Recent years have witnessed a growing interest in the relationship between public opinion and foreign policy in Western democracies. This international board of contributors examine the ways in which the connection between public opinion and the use of military force has developed since the end of the Cold War. In doing so, it also addresses the crucial and topical question of whether, and to what extent a democratic foreign policy is possible.

While the military use of drones has been the subject of much scrutiny, the use of drones for humanitarian purposes has so far received little attention. As the starting point for this study, it is argued that the prospect of using drones for humanitarian and other life-saving activities has produced an alternative discourse on drones, dedicated to developing and publicizing the endless possibilities that drones have for "doing good". Furthermore, it is suggested that the Good Drone narrative has been appropriated back into the drone warfare discourse, as a strategy to make war "more human". This book explores the role of the Good Drone as an organizing narrative for political projects, technology development and humanitarian action. Its contribution to the debate is to take stock of the multiple logics and rationales according to which drones are "good", with a primary objective to initiate a critical conversation about the political currency of "good". This study recognizes the many possibilities for the use of drones and takes these possibilities seriously by critically examining the difference the drones' functionalities can make, but also what difference the presence of drones themselves - as unmanned and flying objects - make. Discussed and analysed are the implications for the drone industry, user communities, and the areas of crisis where drones are deployed.

This book examines the links between climate change and resource scarcity to violent conflict. Does climate change cause conflicts? This book analyses the economic, political and social conditions under which countries with low levels of freshwater or arable land experience armed conflict. There are strong theoretic arguments linking climate change and scarcity of livelihood resources to conflict. However, empirical accounts are contradictory. Using qualitative comparative analysis (fsQCA), this book compares 22 political, economic and social conditions across 30 countries experiencing scarcity of available freshwater or arable land. The results show that there are three types of resource-scarce countries that experience conflicts: (neo)patrimonial states, oil-rich states that are poorly integrated into the global economy and least developed states. In addition, the results reveal that there are two types of resource scarce countries that remain peaceful: non-agrarian countries with either even development between groups or high integration into the global economy with high levels of adaptive capacities. This explains the contradictory results of previous empirical studies and suggests that resource scarcity might contribute to conflict in least developed countries. This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration's defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of 'pattern of life' killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study. Charles Shephard, a legal officer of the island of Saint Vincent, made no attempt at objectivity in his account of the great 1795 Carib rebellion, this book being dedicated to the British survivors. This book examines the adverse impacts of liberal peacebuilding in conflict-affected societies. It introduces 'peace figuration' as a new analytical framework for studying the intentionality, performativity, and consequences of liberal peacebuilding. The work challenges current theories and views and searches for alternative non-conflicted research avenues that are suitable for understanding how peacebuilding intentions are made, how different events shape peace outcomes, and what are the consequences of peacebuilding interventions. This book presents a study of the international dimensions of the Kashmir dispute between India and Pakistan from before its outbreak in October 1947 until the Tashkent Summit in January 1966. By focusing on Kashmir's under-researched transnational dimensions, it represents a different approach to this intractable territorial conflict. Concentrating on the global context(s) in which the dispute unfolded, it argues that the dispute's evolution was determined by international concerns that existed from before and went beyond the Indian subcontinent. Based on new and diverse official and personal papers across four countries, the book foregrounds the Kashmir dispute in a twin setting of Decolonisation and the Cold War, and investigates the international understanding around it within the imperatives of these two processes. Given the importance of violent non-state actors (VNSA) and their evolving role in global politics, dynamic frameworks of analysis are needed both to trace historical trajectories in the evolution of violent non-state actorness and to identify emerging patterns by examining modern day cases. Koivula examines the discursive space related to the use of military force by the European Union (EU). When the international community intervenes in a violent internal conflict, intervening powers may harden divisions, constructing walls between groups, or they may foster transformation, soften barriers and build bridges between conflicting groups. Richard Dien Winfield illuminates the war on terror in light of these issues, presenting an anti-foundationalist justification of the rationality and freedom of modernity, while assessing how religion can stand in opposition to modernity and why Islam has been a privileged vehicle of anti-modern religious revolt. Winfield shows that the privatization that religion must undergo to be compatible with modern freedom involves no capitulation to relativism, but rather is a theological imperative on which the truth of religion depends. This book provides a comprehensive assessment of the global diffusion of the Revolution in Military Affairs (RMA) and its impact on military innovation trajectories in small states. Although the 'Revolution in Military Affairs' (RMA) concept has enjoyed significant academic attention, the varying paths and patterns of military innovation in divergent strategic settings have been overlooked. This book seeks to rectify this gap by addressing the broad puzzle of how the global diffusion of RMA-oriented military innovation - the process of international transmission, communication, and interaction of RMA-related military concepts, organizations, and technologies - has shaped the paths, patterns, and scope of military innovation of selected small states. In a reverse mode, how have selected small states influenced the conceptualization and transmission of the RMA theory, processes, and debate? Using Israel, Singapore and South Korea as case studies, this book argues that RMA-oriented military innovation paths in small states indicate predominantly evolutionary trajectory, albeit with a varying patterns resulting from the confluence of three sets of variables: (1) the level of strategic, organizational, and operational adaptability in responding to shifts in the geostrategic and regional security environment; (2) the ability to identify, anticipate, exploit, and sustain niche military innovation - select conceptual, organizational, and technological innovation intended to enhance the military's ability to prepare for, fight, and win wars, and (3) strategic culture. While the book represents relevant empirical cases for testing the validity of the RMA diffusion hypotheses, from a policy-oriented perspective, this book argues that these case studies offer lessons learned in coping with the security and defence management challenges posed by military innovation in general. Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia's ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book examines China's relations with its weak peripheral states through the theoretical lens of structural power and structural violence. China's foreign policy concepts toward its weak neighbouring states, such as the 'One Belt, One Road' strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China's overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China's periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state's domestic institutions, what this book refers to as 'structural power'. Chinese structural power, in turn, can undermine the state's development, contribute to social unrest, and exacerbate existing state/society tensions-what this book refers to as 'structural violence'. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China's economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China's security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

The war in Afghanistan came to an end in 2014 after nearly thirteen years of conflict. Throughout that period, British officials have described UK operations there in various conflicting and often contradictory ways; as a counter-terrorism mission, a stabilisation mission, and a counter-narcotics mission, respectively. This book investigates how the war was 'sold' to the British public and how Britain's 'transnational' foreign and defence policy impacted on the unfolding of UK strategy in Afghanistan and the way it was communicated. It argues that because the UK's foreign and defence policy is transnationally-oriented - meaning that it is foundationally aimed at maintaining alliance with the United States and the institutional coherence of NATO - UK strategy is contingent upon collective security and, crucially, is fundamentally concerned with the means of policy (maintaining alliances) over the ends (using alliances to effect change). Explaining the inalienability of collective security systems to national security is no easy task, however, and, when faced with the adversities of Afghanistan, the UK state has since 2008 instead opted to describe the significance of Afghanistan in narrow, nation-centric, counter-terrorist concerns in order to maintain public support for collective security operations there whilst, paradoxically, framing the conflict in a manner that avoids talking about the transnational structure and purpose of the mission. This kind of 'strategic' communication is increasingly becoming a focus of the UK state as it faces a transnational dilemma of maintaining its collective security bonds whilst facing a public increasingly sceptical of liberal interventionism.

This book offers a comparative study of military reserves in contemporary democracies. A combination of budgetary pressures, new missions and emerging military roles during the past three decades has led the armed forces of democracies to rethink the training and use of reserve forces. Moreover, reservists have become central to the armed forces as part of moves towards "total" or "comprehensive" defense. Despite this, a scholarly bias towards studying regulars and conscripts means that reservists and reserve soldiers continue to receive only marginal attention. This volume fills that lacuna through a series of country studies examining how best to understand the peculiarities of reservist service. In contrast to regulars and conscripts, reservists are marked by their dual management of civilian and military careers, different family dynamics, diverse motivations and commitment to the armed forces, the material and non-material incentives they are offered, and their place in the political sphere. This volume suggests two frames to make sense of such differences: first, it looks at reservists as "transmigrants" traveling between the military and civilian worlds; and, second, it analyzes the multiple informal "contracts" and negotiations that bind them to the military. All the chapters adopt these conceptualizations, granting the volume a common focus and integrative frame. The volume will be of much interest to students of military and strategic studies, civil-military relations, sociology and International Relations.
