The Islamic State of Iraq and Syria (ISIS) ruled Mosul from 2014-2017 in accordance with its extremist interpretation of sharia. But beyond what is known about ISIS governance in the city from the group's own materials, very little is understood about the reality of its rule, or reasons for its failure, from those who actually lived under it. This book reveals what was going on inside ISIS institutions based on accounts from the civilians themselves. Focusing on ISIS governance of education, healthcare and policing, the interviewees include: teachers who were forced to teach the group's new curriculum; professors who organized secret classes in private; doctors who took direct orders from ISIS leaders and worked in their headquarters; bureaucratic staff who worked for ISIS. These accounts provide unique insight into the lived realities in the controlled territories and reveal how the terrorist group balanced their commitment to Islamist ideology with the practical challenges of state building. Moving beyond the simplistic dichotomy of civilians as either passive victims or ISIS supporters, Mathilde Becker Aarseth highlights here those people who actively resisted or affected the way in which ISIS ruled. The Military Covenant states that in exchange for their military service and their willingness to make the ultimate sacrifice, soldiers should receive the nation's support. Exploring the concept's invention by the Army in the late 1990s, its migration to the civilian sphere from 2006 and its subsequent entrenchment in public policy, Ingham seeks to understand the Covenant's progress from the esoteric confines of Army doctrine to national recognition. Drawing on interviews with senior commanders, policy-makers and representatives of Forces' charities, this study highlights how the Army deployed the Military Covenant to convey the pressure on the institution caused by the concurrent combat operations in Iraq and Afghanistan. While achieving a better deal for soldiers whose sacrifice became all too apparent, the Military Covenant licensed unprecedented incursion into politics by senior commanders, enabling them to out-manoeuvre the Blair-Brown governments and to challenge the existing norms within Britain's civil-military relationship. As British Forces prepare to leave Afghanistan, this study considers the value Britain accords to military service and whether civilian society will continue to uphold its Covenant with those who have served the nation.

Pakistan's nuclear arsenal - the fastest growing in the world - raises concerns on many grounds. Although far from the scale of the Cold War, South Asia is experiencing a strategic arms race. And the more weapons there are, the more potential for theft, sabotage and nuclear terrorism. Worries that Pakistan's nuclear-weapons technology might again be transferred to nuclear aspirants have not been expunged. Being outside the nuclear club makes it harder to ensure nuclear safety. Of gravest concern is the potential for a nuclear war, triggered by another large-scale terrorist attack in India with Pakistani state fingerprints as in the 2008 Mumbai atrocity, this time followed by an Indian Army reprisal. Lowering the nuclear threshold, Pakistan has vowed to deter this with newly introduced battlefield nuclear weapons. Mark Fitzpatrick evaluates each of the potential nuclear dangers, giving credit where credit is due. Understanding the risks of nuclear terrorism and nuclear accidents, Pakistani authorities have taken appropriate steps. Pakistan and India give less attention, however, to engaging each other on the issues that could spark a nuclear clash. The author argues that to reduce the nuclear dangers, Pakistan should be offered a formula for nuclear legitimacy, tied to its adopting policies associated with global nuclear norms.

At the point of independence in 1948, Sri Lanka was projected to be a success story in the developing world. However, in July 1983 a violent ethnic conflict which pitted the Sinhalese against the Tamils began, and did not come to an end until 2009. This conflict led to nearly 50,000 combatant deaths and approximately 40,000 civilian deaths, as well as almost 1 million internally-displaced refugees and to the permanent migration abroad of nearly 130,000 civilians. With a focus on Sri Lanka, this book explores the political economy of ethnic conflict, and examines how rival political leaders are able to convince their ethnic group members to follow them into violent conflict. Specifically, it looks at how political leaders can influence and utilize changes in the level of economic liberalization in order to mobilize members of a certain ethnic group, and in the case of Sri Lanka, shows how ethnic mobilization drives can turn violent when minority ethnic groups are economically marginalized by the decisions that the majority ethnic group leaders make in order to stay in power. Taking a political economy approach to the conflict in Sri Lanka, this book is unique in its historical analysis and provides a longitudinal view of the evolution of both Tamil and Sinhalese ethnic drives. As such, this interdisciplinary study will be of interest to policy makers as well as academics in the field of South Asian studies, political science, sociology, development studies, political economy and security studies.

This book explores women's militant activities in insurgent wars and seeks to understand what women 'do' in wars. In International Relations, inter-state conflict, anti-state armed insurgency and armed militancy are essentially seen as wars where collective violence (against civilians and security forces) is used to achieve political objectives. Extending the notion of war as 'politics of injury' to the armed militancy in Indian administered Kashmir and the Tamil armed insurgency in Sri Lanka, this book explores how women participate in militant wars, and how that politics not only shapes the gendered understandings of women's identities and bodies but is in turn shaped by them. The case studies discussed in the book offer new comparative insight into two different and most prevalent forms of insurgent wars today: religio-political and ethno-nationalist. Empirical analyses of women's roles in the Sri Lankan Tamil militant group, the LTTE and the logistical, ideological support women provide to militant groups active in Indian administered Kashmir suggest that these insurgent wars have their own gender dynamics in recruitment and operational strategies. The rhetoric of armed social welfare has become prominent in military and counterinsurgency circuits with profound consequences for the meanings of democracy, citizenship, and humanitarianism in conflict zones. By focusing on the border district of Kargil, the site of India and Pakistan's fourth war in 1999, this book analyses how humanitarian policies of healing and heart warfare infused the logic of democracy and militarism in the post-war period. Today, the First World War is remembered chiefly for the carnage of the Western Front, but at the time the Royal Navy's blockade of Germany was a more frequent source of debate. For, even at a time of war, there were influential voices in Britain who baulked at a concept of economic warfare that hindered the free passage of goods on the high seas, and brought German society to the brink of famine. To further our understanding of these issues, this book looks at the background to the blockade, and the effects of its implementation in 1914. It argues that there was a widely shared, but largely unwritten, strategic culture within British naval circles which accepted that in a war with a major maritime power the British response would be to attack enemy trade. This is demonstrated by the fact that from at least the late 1880s the Royal Navy planned for the use of armed merchantmen to enforce an economic blockade of an enemy. This it did by entering into detailed arrangements with major British shipping companies for the design and subsidy of liners with the potential for use as merchant cruisers, and stockpiling their prospective armament. In line with the contemporary, Corbettian, view that seapower depends upon free communications, the book concludes by asserting that the primary role of the Grand Fleet in the First World War was to guarantee the ability of the merchant cruisers on the Northern Patrol to interdict German seaborne trade, rather than to engage in large set-piece battles.
