Migrants and minorities are always at risk of being caught in essentialized cultural definitions and being denied the right to express their cultural preferences because they are perceived as threats to social cohesion. Migrants and minorities respond to these difficulties in multiple ways - as active agents in the pedagogical, political, social, and scientific processes that position them in this or that cultural sphere. On the one hand, they reject ascribed cultural attributes while striving towards integration in a variety of social spheres, e.g. school and workplace, in order to achieve social mobility. On the other hand, they articulate demands for cultural self-determination. This discursive duality is met with suspicion by the majority culture. For societies with high levels of migration or with substantial minority cultures, questions related to the meaning of cultural heterogeneity and the social and cultural limits of learning and communication (e.g. migration education or critical multiculturalism) are very important. It is precisely here where the chances for new beginnings and new trials become of great importance for educational theorizing, which urgently needs to find answers to current questions about individual freedom, community/cultural affiliations, and social and democratic cohesion. Answers to these questions must account for both 'political' and 'learning' perspectives at the macro, mezzo, and micro contextual levels. The contributions of this edited volume enhance the knowledge in the field of migrant/minority education, with a special emphasis on the meaning of culture and social learning for educational processes.

Das Thema "Migration und Familie" findet seit einigen Jahren verstarkt Beachtung. Dies geschieht meist im Zusammenhang mit der Thematisierung von Problemen und Defiziten, insbesondere in den Bereichen Bildung und Erziehung, sowie in Bezug auf das Geschlechterverhaltnis. In anderer Weise erfolgt diese Thematisierung im Care-Bereich: Wahrend einerseits Familien bei der Betreuung und Pflege von Angehorigen zunehmend auf die Arbeit von Migrant/innen angewiesen sind, wird anderseits gerade diese Konstellation zur Belastungen fur die Familien der Migrant/innen. Die Beitrage des Bandes greifen die Vielfalt und Widerspruchlichkeit familialer Praxen im Kontext von Migration auf und liefern differenzierte Analysen zu aktuellen Fragen von Bildung, Gender und Care.

Die Beitrage des vorliegenden Bandes beschaftigen sich mit Grundlagen und Systematisierungen, UEbergangsmanagement, Arbeitsintegration und temporarer Beschaftigung im Kontext von Migration. In besonderer Weise wird dabei die Bedeutung Sozialer Arbeit im Kontext von Arbeit und Migration untersucht. Migrantinnen und Migranten befinden sich vielfach in prekaren, marginalisierten Lebenslagen. Dies gilt insbesondere fur den Bereich Arbeit und Migration, unter anderem weil ihre Qualifikationen nicht ausreichend anerkannt werden, ihnen der berufliche Aufstieg erschwert wird oder sie rassistischen Formen von Diskriminierung unterworfen sind, etwa bei der Suche nach einem Ausbildungs- oder Arbeitsplatz. Zugleich wachst aber auch in den westlichen Arbeitsgesellschaften der Druck, Migrantinnen und Migranten besser als bisher in den Arbeitsmarkt zu integrieren. Insbesondere vor dem Hintergrund von Fachkraftemangel und demographischer Entwicklung haben dabei Beschaftigungs- und Qualifizierungsinitiativen im Kontext von Migration an Bedeutung gewonnen.

In Demokratien werden die Zugange zur politischen und sozialen Partizipation uber unterschiedliche Beteiligungsmoeglichkeiten reguliert. Diese entfalten ihre Wirkung auch im Kontext von Migration. Allerdings kann Beteiligung nicht allein auf Fragen von Staatsburgerschaft und politischen Rechten von Minderheiten reduziert werden. Vielmehr ist Demokratie mit vielfaltigen individuellen und sozialen Lernprozessen verknupft. Vor diesem Hintergrund untersuchen die Autorinnen und Autoren des Bandes in den Themenfeldern Staatsburgerschaft, politische Partizipation, Zivilgesellschaft und Bildungsprozesse Facetten der Bedeutung von Migration und Minderheiten fur demokratische Gesellschaften. Daruber hinaus enthalt der Band Beitrage zu Grundlagen und Systematisierungen uber Migration und Minderheiten in der Demokratie.

Moderne Gesellschaften sind durch eine Pluralisierung familiarer Formen und Muster gekennzeichnet. Dies gilt auch fur Familien im Kontext von Migration, die aber in den offentlichen Diskursen meist immer noch als traditionelle Familien wahrgenommen werden. Ein Teil der Veranderungen von Familien im Kontext von Migration steht in engem Zusammenhang mit Veranderungen in den Migrationsprozessen selbst. Diese haben einen Einfluss auf die innere Strukturierung und die Entwicklung der Familien. Vor dem Hintergrund aktueller Debatten um Transnationalisierung und Transkulturalitat untersuchen die Beitrage im vorliegenden Band die Komplexitat von Familie im Kontext von Migration. Dabei wird nach der Bedeutung von Migrationspolitiken und dem Umgang mit sozialen und kulturellen Differenzen im Zusammenhang von Familie und Migration gefragt."

Die Frage der Zugehorigkeit ist fur Jugendliche mit Migrationshintergrund prekar. Sie werden mit ethnisiert-vergeschlechtlichten Zuschreibungen und nationalen Zuordnungen konfrontiert. Diese stehen vielfach im Widerspruch zu ihrer Lebensrealitat und zu ihrem Selbstverstandnis. Vor diesem Hintergrund beschaftigen sich die empirischen Beitrage des Bandes mit den Orientierungs- und Handlungsformen von Jugendlichen in biografischen und jugendkulturellen Kontexten. Es werden Verortungsstrategien im transkulturellen und lokalen Raum aufgezeigt und Ambivalenzen im Umgang mit vorherrschenden Gender- und Ethnizitatskonstruktionen diskutiert."

Im Spannungsfeld von Traditionen, EU-Einigungsprozessen und globalen Entwicklungen haben die Debatten um den "Umbau des Sozialstaates" ein neues Stadium erreicht. Eine Politik der Individualisierung und Privatisierung hat sich mittlerweile zum sozialpolitischen Leitmotiv entwickelt und lasst den auf solidarischen Prinzipien beruhenden Sozialstaat alter Pragung vielfach als Auslaufmodell erscheinen. Im vorliegenden Sammelband werden in Fallstudien Geschichte, Entwicklung und Perspektiven der Sozialstaatsmodelle von EU-Mitgliedsstaaten (Grossbritannien, Deutschland, Frankreich, Niederlanden, Italien, Schweden), EU-Beitrittskandidaten (Polen, Turkei) und einem europaischen nicht EU-Staat (Schweiz) dargestellt. Daruber hinaus werden die Einflusse der EU auf nationale Reformprojekte sowie der aktuelle Stand der Bemuhung um eine Harmonisierung der Sozialpolitik auf EU-Ebene analysiert. Ziel der Beitrage ist es, die Dynamiken, Bruche und Traditionen innerhalb der Sozialpolitiken der einzelnen Lander herauszuarbeiten und sie vor dem Hintergrund der europaischen Integrationspolitik zu diskutieren.

Das Verhaltnis von Sozialer Arbeit und Demokratie ist zu Beginn des 21. Jahrhunderts neu zu bestimmen. Traditionell wird Soziale Arbeit als Teil der demokratisch verfassten Wohlfahrtsstaaten angesehen, die im zweiten Drittel des 20. Jahrhunderts ihre starkste Auspragung erfahren hatten. Mit der Transformation dieser wohlfahrtsstaatlichen Arrangements verandert sich inzwischen auch das Verhaltnis von Sozialer Arbeit und Demokratie. In diesem Band werden diese Entwicklungsprozesse in ihrer Widerspruchlichkeit von post-demokratischer Delegitimierung und neuer Demokratisierung fur die Soziale Arbeit systematisiert und diskutiert.
