Scholars agree that a direct correlation can be made between poor governance and the emergence of extremist movements. In ad 330 the Emperor Constantine consecrated the new capital of the eastern Roman Empire on the site of the ancient city of Byzantium. Its later history is well known, yet comparatively little is known about the city before it became Constantinople and then Istanbul. As America debates the merits of government-provided health insurance, it is important to note that the U.S. government is already the largest insurance provider in the world.
