Pakistan's nuclear arsenal - the fastest growing in the world - raises concerns on many grounds. Although far from the scale of the Cold War, South Asia is experiencing a strategic arms race. And the more weapons there are, the more potential for theft, sabotage and nuclear terrorism. Worries that Pakistan's nuclear-weapons technology might again be transferred to nuclear aspirants have not been expunged. Being outside the nuclear club makes it harder to ensure nuclear safety. Of gravest concern is the potential for a nuclear war, triggered by another large-scale terrorist attack in India with Pakistani state fingerprints as in the 2008 Mumbai atrocity, this time followed by an Indian Army reprisal. Lowering the nuclear threshold, Pakistan has vowed to deter this with newly introduced battlefield nuclear weapons. Mark Fitzpatrick evaluates each of the potential nuclear dangers, giving credit where credit is due. Understanding the risks of nuclear terrorism and nuclear accidents, Pakistani authorities have taken appropriate steps. Pakistan and India give less attention, however, to engaging each other on the issues that could spark a nuclear clash. The author argues that to reduce the nuclear dangers, Pakistan should be offered a formula for nuclear legitimacy, tied to its adopting policies associated with global nuclear norms.

At the point of independence in 1948, Sri Lanka was projected to be a success story in the developing world. However, in July 1983 a violent ethnic conflict which pitted the Sinhalese against the Tamils began, and did not come to an end until 2009. This conflict led to nearly 50,000 combatant deaths and approximately 40,000 civilian deaths, as well as almost 1 million internally-displaced refugees and to the permanent migration abroad of nearly 130,000 civilians. With a focus on Sri Lanka, this book explores the political economy of ethnic conflict, and examines how rival political leaders are able to convince their ethnic group members to follow them into violent conflict. Specifically, it looks at how political leaders can influence and utilize changes in the level of economic liberalization in order to mobilize members of a certain ethnic group, and in the case of Sri Lanka, shows how ethnic mobilization drives can turn violent when minority ethnic groups are economically marginalized by the decisions that the majority ethnic group leaders make in order to stay in power. Taking a political economy approach to the conflict in Sri Lanka, this book is unique in its historical analysis and provides a longitudinal view of the evolution of both Tamil and Sinhalese ethnic drives. As such, this interdisciplinary study will be of interest to policy makers as well as academics in the field of South Asian studies, political science, sociology, development studies, political economy and security studies.

This book explores women's militant activities in insurgent wars and seeks to understand what women 'do' in wars. In International Relations, inter-state conflict, anti-state armed insurgency and armed militancy are essentially seen as wars where collective violence (against civilians and security forces) is used to achieve political objectives. Extending the notion of war as 'politics of injury' to the armed militancy in Indian administered Kashmir and the Tamil armed insurgency in Sri Lanka, this book explores how women participate in militant wars, and how that politics not only shapes the gendered understandings of women's identities and bodies but is in turn shaped by them. The case studies discussed in the book offer new comparative insight into two different and most prevalent forms of insurgent wars today: religio-political and ethno-nationalist. Empirical analyses of women's roles in the Sri Lankan Tamil militant group, the LTTE and the logistical, ideological support women provide to militant groups active in Indian administered Kashmir suggest that these insurgent wars have their own gender dynamics in recruitment and operational strategies. The rhetoric of armed social welfare has become prominent in military and counterinsurgency circuits with profound consequences for the meanings of democracy, citizenship, and humanitarianism in conflict zones. By focusing on the border district of Kargil, the site of India and Pakistan's fourth war in 1999, this book analyses how humanitarian policies of healing and heart warfare infused the logic of democracy and militarism in the post-war period. In the popular imagination, the battle fields of the Western Front were dominated by the machine gun. Yet soldiers at the time were clear that artillery - not machine guns - dictated the nature, tactics and strategy of the conflict. Only in the last months of the war when the Allies had amassed sufficient numbers of artillery and learned how to use it in an integrated and coherent manner was the stalemate broken and war ended. In this lucid and prize-winning study, the steady development of artillery, and the growing realisation of its primacy within the British Expeditionary Force is charted and analysed. Through an examination of British and Dominion forces operating on the Western Front, the book looks at how tactical and operational changes affected the overall strategy. Chapters cover the role of artillery in supporting infantry attacks, counter-battery work, artillery in defence, training and command and staff arrangements. In line with the 'learning curve' thesis, the work concludes that despite many setbacks and missed opportunities, by 1918 the Royal Artillery had developed effective and coordinated tactics to overcome the defensive advantages of trench warfare that had mired the Western Front in bloody stalemate for the previous three years.

Today, the First World War is remembered chiefly for the carnage of the Western Front, but at the time the Royal Navy's blockade of Germany was a more frequent source of debate. For, even at a time of war, there were influential voices in Britain who baulked at a concept of economic warfare that hindered the free passage of goods on the high seas, and brought German society to the brink of famine. To further our understanding of these issues, this book looks at the background to the blockade, and the effects of its implementation in 1914. It argues that there was a widely shared, but largely unwritten, strategic culture within British naval circles which accepted that in a war with a major maritime power the British response would be to attack enemy trade. This is demonstrated by the fact that from at least the late 1880s the Royal Navy planned for the use of armed merchantmen to enforce an economic blockade of an enemy. This it did by entering into detailed arrangements with major British shipping companies for the design and subsidy of liners with the potential for use as merchant cruisers, and stockpiling their prospective armament. In line with the contemporary, Corbettian, view that seapower depends upon free communications, the book concludes by asserting that the primary role of the Grand Fleet in the First World War was to guarantee the ability of the merchant cruisers on the Northern Patrol to interdict German seaborne trade, rather than to engage in large set-piece battles.

Today, the ideas of Carl von Clausewitz (1780-1831) are employed almost ubiquitously in strategic studies, military history and defence literatures, but often in a manner which distorts their true meaning. In this book, Waldman explores Clausewitz's central theoretical device for understanding war - the 'remarkable trinity' of politics, chance and passion. By situating the great Prussian in historical context, he presents a conception truer to Clausewitz's intention.
