This book critically examines the Western approach to counter-insurgency in the post-colonial era and offers a series of recommendations to address current shortfalls. The author argues that current approaches to countering insurgency rely too heavily on conflicts from the post-World War II years of waning colonialism. Campaigns conducted over half a century ago - Malaya, Aden, and Kenya among them - remain primary sources on which the United States, British, Australian, and other militaries build their guidance for dealing with insurgent threats, this though both the character of those threats and the conflict environment are significantly different than was the case in those earlier years. This book addresses the resulting inconsistencies by offering insights, analysis, and recommendations drawn from campaigns more applicable to counter-insurgency today. Eight post-colonial conflicts; to include Northern Ireland, Sierra Leone, Colombia and Iraq; provide the basis for analysis. All are examples in which counterinsurgents attained or continue to demonstrate considerable progress when taking on enterprises better known for disaster and disappointment. Recommendations resulting from these analyses challenge entrenched beliefs to serve as the impetus for essential change. Every large nation in the world was directly or indirectly affected by the impact of war during the course of the twentieth century, and while the historical narratives of war of these nations are well known, far less is understood about how small islands coped. These islands - often not nations in their own right but small outposts of other kingdoms, countries, and nations - have been relegated to mere footnotes in history and heritage studies as interesting case studies or unimportant curiosities. Yet for many of these small islands, war had an enduring impact on their history, memory, intangible heritage and future cultural practices, leaving a legacy that demanded some form of local response. This is the first comprehensive volume dedicated to what the memories, legacies and heritage of war in small islands can teach those who live outside them, through closely related historical and contemporary case studies covering 20th and 21st century conflict across the globe. The volume investigates a number of important questions: Why and how is war memory so enduring in small islands? Revolutionary Worlds looks at the Indonesian revolution (1945-1949) from a local and regional perspective. This book analyses security strategies in the American world order, systematically comparing Russian, Middle Eastern and European policies. The main finding is that the loss of relative power has decisive importance for the security strategies of states, but that particular strategies can only be explained when relative power is combined with ideology and the probability of military conflict. Research on the unipolar world order has focused largely on the general dynamics of the system and the actions of the American unipole. By contrast, this book focuses on states that lost out relatively as a consequence of unipolarity, and seeks to explain how this loss has affected their security strategies. Thus, in essence, the book tells 'the other side of the story' about the contemporary world order. In addition, it makes an important theoretical contribution by systematically coupling relative ideology and relative security with relative power and exploring their explanatory value. This book will be of great interest to students of international relations, security studies and foreign policy.

This interdisciplinary book investigates the consequences of the language of terror for our lives in democratic societies. The approach of this book is in direct contrast with those that either view terrorism simplistically, as a clear reality threatening democratic society and thus requiring certain sorts of response, or argue, equally simplistically, that the invocation of terror is merely the ideological veil for continued capitalist exploitation. While closer in spirit to the second of these, this work does not simply dismiss the discourse on terror, but rather investigates the consequences of this discourse for the organisation of life in democratic societies. In interrogating the discourse of terror from a variety of viewpoints, this interdisciplinary text builds upon the understanding of the importance of the language of terror from a new perspective: the interconnections between discourses of terror; the material realities they at once reflect and help produce; and the specificities of particular historical circumstances. Wars from Within brings together an international and multidisciplinary group of academics and practitioner-researchers specializing in the study of insurgent movements in order to provide a deeper understanding of the violent manifestations of insurgencies in different parts of the world. Firstly, thematic chapters discuss the typology of insurgencies (ethnopolitical, religious and ideological), past and potential responses to them, as well as the impact of advance communication technology on insurgent activity. This book examines the moral dilemmas of nuclear dissemination, and the justifications of both nuclear pursuit and avoidance by contemporary states. Applying Constructivist methodologies and moral theory, the author analyses a core set of moral dilemmas that ensnare decision-makers amongst state and non-state nuclear aspirants, as well as amongst states committed to preventing horizontal proliferation. The book shows that the character, structure and implications of these dilemmas have not yet been adequately understood or appreciated, and that such an understanding is necessary for an effective set of nonproliferation policies. Furthermore, it shows that the dilemmas' force and political policy import are evident in the 'discourses' that diverse actors undertake to defend their nuclear choices, and how the dilemmas of nuclear aspirants are implicated in those of nuclear preventers. The author advocates a number of policy recommendations that reinforce some already made by scholars and experts but, more importantly, others that advise significantly different courses of action. The book reveals how the moral dilemmas of nuclear aspiration, avoidance, and prevention constitute the security dilemmas and paradoxes that comprise much of the 21st century security environment. This book examines the challenges that military forces will face in multinational operations in the 21st century. Expanding on Rupert Smith's The Utility of Force, the volume assesses the changing parameters within which force as a political instrument is ultimately carried out. This volume seeks to uncover and discuss the links between genocide, geopolitics and transnational networks. By studying the destruction of the Union Patrotica (UP) in Colombia - a process usually regarded as one of the extreme by-products of the Colombian armed conflict- through the lens of genocide studies, Gomez-Suarez challenges mainstream international relations, genocide and Colombian armed conflict studies.

Moving beyond the analysis of the Colombian case, the book offers a broader interdisciplinary theoretical framework that also attends to transnational relations of perpetrators and resisters and the political economy of affective-dispositions for mapping genocidal conjuncture. Methodologically, the text aims to present a re-interpretation of what constitutes genocide beyond its legal definition and turn towards its political and ethical dimensions to create a conceptual framework in which genocide appears to turn ever more into a decentralized network of various actors that contributed to a genocidal mentality, which, ultimately, enable the destruction of the civil society networks.

This book is an interdisciplinary examination of several interconnecting aspects of migrant communities in the context of contemporary conflict and security. It aims to illustrate how the diversity of migrant populations cross-cuts political, cultural, social and economic spheres of activity. The book builds a connected picture of contemporary migrants/diasporas that reflects the fact that they exist within, and help to construct, an integrated and multi-layered political, social, cultural and economic mileau. While empirically focused studies are often case-specific and, while rich in local detail, lack comparative breadth or the ability to make connections and see irregularities across a number of cases that might be of interest to scholars beyond that specific area. This work intends to connect these literatures together more thoroughly. In particular, it seeks to demonstrate that political, cultural, economic and social factors all play important roles in helping us understand the actual (and potential) roles of migrant communities in conflict and security within contemporary society. The book has a thematic structure, with multiple case studies being used throughout the text, including the Palestinian, Sri Lankan, Irish and Somali diaspora communities. London will be used as a site for primary data collection, due to its multi-ethnic character and the vibrancy of its diaspora communities. A series of interviews will be carried out in London among several migrant communities to provide qualitative evidence linked to the central arguments within the book concerning the impact of globalisation and the new security environment on patterns of association at both political and cultural levels. This is the first book to focus on the two different but very similar campaigns of state-sponsored violence that have engulfed the people of the Nuba Mountains in Sudan. First, between late 1989 and the mid 1990s, the Government of Sudan, under President Omar al Bashir, carried out what some have deemed genocide by attrition against the people of the Nuba Mountains. The second crisis in the Nuba Mountains has been unfolding since July 2011 as the result of continued strife after the civil war in Sudan and the secession of South Sudan.

Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas.

While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. State Violence and the Execution of Law examines how law plays a fundamental role in enabling state violence and, specifically, specifically, torture, secret imprisonment, and killing-at-a-distance. Analysing the complex ways in which the U.S. government deploys law in order to consolidate and further colonial and imperial relations of power, Joseph Pugliese tracks the networks that enable the diffusion and normalisation of the state's monopoly of legitimate violence both in the U.S. and transnationally. He demonstrates how these networks of state violence are embedded within key legal institutions (US Department of Justice), military apparatuses (U.S. Defense Advanced Research Projects Agency), civic sites (McCarran airport, Las Vegas), corporations (Boeing), carceral architectures (CIA Salt Pit, Kabul, and Guantanamo), and advanced technologies (unmanned aerial combat vehicles). Law's violence, it is maintained, is always preoccupied with the body: its torture, extortion or extermination. The exercise of state violence, it is argued, must be considered in situated locations that evidence the enmeshment of the body within geopolitical configurations of bio and necropower. For it is in these locations that law plays a foundational role in enabling and legitimising regimes of racialised violence. Drawing on poststructuralist, feminist, queer, critical legal, whiteness and anti-colonial theories, State Violence and Execution of Law brings into focus the contractual imbrication of the state with arms corporations and the contemporary military-industrial complex.

The Military Covenant states that in exchange for their military service and their willingness to make the ultimate sacrifice, soldiers should receive the nation's support. Exploring the concept's invention by the Army in the late 1990s, its migration to the civilian sphere from 2006 and its subsequent entrenchment in public policy, Ingham seeks to understand the Covenant's progress from the esoteric confines of Army doctrine to national recognition. Drawing on interviews with senior commanders, policy-makers and representatives of Forces' charities, this study highlights how the Army deployed the Military Covenant to convey the pressure on the institution caused by the concurrent combat operations in Iraq and Afghanistan. While achieving a better deal for soldiers whose sacrifice became all too apparent, the Military Covenant licensed unprecedented incursion into politics by senior commanders, enabling them to out-manoeuvre the Blair-Brown governments and to challenge the existing norms within Britain's civil-military relationship. As British Forces prepare to leave Afghanistan, this study considers the value Britain accords to military service and whether civilian society will continue to uphold its Covenant with those who have served the nation.

Among the factors contributing to this shift was the American view of the military balance whether the United States had been or was being overtaken by the Soviet Union in terms of military capability. Since then, the military balance has been viewed within the overall context of issues impacting superpower relations during this era. David Walsh examines the full range of issues - strategic and European-based forces, power-projection capabilities, and military spending - and their role in shaping perceptions, not just of the military balance but also in such key areas of international relations as arms control, trans-Atlantic diplomacy and Third World conflict.
