Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duverger's Law and Duverger's Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems; the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as "mechanical effects," and "psychological effects." However, while Duverger's Hypothesis concerning the link between PR and multipartism is now widely accepted; the empirical evidence that plurality voting results in two-party systems is remarkably weak-with the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duverger's law in the world's largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duverger's Law in these countries; the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

Despite the central importance of elections to representative democracy, there is no systematic study available of how exactly the parties wage their election campaigns. Examining recent elections in nine countries across three continents, there case studies, all following a common framework, are written by national experts and are based on detailed interviewing and research of the parties. The book includes a lengthy introduction; a comparative study on campaign 'effects'; and a detailed conclusion.
Today's demographic reality is a "majority-minority" America wherein racial and ethnic minorities comprise a growing share of the U.S. population and electorate, and are themselves becoming more diverse and representing more decisive votes. How America evolves as a society and a polity depends on whether and how these new Americans access and are accommodated by existing institutions. The Future is Ours offers a data-based examination of whether (and exactly how) minority citizens differ from members of the white majority-in political participation, voting preferences, policy opinions, orientations toward government, and legislative representation. Data analyses are presented in non-technical fashion, but throughout the authors attempt to engage issues of research design that expose students to the logics of social science inquiry. Bowler and Segura argue that demography will, in fact, be destiny. The balance between the two parties is at a tipping point and the outcome depends on how minority Americans engage in politics.
As the racial and ethnic minority populations of the United States grow past 30 percent, candidates cannot afford to ignore the minority vote. The studies collected in Diversity and Democracy show that political scientists, too, must fully recognize the significance of minority-representation studies for our understanding of the electoral process in general. If anything has limited such inquiry in the past, it has been the tendency for researchers to address only a single group or problem, yielding little that can be applied to other contexts. Diversity in Democracy avoids this limitation by examining several aspects of representation, including both Latino and African American perspectives, and a wide range of topics, ranging from the dynamics of partisanship to various groups' perceptions of the political system. The result is a work that pulls together decades of disparate work into a broad and cohesive overview of minority representation. The most significant conclusion to emerge from this multifaceted examination is the overwhelming importance of context. There is no single strategic key, but taken together, these studies begin to map the strategies, institutions, and contexts that enhance or limit minority representation. Democratic elections are designed to create unequal outcomes: for some to win, others have to lose. This book examines the consequences of this inequality for the legitimacy of democratic political institutions and systems. Using survey data collected in democracies around the globe, the authors argue that losing generates ambivalent attitudes towards political authorities. Because the efficacy and ultimately the survival of democratic regimes can be seriously threatened if the losers do not consent to their loss, the central themes of this book focus on losing: how losers respond to their loss and how institutions shape losing. While there tends to be a gap in support for the political system between winners and losers, it is not ubiquitous. The book paints a picture of losers' consent that portrays losers as political actors whose experience and whose incentives to accept defeat are shaped both by who they are as individuals as well as the political environment in which loss is given meaning. Given that the winner-loser gap in legitimacy is a persistent feature of democratic politics, the findings presented in this book contain crucial implications for our understanding of the functioning and stability of democracies.
Referenda on important public policy questions have come to play a
central role in policy making in many states. Referenda, or ballot
propositions, have resulted in limits on taxation and limits on the
number of terms of elected officials, and have dealt with bilingual
education, campaign finances, and affirmative action, in states all
over the country.
The Single Transferable Vote, or STV, is often seen in very
positive terms by electoral reformers, yet relatively little is
known about its actual workings beyond one or two specific
settings. This book gathers leading experts on STV from around the
world to discuss the examples they know best, and represents the
first systematic cross-national study of STV. Furthermore, the
contributors collectively build an understanding of electoral
systems as institutions embedded within a wider social and
political context, and begins to explain the gap between analytical
models and the actual practice of elections in Australia, Ireland,
and Malta. Rather than seeing electoral institutions in purely
mechanical terms, the collection of essays in this volume shows
that the effects of electoral system may be contingent rather than
automatic. On the basis of solid empirical evidence, the volume
argues that the same political system can, in fact, have quite
different effects under different conditions.
