In den reichen Landern erlebt die IT ein anhaltendes Wachstum, in den armen Landern, namentlich in Afrika, fehlt sie noch weitgehend. Um den Menschen in der Dritten Welt den Anschluss an das Computer-Zeitalter zu ermoglichen, wurde das Projekt "One Laptop per Child" (OLPC) und der ClassmatePC entwickelt. Einzelne Organisationen liefern ausgediente PCs aus der ersten in die Dritte Welt. Diese Projekte haben aber bis heute keinen Durchbruch erzielt. Afrika hat den Anschluss an das IT-Zeitalter noch nicht gefunden. Wahrend in Europa jeder zweite Einwohner uber einen Internetanschluss verfugt, ist es in Afrika nicht einmal jeder 25. Computergerate finden sich in Afrika erst in der staatlichen Verwaltung und in den Universitaten, nicht aber oder nur ausnahmsweise in Privatbesitz. Angefragte Hilfswerke betonen zwar die Wichtigkeit von Grundbildung und Berufsausbildung, halten aber die Vermittlung von IT-Kenntnissen und die Ausstattung von Schulen in der Dritten Welt mit Computergeraten nicht fur prioritar. Fur die "Computerisierung" der Entwicklungslander Afrikas fehlt zur Zeit die notige Infrastruktur: Elektrizitats- und Telefonnetze sind vielerorts nicht verfugbar oder mit grossen Mangeln behaftet. Die oben erwahnten OLPC und ClassmatePC entsprechen den Vorstellungen der Industrienationen und weisen gegenuber herkommlichen Secondhand-PCs keine uberzeigenden Vorteile fur die Dritte Welt auf. Zudem fehlt es vollstandig an Konzepten zur Entsorgung ausgedienter Computer. Zusammenfassend fragt sich, ob Afrika "von aussen her" mit IT versorgt werden soll. Solange die Menschen in Afrika nicht einmal ihre Grundbedurfnisse decken konnen, fehlt auch die Nachfrage nach Informationstechnologie. Soweit Hilfswerke Schulen mit Computern aus- rusten wollen, stehen ge
