Before long he's amassed a fortune, bringing him to the attention of maverick policeman Ritchie Roberts (Russell Crowe), an honest cop in an otherwise corrupt force, who makes it his business to shut Lucas down.

After the initial investigation by Captain Julia Osborne (Connie Nielsen) into the disappearance of Sgt. Nathan West (Samuel L. Jackson) and the death several cadets fails, ex-army ranger turned DEA agent Tom Hardy (John Travolta) is called in. West went missing and four cadets were killed during a hurricane whilst in Panama on a jungle training exercise. However, there were two survivors; but one says that West murdered the cadets and was thus murdered himself, whilst the other paints a completely different picture. Hardy and Osborne have to work together to get to the truth and discover whether either one of the stories is to be believed.
Rutger Hauer stars in this action comedy as a homeless man who takes vigilantism to a new scale. Arriving in a new city, our hero soon realises that it is a hotbed of crime and corruption presided over by gang bosses and bent cops who will do nothing to deliver justice. Dr Andrew Malraux (Purcell) learns of the Nazi experiment to create superhuman fighters when the weapons corporation he works for sends him to the Canadian Arctic to look into the matter. At the end of World War II, the Russians took over the experiment and, during the Cold War, despatched three genetically modified troops to America to launch a major terrorist attack. However, en route the plane carrying the soldiers crashed into the freezing Canadian wilderness. Acting under orders from his boss Jane Frazer (Camille Sullivan), Malraux locates the soldiers, frozen in the ice, and takes them to a research base for study. When the highly dangerous men revive and break free from captivity, it falls to Malraux and a few hardy associates to try and stop them before they can complete their terrorist mission.
