parameters used at a design stage could be modified if necessary. This procedure is called an "Observational method", a concept that is entirely different from that of other structures such as bridges and buildings. It is noted that in general, technical books written for practicing engineers mainly focus on empirical approaches which are based on engineers' experiences. In this book, however, no empirical approaches will be described, instead, all the approaches are based on simple rock mechanics theory. This book is the first to describe an observational method in rock engineering practice, which implies that the potential readers of this book must be practicing engineers working on rock engineering projects.

Water Frontier focuses principally on southwest Indochina (from modern southern Vietnam into eastern Cambodia and southwestern Thailand), which it calls the Lower Mekong region. The book's excellent contributors argue that, during the eighteenth and early nineteenth centuries, this area formed a single trading zone woven together by the regular itineraries of thousands of large and small junk traders. This zone in turn formed a regional component of the wider trade networks that linked southern China to all of Southeast Asia. This is the "water frontier" of the title, a sparsely settled coastal and riverine frontier region of mixed ethnicities and often uncertain settlements in which the waterborne trade and commerce of a long string of small ports was essential to local life. This innovative book uses the water frontier concept to reposition old nation-state oriented histories and decenter modern dominant cultures and ethnicities to reveal a different local past.
